To get a sense of the changing nature of the Texas delegation, it is necessary only to view two wildly disparate events: the monthly meeting of the Texas Breakfast Club and the extemporaneous orations of acid-tongued Georgia congressman Newt Gingrich. A recent meeting of the breakfast club, on a Thursday morning in April, drew about 280 Texans, pseudo-Texans, former Texans, staffers for Texas congressmen, and Texas media types, who crowded in to hear the day’s guest, Supreme Court justice and El Paso native Sandra Day O’Connor. The club began more than twenty years ago, when the Texas delegation was the most unified and probably the most powerful in Washington. Since then the breakfasts have been a nonpartisan exercise in good-natured fellowship and chauvinism. “I thought you might want to hear the inside story of how the Supreme Court really works,” said O’Connor after she was introduced by Congressman Ralph Hall. “But Ralph said, ‘No, this is a pretty sophisticated group. I think what they’d really like to hear is how proud you are to be from Texas.’ ”

Here are five facts on contested congressional elections:
1.Â Â Â Â Â Â Â Â The authority for the House to overturn election results comes from the Constitution and the Federal Contested Elections Act.
Article 1, Section 5 of the Constitution says âEach House shall be the Judge of the Elections, Returns and Qualifications of its own Members,â which means that the House and Senate can determine whether a member has been duly elected. In 1969, Congress passed the Federal Contested Elections Act, which laid out a procedure for losing candidates to contest the outcome. Within 30 days of the electionâs certification by the state election body, the losing candidate can file a notice with the U.S. House, starting a process including candidate statements and depositions. The process resembles a court trial, with the losing candidate having the burden of proof.

Washington Examiner, GOPAC chairman David Avella noted that a Democrat congressional candidate for Iowa District 2, Rita Hart, was challenging the election results in her race. After a recount, Republican Mariannette Miller-Meeks was declared the winner by a mere six votes. Those results were certified following the recount.
Hart is asking the House of Representatives to declare her the winner. Avella points out that this could also happen in another closely-contested race in New York’s 22nd District. Incumbent Democrat Anthony Brindisi is currently trailing Republican challenger Claudia Tenney by just 27 votes.
