Bulatlat, Pinoy Weekly websites promote terrorism: Esperon

An article published by Pinoy Weekly on its website on March 30, 2022, entitled "NPA at Masa, 'di Matitinag" (NPA and masses, 'unshakable'), promotes terrorism and violates the Anti-Terrorism Act of 2020, National Security Adviser Secretary Hermogenes Esperon Jr. said. He said this explains why Pinoy Weekly and Bulatlat are included in the list of websites affiliated with the Communist Party of the Philippines-New People's Army-National Democratic Front. (Screengrab from Pinoy Weekly website) MANILA - News organizations Bulatlat and Pinoy Weekly were among the websites listed and submitted by National Security Adviser (NSA) Secretary Hermogenes Esperon Jr. to the National Telecommunications Commission (NTC) for blocking on the internet as they support and promote terrorism. In a statement issued on Wednesday, Esperon said upholding and promoting the truth is a national security responsibility imbued with public interests, especially in this digital age where most Filipinos get information through different social media platforms. Bulatlat and Pinoy Weekly, which claimed to be advocates of truth and objectivity, in reality, Esperon said, promotes misinformation and even terrorism. "Misinformation remains to be one of the nation's greatest enemies; and is in fact a powerful tool used by the Communist Terrorist Group to sow enmity and discord-dividing the Filipino people and separating us from objectivity and the truth," Esperon said. "Though we recognize that websites like Bulatlat and Pinoy Weekly have been using their platforms to spread information on causes important to them, we cannot simply turn a blind eye to the fact that they have actively supported organizations affiliated with the CPP-NPA-NDF," he added. Esperon said the decision to include the two news organizations in the list of websites affiliated with the Communist Party of the Philippines-New People's Army-National Democratic Front (CPP-NPA-NDF) stemmed from the stories and articles published by the news sites. He quoted an excerpt of an analysis published by Pinoy Weekly on Nov. 3, 2020, entitled "Limang katwiran ng armadong paglaban" (Five justifications of armed resistance) (https://pinoyweekly.org/2020/11/limang-katwiran-ng-armadong-paglaban/). Esperon said the published analysis promotes armed struggle to radically change the society, which falls under Section 9 (definitions of terrorism) of Republic Act 11479 or the Anti-Terrorism Act of 2020. He quoted another excerpt of an article from Pinoy Weekly entitled "NPA at Masa, 'di Matitinag'" (NPA and masses, 'unshakable') (https://pinoyweekly.org/2022/03/npa-at-masa-di-matitinag/) published on March 30, 2022. According to the article, "Sa huli, inatasan naman ng CPP ang NPA na palakasin ang pagrerekrut at pagsasanay ng libu-libo pang pulang mandirigma mula sa hanay ng mga kabataang magsasaka, mga manggagawa, intelektuwal, kababaihan at iba pang sector (At the end, the CPP instructed the NPA to strengthen the recruitment and training of thousands of more red fighters from the ranks of young peasants, workers, intellectuals, women and other sectors). "Dapat lalong itaas ng hukbong bayan ang kakayahan sa gerilyang pakikidigma, ang pagsisikreto sa mga paraan nito ng paglalakad at pagkakampo, upang manatiling bulag at bingi ang kaaway at mapawalangsaysay ang mga bomba at makabagong kagamitan sa pagsasarbeylans at pambobomba,' atas ng CPP (The people's army must further increase its guerrilla warfare capabilities, the secrecy of its methods of walking and encampment, in order to keep the enemy blind and deaf and to dismantle bombs and modern surveillance and bombing equipment,' the CPP ordered)". The quoted excerpt, Esperon said, falls under the ATA's Section 10, or the Recruitment to and Membership in a Terrorist Organization. The order for NTC to block the websites of CPP-NPA-NDF affiliates, including Bulatlat and Pinoy Weekly, seen by many as a blatant attack on free speech is, in fact, Esperon said, an act of protecting the integrity of the nation's digital space. He, however, clarified that the restriction to access the said websites does not mean that they are being restricted to engage in free speech. "Simply put, these websites through the order of the NTC dated June 08, 2022, will not be accessible to users within the bounds of the country's Internet Service Providers. Bulatlat, Pinoy Weekly, and other websites stated in our letter to NTC are free to continue publishing articles and editorial pieces that fit their messaging lines, but they will not be accessible to internet users in this country," he said. Esperon assured that the right to free speech remains protected, even under the Anti-Terrorism Act. However, he added that this right should be used responsibly. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The ATC also formally designated the NDF as a terrorist organization on June 23, 2021, citing it as "an integral and inseparable part" of the CPP-NPA that was created in April 1973. (PNA) }

PCG puts up command posts on Likas, Lawak, Parola islands

(Photo courtesy of Philippine Coast Guard) MANILA - The Philippine Coast Guard (PCG) established command observation posts (COPs) on Likas Island, Lawak Island, and Parola Island last May 17, expanding the maritime domain awareness in the West Philippine Sea. "Through these COPs, we improve our capabilities in promoting maritime safety, maritime search and rescue, and marine environmental protection," PCG Commandant, CG Admiral Artemio Abu said. The PCG's Task Force Kaligtasan sa Karagatan also built a smart house and installed radio communications on the islands during the deployment of the largest Coast Guard contingent in the WPS. "The activation of these COPs complies with President Rodrigo Roa Duterte and Department of Transportation Secretary Art Tugade's guidance to support the country's maritime transportation and shipping industry by promoting maritime safety and maritime security," Abu said. "These COPs will optimize the strategic deployment of PCG assets by monitoring the movement of merchant ships in its surrounding waters and communicating maritime incidents to the PCG national headquarters," he added. The National Task Force for the West Philippine Sea and National Security Council Adviser, Secretary Hermogenes Esperon, also supported the initiative. PDP-Laban alarmed over flagging of Facebook posts

