Russia vetoed the annual renewal of a panel of experts monitoring enforcement of longstanding United Nations sanctions against North Korea over its nuclear weapons and ballistic missile programmes.
The veto does not end the UN sanctions against North Korea.
Observers said the shipment violates a U.N. resolution that bans supplying luxury items to North Korea, in an attempt to pressure the country to abandon its nuclear weapons.
