Spain becomes latest country to ban new oil and gas exploration and production

Licensing bans are quickly becoming a core test of real climate leadership
Paris, France. Yesterday, the Spanish Parliament adopted a wide-ranging Climate Change and Energy Transition law, which includes a ban on new fossil fuel exploration and production licenses. The law mandates that the production of fossil fuels will end on Spanish territory by 31 December 2042 and requires license holders to submit a reconversion plan for the fossil fuel facilities they operate five years before the license expires. Finally, the law restricts fossil fuel subsidies by mandating that they be “duly justified by social, economic or social interest” and only in the absence of technological alternatives.

National groups demand Biden appoint a strong climate leader as Federal Reserve Chair

Mounting progressive groups demand a reimagined Fed to tackle climate, racial, and economic justice
WASHINGTON, D.C. — Following recent reports about the potential renomination of Jerome Powell as the Chair of the Federal Reserve, national organizations including Oil Change International, 350.org, Climate Hawks Vote, Public Citizen, Rainforest Action Network, Revolving Door Project, and Sierra Club are demanding President Joe Biden appoint as Chair a strong climate leader who will implement policies and rules at the scale needed to address the climate crisis. 
Jerome Powell’s tenure ends in February, with reappointment or another nomination to be solidified by January 2022. Biden is expected to make an announcement as early as Labor Day.

As part of its
announced during today’s Leaders Summit on Climate, the Biden Administration committed to “end international investments in and support for carbon-intensive fossil fuel-based energy projects” at multilateral and bilateral finance agencies such as the U.S. International Development Finance Corporation and U.S. Export-Import Bank. 
While welcome, the announcement fell short of other recent commitments by other institutions and countries. In response to the announcement,

“Today’s announcement by President Biden on international finance for fossil fuels is a welcome step, but the lack of firm commitments falls short of what’s needed. (Office of Rep. Ilhan Omar (D-Minn.))  Rep. Ilhan Omar (D-Minn.) and Sen. Bernie Sanders (I-Vt.) together with Sen. Merkley (D-Ore.), Sen. Markey (D- Mass.) and Rep. Barragan (D-Calif.) introduced legislation to close tax loopholes and eliminate other federal subsidies for the oil, gas, and coal industries.
Right now, American taxpayers are on the hook for about $15 billion in direct federal subsidies to the fossil fuel industry. In 2019 alone, the oil, gas, and coal companies that receive these handouts spent $190 million lobbying Congress – for an over 11,000 percent return on investment. At a time when climate change is already causing devastating harm around the world, it makes no sense for Congress to continue giving away taxpayer money to the hugely profitable and highly polluting fossil fuel industry.

PARIS — Tomorrow, France will host the Export Finance for Future conference, launching an 
Export Finance for Future (E3F) coalition 
that will adhere to a set of principles to 
better integrate climate policy objectives in public export finance, alongside Denmark, Germany, Spain, Sweden and the United Kingdom. This new coalition will coordinate actions between nations leading the charge on eliminating public finance for fossil fuels, and will build momentum to provide political guidance in future multilateral negotiations.

Report: The Network for Greening the Financial System (NGFS) must revise its climate scenarios to drive decarbonization in the financial sector
In a new paper published today, Oil Change International (OCI) and Reclaim Finance analyze the shortcomings of the climate scenarios published by the NGFS and highlight the risk that they may be used to justify slow and inadequate climate action by financial actors. While the stated goal of these scenarios is to help mitigate climate-related financial risks, the report reveals that they may in fact increase them by driving financial institutions to adopt inadequate fossil fuel phase out pathways justified by a risky gamble on negative emissions technologies.

Today, President Joe Biden is expected to sign executive orders advancing a broad range of actions to confront the climate crisis, including directing the Interior Department to enact a temporary pause on new oil and gas leases on federal lands and waters. 
Biden is also expected to direct federal agencies to eliminate fossil fuel subsidies as consistent with applicable law, instruct all agencies to prioritize environmental justice, establish the White House Office of Domestic Climate Policy, and announce the date of a new international climate summit on April 22, among other actions.

BRUSSELS — In a move to put climate change at the center of its foreign policy, today European Union ministers adopted new priorities on climate and energy diplomacy. 
Specifically, the EU committed to: “
[D]iscourage all further investments into fossil fuel based energy infrastructure projects in third countries, unless they are fully consistent with an ambitious, clearly defined pathway towards climate neutrality in line with the long-term objectives of the Paris Agreement and best available science.”
