In light of what has transpired today, we are all the more convinced now that we need to look into the OWWA Funds and to ensure that the government is adequately funded to withstand the massive job losses, displacements and continuing repatriation of Filipinos stranded abroad.
I couldn't agree more with Senator Drilon that this "final issue" is worth looking into and we thank him for bringing this to the fore. Our OFWs contribute to the OWWA Fund through their toil, tears and sweat but they don't know what their benefits are. So, kailangan talaga na pagtuunan natin ng pansin yoong information dissemination din.

Naniniwala po ako na there's no harm in getting all positions on the table, especially when it comes to a policy issue that will affect the lives of our overseas Filipinos which is 10% of our total population.
That's why we are doing our best to consult as many people as we can including our kababayans abroad. I-report ko lang po na last April 22, we touched base with more than 850 OFWs from 35 countries. And everytime we let our OFWs speak, there are always new issues and concerns that need attention. As a matter of fact, tuloy-tuloy pa rin po ang natatanggap nating mga sulat at position papers dito sa DOFIL.

Senator Manny Pacquiao on Friday said he sent the Chinese embassy a letter calling on China to remove its warships and militia vessels in the West Philippine Sea even before 11 senators signed a resolution condemning the Chinese presence in the exclusive economic zone.
Pacquiao made the remark after he chose not to sign the resolution Senate Minority Leader Franklin Drilon filed against the presence of Chinese vessels in the West Philippine Sea,
“ Hindi naman na-media yung sulat ko sa Chinese Ambassador dahil personal letter ko yun. Two weeks after, Senator Drilon passed a resolution of the same nature which I did not sign because I already had a letter pending before the Chinese Ambassador here," Pacquiao said.

Condolences to the families of the two who were killed and I really hope that the four injured and reportedly in hospital, we don't know whether seriously or slightly, I hope that they will recover but they say a misencounter and the NCRPO said that hindi ito yung unang pagkakataong nangyari ito, maraming beses na raw. My goodness no. These misencounters should be rare than marami or even common and the NCRPO Chief said that may coordination naman daw they are procedures to be followed and I really hope that the Board of Inquiry that they've reportedly formed will get to the bottom of what happened. Why a misencounter again? Sabi nila this is not the first time this has happened and how could it have transpired at al in the first place? And why did it take one hour hindi ba pwedeng magkalinawan even within the first few minutes that a misencounter breaks out. Sabi rin ng NCRPO Chief baka hindi lang sila nagkaamuyan kaagad. Well, maybe it shouldn't take an hour in order to save their own lives and prevent danger to the public.

The bicameral conference committee agreed to use the Senate version as the working draft since the House adopted most of the provisions in our version. With the hard work of our colleagues, Senators Recto and Drilon, as Senate conferees, and Representatives Cua, Quimbo and Tiangco as House conferees, we were able to reconcile major conflicting provisions of Senate Bill No. 1849 and House Bill No. 6816.

Good afternoon Mr. President, I rise on a matter of personal and collective privilege.
In last Wednesday's session here in the Senate, during the interpellations on the bicameral conference committee report on the 2021 National Budget, Senators Ralph Recto, Frank Drilon, and Dick Gordon, among others, asked a series of pointed questions on the 72.5-billion-peso budget allocation for the purchase of Covid vaccines and the government's rollout plan.
Questions such as the following: How safe are the vaccines? How much funds will be needed to vaccinate 70 percent of the population as the World Health Organization recommendation to address herd immunity? Will we need a supplemental budget to fund this? Is there a timetable to complete the vaccination of 70 percent of the population? How many will be vaccinated with the 2021 budget of 72.5 billion pesos? When will the vaccination begin? How will it be rolled out? Who will be vaccinated first? How will they be vaccinated and by whom? Do we have the logistical capacity to ensure an effective delivery of the vaccines to the grassroots? What is the game plan?
