In a short message, Gatchalian said President Ferdinand R. Marcos Jr. instructed him to personally visit the fire victims in the affected villages and coordinate with the local chief executives on how the national government could assist them. "We will coordinate with the city government to help you start over again. We will make sure that whatever your city government needs, DSWD will always be there as your partner," he said. A big fire earlier hit Barangays 21-C, 22-C and 23-C over the weekend affected more than 900 families, based on the initial assessment by the city social welfare office. Gatchalian also led the turnover of food and hygiene kits to the fire victims along with Mayor Sebastian Duterte. According to the Bureau of Fire Protection (BFP)-Davao, at least 1,200 houses were destroyed by the Feb. 25 fire. Several hours after the fire was controlled, the Davao City 1st District Rep. Paolo Duterte provided heavy snacks and dinner for the fire victims. The lawmaker's staff also distributed emergency food packs on Sunday and promised to provide hot meals to the fire victims for five days. "The boulevard area is my second home. I am saddened for what happened and those who were affected by the fire incident," said Philippine drag queen contestant Lady Morgana Perez on her Facebook page. Meanwhile, Junie Alivio, a college student, wrote on Facebook about how the conflagration that took his family's belongings. "I wasn't able to secure our stuff, especially identification cards, books, and everything that is needed in school, as my priority during the incident is my siblings," he said. Alivio is asking for anyone's generosity that could help him, his siblings, and fellow students affected by the fire incident, especially since their examination period is fast approaching. (PNA) }

PH to send healthcare workers, basic goods to Trkiye, Syria

(Photo courtesy of Anadolu) MANILA - The Philippines will be sending over healthcare workers and engineers and donating basic goods to victims of a magnitude 7.8 earthquake that left thousands of people from Trkiye and Syria hurt and homeless, President Ferdinand R. Marcos Jr. said Tuesday. In a chance interview with reporters in Pasay City, Marcos said he has coordinated with the Department of National Defense (DND) and the Metropolitan Manila Development Authority (MMDA) to organize an 85-member group that will be traveling to the two countries to provide aid and turn over the donations. "We have organized a group of about 85 personnel together with some goods...Ang hinahanap sa atin ay mga blanket, mga winter clothing dahil siyempre yung mga nasiraan ng bahay sa Trkiye ay wala na silang tirahan (What they are looking for are blankets, winter clothing because there are people in Trkiye who are now homeless). They are exposed so they need all of these things," he told reporters during the 2023 Tax Campaign kickoff of the Bureau of Internal Revenue (BIR) at the Philippine International Convention Center. "Mayroong pinapadala tayong mga engineer, mayroon tayong pinapadalang (We are sending engineers, we are sending) health workers and of course the goods that we feel that they will need," he added. He said he also got the assurance of Trkiye's flag carrier to transport the 85-member group and donations. "We are organizing it already and I already have a, the assurance also of the Turkish Air[lines] that they will be the ones to bring our people and our equipment and our goods to I suppose to Ankara first and then to be distributed properly in Trkiye," he said. Marcos said the 85-member group is expected to leave by Wednesday night to assure that there will no longer be aftershocks. "There is also a danger kasi marami pang (there will be a lot of) aftershocks) and they have to inspect also the buildings," he added. On Monday, a 7.8 magnitude quake killed more than 3,700 people across Trkiye and Syria where temperatures are expected to fall to near freezing. The quake was the biggest recorded worldwide by the US Geological Survey since a tremor in the remote South Atlantic in August 2021. In Trkiye, the death toll stood at 2,316, according to its Disaster and Emergency Management Authority (AFAD). It was the most severe quake to hit Trkiye since 1999. More than 17,000 people died in that powerful quake around 24 years ago. Meanwhile, at least 1,444 people were killed in Syria. The quake caused further damage to the devastation in Syria, which is currently grappling with a nearly 12-year-long civil war. (PNA) }

