One of the challenges and one of the reasons why some councils i think aren't coming forward is because if a child is required to be looked after and categorised as a looked after, then it's actually the council's responsibility to look after them until the age of 25, and the funding at the moment runs out when the child is 21. there are four years of that child's adult life that the council is responsible forfor which there is no national funding, and that's one of the bits of the jigsaw that we need to put in place in order to make sure that councils aren't financially at risk. we are doing ...
