OUR Senate of 24 members is supposed to be the highest deliberative assembly in the land. It has just been reorganized with no clear explanation or pressing motive. Senate President Juan Miguel Zubiri of Bukidnon, in office for the past two years, has resigned, saying his failure to follow powerful blocs has compelled him to step aside. He did not elaborate. He was promptly replaced by Sen. Francis 'Chiz' Escudero of Sorsogon, who admitted to exploiting minor cracks in Zubiri's leadership to push for the intended change.
