'98, '22 general elections had 10 presidential candidates each

(File photo) MANILA - Did you know that of the six general elections held so far in the Philippines under the 1987 Constitution, there were two times when 10 candidates aspired for the top elective post? The first time was in the May 11, 1998 polls where the presidency was contested by then Vice President Joseph Estrada, reigning House Speaker Jose De Venecia Jr. and eight others, namely: Senators Raul Roco, Miriam Defensor-Santiago and Juan Ponce Enrile; former Defense Secretary Renato De Villa, Cebu Gov. Lito Osmena, Manila Mayor Alfredo Lim, Philippine Charity Sweepstakes Office (PCSO) Chairman Manuel Morato, and lawyer Santiago Dumlao. The second time was the recently concluded May 9 polls with outgoing Vice President Leny G. Robredo and former Senator Ferdinand "Bongbong" Marcos Jr. as the leading contenders. The other eight candidates were Senators Panfilo Lacson and Manny Pacquiao, Manila Mayor Isko Moreno, former National Security Adviser Norberto Gonzales, former Presidential Spokesman Ernesto Abella, Labor leader Leody De Guzman, businessman Faisal Mangondato, and lawyer-doctor Jose Montemayor. The overwhelming winner in the May 1998 polls was President Estrada together with former Senator Gloria Macapagal-Arroyo (GMA) as vice president. GMA is a daughter of the late former President Diosdado P. Macapagal. In the May 9, 2022 elections, the presumptive winners so far are Marcos, son of the late President Ferdinand E. Marcos Sr., and his running mate, outgoing Davao City Mayor Sara Duterte, daughter of President Rodrigo R. Duterte. In a general election, all elective government officials are included in the ballot at the same time, except barangay officials whose election is held on a separate date. The other general elections under the 1987 Charter were held in 1992 which was won by President Fidel V. Ramos; 2004 (with President GMA as the winner); 2010 (with former Senator Benigno S. Aquino III becoming the 15th president); and 2016 (which installed former Davao City Mayor and Congressman Rodrigo R. Duterte as the first president from Mindanao. The 1998 polls was also the time that the country produced its first set of a male president-female vice president tandem: Estrada and GMA, who both came from Luzon. This was followed by the 2016 elections with the combination of President Duterte-from Mindanao and Vice President Robredo from Luzon. In his Manila Bulletin column "Peace-Maker" sub-titled "Bind up the nation's wounds" last May 15, 2022, De Venecia expressed hope that the people "could put aside political differences and work together for the sake of our country and the Filipino people, especially in the midst of challenges besetting the Philippines and the global community." Solon says pandemic eye-opener to improve health care system

The chair of the Committee on Health and Demography assured that he will push for all initiatives to boost the country's health care services. "Kailangan po talaga mag-invest tayo dahil bawat buhay ng Pilipino ay importante (We need to invest because every Filipino's life is important)," he said in a statement. Admitting that his veteran colleagues are better than him in debates, Go vowed to continue fighting for the poor, particularly those concerning government hospitals. The lawmaker facilitated the passage of 24 laws that upgrade the existing and establish new public hospitals across the country, including the Universal Healthcare Act (UHC) which mandates the Philippine Health Insurance Corporation (PhilHealth) to collect higher contributions from its members beginning next month. PhilHealth vice president for corporate affairs, Shirley Domingo, confirmed that the 3-percent contribution rate will increase to 4 percent of a member's salary, with the employer shouldering half of it. In an interview on Thursday, Senators Panfilo Lacson and Vicente Sotto III asked PhilHealth to defer its scheduled increase in premiums as members are still reeling from the effects of the pandemic. Lacson, one of the 10 presidential candidates, said that while the PhilHealth premium increase is under the Universal Health Care Act, it is untimely and not advisable to implement it as of the moment. "We are still reeling from the effects of the pandemic. Baka hindi timely. Dapat siguro i-defer na muna at hintayin maka-recover fully o somehow to a degree ang economy (It may not be timely. It would be better to defer the hike until our economy recovers)," Lacson said at a press conference in Cagayan de Oro City. Sotto said the Senate should not be blamed for the increase. "Kung gusto nila itaas, itaas nila based on UHC (If they want it to be increased, increase it based on UHC). Don't say because we did not pass the law. "Wala akong sinusuportahan na mag-withdraw, kahit sino (I don't support any call to withdraw, not anyone)," he told reporters shortly before delivering a speech on the occasion of his grandfather's 145th birth anniversary here. Sotto, who is running for vice president, issued the remarks to clarify the "true intention" of the press conference of four presidential bets on Easter Sunday which he also attended. He denied reports that Senators Panfilo Lacson and Manny Paquiao, former Defense Secretary Norberto Gonzales, and Manila Mayor Francisco "Isko Moreno" Domagoso called on their fellow presidential candidate, Vice President Leni Robredo to withdraw from the race. The Senate President said the four candidates called for the press conference to issue a joint statement that has nothing to do with either Ferdinand "Bongbong" Marcos Jr. or Robredo. "(The joint statement said) that they are not withdrawing, they are calling people to stop speculating, that they will bind together to fight anything that will subvert clean, honest, and orderly election," Sotto said. He said the remarks of Domagoso calling on the vice president to back out from the presidential race was made on his own. "Walang kinalaman sina Gonzales at Ping dun (It has nothing to do with Gonzales and Lacson)," he stressed. Domagoso called on Robredo to make a "supreme sacrifice" as he urged her to withdraw her candidacy. Sotto Law Sotto visited Cebu to grace an event organized by the city government's Cultural and Historical Affairs Office commemorating the 145th birth anniversary of his grandfather and namesake, the late senator Don Vicente "Inting" Sotto. "One hundred forty-five years ago, a Cebuano patriot, lawyer, revolutionary, playwright, legislator, and publicist was born. Senator Vicente Yap Sotto's life and feats are unparalleled and being his namesake is both an honor and a big responsibility," he said in his speech at the Rizal Memorial Library and Museum here. He added: "Filling in his "big shoe" has never been my goal, but not tarnishing his excellent reputation is. We may have started differently in our lives as public servants, but all throughout, his legacy and aspirations have been my guiding light to continue what he had fought for". He said that Don Inting's prowess as a journalist earned him the title "Father of Cebuano journalism" and his boldness in writing news and commentaries placed him at risk of being labeled as an oppositionist. "Hence, as a legislator, he was the first to recognize the importance of a free press in a democratic society by enacting Republic Act 53 (the Sotto Law). A law of transcendental importance and has been relevant for so many generations in protecting the Philippine Press Freedom. This landmark piece of legislation allowed journalists to write and report freely without fear of being forced to divulge their sources," he said.