Sagada wants new gov't center to house LGU, nat'l offices

Agoot) SAGADA, Mountain Province - The local government here is planning to relocate its municipal hall to its 30-hectare property in Sitio Kanipawan, Poblacion, and is inviting national agencies to open satellite offices in the same area for the convenience of their residents. "We are giving an area, at least 1,000 square meters to government agencies which want to establish their offices here so that our people will also have no difficulty transacting business with them," Mayor Felicito Dula said in an interview during the media tour showcasing new destinations on Sunday. Under a usufructuary agreement, the government agency can build a structure in the designated area but the title will not be transferred and will remain under the town's ownership. Dula added that in 2022, the local government obtained from the Landbank of the Philippines a PHP150 million loan payable in 15 years -- PHP75 million for the lot purchase, and PHP75 for the construction of an access road to the property and a new municipal building. "The property was supposed to be bought by a giant developer company from Metro Manila but residents opposed it and asked that the municipal government to apply for a loan to acquire the property and have it used for the benefit of the residents," the mayor said. The residents feared that the giant developer would construct a big hotel and put food chains which might "kill" the small family-owned establishments that currently cater to tourists. The road to the property is now in progress while the municipal engineers are preparing plans for the construction of the building where local government unit (LGU) offices will be moved. The LGU has also extended invitations to national agencies to have their offices in Sagada to give residents easier access to their services. Dula said, "offices of agencies interested can just approach us, we are willing to host them." The mayor added they are looking for a possible investor for a public-private partnership for the construction of a convention center and a sports complex that will enable the town to host big events. Likewise, local officials have been visiting offices interested to put up an evacuation center and an indigenous housing project at the said place. To reach the area, Dula said that Mountain Province Lone District Rep. Maximo Dalog Jr. has expressed willingness to help in the construction of a bypass road to the government center without the need to pass through the center which is already crowded. (PNA) }

86% of elderlies in Manila fully vaccinated

Manila Mayor Honey Lacuna-Pangan (Screengrab) MANILA - Manila Mayor Honey Lacuna-Pangan said at least 86.7 percent of the elderlies in the city are now considered fully inoculated after receiving two doses of the coronavirus disease 2019 (Covid-19) vaccine. During the Pinaslakas vaccination event held at the SM Manila on Wednesday, Lacuna-Pangan reiterated her stand that vaccination is the solution to the Covid-19 pandemic. "Tayo mismo ay nagbabahay bahay din para bakunahan ang ating mga senior citizens lalo na ang mga bedridden. Dito sa aming lungsod ay 86.7 percent na ng mga seniors ang nakatanggap na ng full dose, samantalang mahigit 50 percent na ng kabuuang target population ang nakatanggap ng first booster (We ourselves conduct home vaccination for our senior citizens, especially the bedridden. Here in our city, 86.7 percent of seniors have already received the full dose, while more than 50 percent of the total target population has received the first booster)," Lacuna-Pangan said. She also assured that the city remains committed to working with the national government to vaccinate as many citizens against the dreaded Covid-19. K R de Asis of the Manila Public Information Office said 86.7 percent accounts for a total of 138,332 elderlies in the city, out of the target number of around 160,000 who have completed their second dose of the Covid-19 jabs. Data from the Manila Health Department shows that as of 5 p.m. on Aug. 16, the city government has already administered a total of 3,505,030 Covid-19 vaccine doses. Of the number, at least 1,818,763 received their first dose while 1,732,237 got their full dose, which includes the single-dose Janssen vaccine. The city has also administered 627,857 doses of the first booster shot and 66,864 second booster doses. (PNA) }

NCR Covid-19 cases increasing but still under 'low risk'

(PNA photo by Joey Razon) MANILA - Coronavirus disease 2019 (Covid-19) cases in Metro Manila have increased but it is still under low risk case classification and will remain at Alert Level 1. In a virtual press briefing Wednesday, Department of Health (DOH) Undersecretary Maria Rosario Vergeire said an area will be escalated to Alert Level 2 once its infection risk reaches "moderate" level with an average daily attack rate (ADAR) of six cases per day per 100,000 population or its total bed utilization rate have reached moderate risk. "Nananatili po ang National Capital Region sa Alert Level 1 status dahil tayo ay nasa low risk case classification pa rin na may average daily attack rate na one case per 100,000 population (The NCR is at Alert Level 1 status because we remain under low risk classification and has an ADAR of one case per 100,000 population)," she said. Cases in Metro Manila has been increasing since mid-May and have climbed to more than 100 cases per day in June 2022. While cases showed a slight increase in the past week, the trend was not sustained in other areas except Metro Manila. The rest of Luzon and Visayas, except Mindanao, also showed an uptick in cases but remains low at less than 60 cases per day, she said. Nationwide, at least 1,889 new cases from June 7 to June 13 were recorded, with the current positivity rate at 1.9 percent. Vergeire noted that other areas remain under Alert Level 2 since they "have not met their vaccination targets" yet. Army chief cites task force ELCAC as best tool vs. NPA