PDP-Laban President and Energy Secretary Alfonso Cusi (File photo) MANILA - The Partido Demokratiko Pilipino Lakas ng Bayan (PDP Laban) party has expressed alarm over the massive flagging of Facebook (Meta) Philippines of the party's official posts and photos as well as various pages of its national and local candidates. In a press statement, PDP-Laban president and Energy Secretary Alfonso Cusi pinned the blame on the opposition, saying the move was supposedly done as part of efforts to discredit the accomplishments of the Duterte administration and maliciously influence voters' decisions ahead of the May polls. "It is alarming that a foreign media company is blatantly controlling and censoring in violation of our freedom of speech and the right to information and expression of not only our citizens but as well as many of our government institutions. This is a direct attack on the rights and sovereignty of Filipinos," Cusi said. He challenged Facebook to stay "neutral and apolitical" in the last few days of the election campaign and during the proceedings of the May 9 national and local elections. "Let the people speak and express their opinions on this very important matter. Let the Filipino people decide," he added. PDP Laban Secretary-General, Cabinet Secretary Melvin Matibag, for his part, said Facebook's censorship through their so-called community standards is "unethical" and "against public safety and national security", especially this election season. "This flagging, blocking and censorship affect the Filipinos' freedom to choose and vote in favor of the candidates they truly believe in," Matibag said. Matibag questioned the third-party fact-checkers that partnered with Facebook Philippines to prevent false news from spreading on the social media platform. In 2018, Facebook announced its partnership with VERA files and Rappler to help fight the spread of fake news. "I was told that Facebook employs third-party fact-checkers to monitor and censor posts that are allegedly against community standards. Who are these fact-checkers that even official government press statements and legitimate news stories are being censored?" he said. Some of the PDP Laban posts that were flagged and taken down by Facebook include the endorsement of President Duterte of the candidacy of House Deputy Speaker Rodante Marcoleta and former Anti-Corruption czar Greco Belgica and especially PDP Laban's endorsement of the candidacies of former Senator Ferdinand "Bongbong" Marcos Jr. for President and Davao City Mayor Sara Duterte for Vice President. On Sunday, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) also condemned the multiple flagging of its official posts and shared stories of government media agencies. NTF-ELCAC spokesperson and Presidential Communications Undersecretary Lorraine Badoy described Facebook's move as "pathetic, cowardly, desperate, and lutang (floating)" Posts of government institutions, including the Philippine News Agency, were flagged and blocked by Facebook for violating its community standards. Since Saturday night, Facebook has been notifying those who have shared the news articles and developmental stories from PNA, tagging the posts as violations of the platform's community standards on cybersecurity. A post of National Security Adviser (NSA) Hermogenes Esperon Jr. in which he claimed that communists had "infiltrated Congress through the party-list system" was also flagged by the social media giant. "It even censored the statement of our National Security Adviser, Secretary Hermogenes Esperon Jr. Facebook curtailed the legitimate post of one of our officials, who for the sake and love of our country, called on Filipinos to unite against the New People's Army. And what's wrong with letting people know the truth about a listed terrorist organization by several countries, including the US, Australia and New Zealand? Indeed, this is a matter of national security," Matibag added. Meta head of politics and government outreach for Asia and the Pacific Roy Tan said Facebook is already investigating the issue. NPC denounces Facebook attack on public platforms

Gutierrez (Contributed photo) MANILA - The National Press Club of the Philippines (NPC), one of the country's oldest and biggest organization of active members of the press, on Sunday denounced in the strongest possible term, the ongoing 'flagging' being made by Facebook and its 'fact checkers' on nearly all public platforms. In a statement, NPC described the flagging not only as acts of harassment and intimidation and a brazen curtailment of civil liberties, particularly the right to freedom of information and expression but more importantly, an assault on the country's sovereignty. "It has been barely two days since April 19, when the NPC issued its statement criticizing Facebook and its 'fact-checkers,' Rappler Philippines and Vera Files, for their callousness in warning Philippine national security adviser, Secretary Hermogenes Esperon over his post involving the threat pose to our nation's security by the communist terrorist groups," NPC president Paul M. Gutierrez said. The criticism by the NPC has received overwhelming support not only from the public but even among our peers and those in government. He added that instead of being shamed to do what is right and responsible, Facebook has shown to all Filipinos that is the 'Lord of the Realm of Social Media' by flagging down and warning official public platforms such as the Philippine News Agency (PNA), our media colleague in the public sector," Gutierrez added. "This is dangerous and truly alarming. Increasingly, Facebook, on the proddings of its fact-checkers and other state enemies, such as the CTGs, is demonstrating its capacity to resort to the neo-fascist method of wholesale censorship- and of an entire country at that- unmindful that it is already trampling on the laws and the sovereignty of our Republic," he said. The NPC's call for the responsible agencies of the government to discipline Facebook and its fact-checkers, particularly, Rappler and Vera Files, has become more urgent and compelling, Gutierrez added. "In the meantime, we call on all NPC affiliates and all the responsible and patriotic elements in the media community, along with other patriotic organizations to unite in resisting and denouncing this common threat to our civil liberty and our democracy," the statement read. He urged not to allow foreign entities to dictate to Filipinos because it is clear fascism, not democracy. "Let us not be cowed in exposing the abusive behavior of foreign-funded corporations who are now trying to impose their will on us, a sovereign people," Gutierrez said. (PR) }