Romeo Brawner Jr. said the institutionalization of the "whole-of-nation" approach is the "best thing that ever happened" in the fight against the New People's Army (NPA) during the administration of President Rodrigo Duterte. During a visit to the Army's 8th Infantry Division here Tuesday afternoon, Brawner commended soldiers for working with government agencies and communities to solve the decades-old insurgency. "The best thing that ever happened to our counterinsurgency is the implementation of the Executive Order (EO) No. 70, which gave birth to the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC). All government agencies and the private have been working together to help end insurgency," Brawner told reporters. The directive also institutionalizes a "whole-of-nation approach" to attaining an inclusive and sustainable peace. The official made the remarks after inspecting hundreds of firearms and anti-personnel mines seized by the Philippine Army units in Eastern Visayas between 2021 to early 2022 through information provided by former rebels formed into a group of peace advocates. In Eastern Visayas alone, at least 1,505 regular NPA members surrendered to the government from 2019 to March 2022, indicating that the communist terrorist group is weakening, according to the military. Of the number, 57 of them yielded in 2019 and 415 turned themselves in a year after. Most of them or 1,007 surrendered in 2021 while 26 fighters abandoned the NPA just this year. The weakening of NPA in Eastern Visayas is a result of a "whole-of-nation" approach by linking arms between basic service providers from the central government, community participation from the local governments, and the security sector from the military and police. Marawi eyes full face-to-face classes in September

In a statement Friday, Marawi City Schools Division (MCSD) Superintendent, Dr. Anna Zenaida Unte-Alonto, said the plan was aligned with the targets set by the Ministry of Basic, Higher and Technical Education (MBHTE) of the Bangsamoro region. "(The) MBHTE wanted a hundred percent opening of our classes because the last two years brought learning losses to our children who were affected by the two-year pandemic," Alonto said. At the moment, 13 schools are conducting limited face-to-face classes with the expansion since April 17. So far, there have been no reported illnesses or outbreaks of the coronavirus disease 2019 (Covid-19) that have affected their students and teachers. MBHTE Minister Mohagher Iqbal has provided PHP50,000 for the 13 identified recipient schools that qualified in the tests to open the controlled in-person classes. The MCSD is also up for the annual activity of the DepEd, which is the early registration of enrollees for School Year (SY) 2022-2023. NorMin schools Meanwhile, at least 1,735 schools in Northern Mindanao are implementing limited face-to-face classes, director of the regional education office, Dr. Arturo Bayocot, said earlier. In a speech during the National Joint Executive Committee and Management Conference in Camiguin province, Bayocot said the reopening of the schools for limited in-person classes began as early as November 2021. He said the figure is broken down into 1,704 public schools and 31 private schools. "Camiguin is one of the divisions that have opened all their schools. Camiguin is just a small provincial schools' division but the 55 elementary schools and the 13 high schools have opened their classes," Bayocot said. Based on DepEd Order 17, schools may use the school and maintenance and other operating expenses in implementing in-person classes. The last day of classes for SY 2021-2022 will be on July 27 because classes will be interrupted from May 2 to 13 due to election-related activities. Classes for SY 2022-2023 will open in August to give time for a short break that can be used for bridging or remediation programs and the capacity building of teachers. (PNA) }

Vax in PH stockpile enough to meet 2021 primary, booster targets

Razon) MANILA - The country's current supply of coronavirus vaccines is more than enough to cover the targeted number of vaccinees and initial recipients of booster shots before the year ends. National Task Force (NTF) Against Covid-19 medical adviser Dr. Teodoro Herbosa made the assurance on Friday as he welcomed the arrival of 609,570 doses of government-procured Pfizer-BioNTech at the Ninoy Aquino International Airport (NAIA) Terminal 3. "The total health care workers here is only about 1.9 million and we have a lot in our stockpile. We have over 50 million, so we can readily vaccinate them," he said in an interview. The government is hoping to vaccinate at least 50 percent of the country's population and administer booster doses to all health care workers before the year ends. So far, about 30,108,097 individuals have already been fully vaccinated while about 6,000 medical front-liners have received their additional shots, three days after the booster rollout. Herbosa said the latest Pfizer shipment also serves as a big boost to the upcoming National Vaccination Days from November 29 to December 1. "We've actually reached about 133 million in secured doses and this delivery has increased our stockpile. It's good that Pfizer deliveries are continuous. You know very well that this is the preferred brand by many of the Filipinos and it's also the brand we're using for our teenagers. So this will help a lot, especially for the coming vaccination days," he said. Aside from the fresh Pfizer doses, at least 1,306,000 doses of Moderna and 2,805,000 doses of Sputnik V also landed at NAIA on Friday. (PNA) }
