మూడు దశాబ్దాల క్రితం ముంబయి మహానగరం కరడు గట్టిన అధోజగత్‌ నేరగాళ్ల (అండర్‌ వరల్డ్‌ డాన్‌) కార్యక్షేత్రంగా పేరెన్నికగన్నది. హత్యలు, కిడ్నాపులు, బలవంతపు వసూళ్లతో నాడు ముంబయిని గడగడలాడించిన వాళ్లలో ఒకడైన అరుణ్‌ గావ్లీకి రెండు పుష్కరాల క్రితం భారత ప్రజాస్వామ్య బోధివృక్షం కింద హఠాత్తుగా జ్ఞానోదయమైంది. తన పేరు చెబితేచాలు- ఎంతటివారైనా హడలిపోయి కప్పాలు కట్టేలా నేర సామ్రాజ్యాన్ని ఎంతగా విస్తరించినా, ఏదో ఒకనాడు పోలీసుల ఎదురుకాల్పుల్లో నేలరాలిపోయే ప్రమాదాన్ని గుర్తించిన అతగాడు- 1997లో అఖిల భారతీయ సేన పేరిట పార్టీ పెట్టేశాడు. తనపై మూడు డజన్లదాకా కేసులున్నా నిమ్మకు నీరెత్తినట్లు పోలీసులనే అంగరక్షకుల్ని చేసుకొని నింపాదిగా రాజకీయ చదరంగం ఆడుతున్నాడు. ‘డాన్‌’ ముదిరి రాజకీయ నాయకుడయ్యాక వ్యత్యాసాలు చెదిరిపోయాయి. దరిమిలా పొలిటీషియన్లు మరింత నాజూగ్గా తమ కార్య కుశలతకు పదునుపెట్టి, తమ చేతికి మట్టి అంటకుండా పనులు చక్కబెట్టుకొనే పాటవ ప్రదర్శనకు సమకట్టడంలో తప్పేముంది? ప్రపంచంలోనే అత్యంత భారీగా కుబేరులు పోగుపడిన నగరాల్లో ఎనిమిదో స్థానంలో ఉన్న బృహన్‌ ముంబయిలో- ధనస్వామ్య దాదాగిరీకి సాక్షాత్తు రాష్ట్ర హోంశాఖ అమాత్యుడే పాల్పడ్డాడన్న ఆరోపణలు అక్కడి పోలీసు పెద్దల ముఖతానే వెలువడ్డాయి. ముఖేష్‌ అంబానీ ఇంటి ముందు పేలుడు పదార్థాల వాహనం నిలిపి ఉంచడంతో మొదలైన నేర కథ- రాష్ట్ర హోంమంత్రి పదవీ పీఠానికే ఎసరు తెచ్చి నేరగ్రస్త రాజకీయాల రసవద్ఘట్టాన్ని కళ్లకు కడుతోంది. అదేంటో చిత్తగించండి!
ముఖేష్‌ అంబానీ నివాసం వెలుపల భారీగా పేలుడు పదార్థాలున్న వాహనాన్ని కనుగొన్న దరిమిలా ఆ వాహన యజమాని మన్‌సుఖ్‌ హీరేన్‌ హత్యకు గురి కావడం- యావత్‌ దేశాన్నీ దిగ్భ్రాంతపరచిన పరిణామం. ఆరు వారాలుగా ఆ కేసు లోతుపాతుల్ని తవ్వుతున్న ఎన్‌ఐఏ- ముంబయి పోలీసు అసిస్టెంట్‌ ఇన్‌స్పెక్టర్‌ సచిన్‌ వాజేను అదుపులోకి తీసుకోవడం- కుట్రలో అతి చిక్కని చీకటి కోణం! ఇంత భారీ నేరం జరిగినా సమర్థంగా వ్యవహరించలేకపోయారంటూ ముంబయి పోలీస్‌ కమిషనర్‌ పరమ్‌వీర్‌ సింగ్‌ను మహారాష్ట్ర ప్రభుత్వం బదిలీ చేసింది. బదిలీ ఉత్తర్వులు అందుకొన్న సింగ్‌- హోంమంత్రి అనిల్‌ దేశ్‌ముఖ్‌ తన కింది అధికారులకు బలవంతపు నెలవారీ వసూళ్ల లక్ష్యాలు నిర్దేశించారంటూ ముఖ్యమంత్రికి రాసిన లేఖ సంచలనం సృష్టించింది. ఎన్‌ఐఏ కస్టడీలో ఉన్న సచిన్‌ వాజే సైతం అనిల్‌ దేశ్‌ముఖ్‌తో పాటు మరో మంత్రి అనిల్‌ పరబ్‌పైనా బలవంతపు వసూళ్ల ఆరోపణలు గుప్పించడం పెను రాజకీయ దుమారమే రేపింది. ముంబయి హైకోర్టులో దాఖలైన ప్రజా ప్రయోజన వ్యాజ్యం విచారణకు వచ్చే ముందు రోజు ఉద్ధవ్‌ ఠాక్రే ప్రభుత్వం ఆ మొత్తం వ్యవహారంపై న్యాయ విచారణకు ఆదేశించినా ప్రయోజనం లేకపోయింది. హోంమంత్రిపై వచ్చిన అభియోగాల తీవ్రత దృష్ట్యా- వాస్తవాల్ని వెలికి తీయడానికి నిష్పాక్షిక విచారణ సాగాల్సిందేనంటూ ముంబయి హైకోర్టు సీబీఐ ప్రాథమిక దర్యాప్తునకు ఆదేశించగానే, హోంమంత్రివర్యులు రాజీనామా చేసి నిష్క్రమించాల్సి వచ్చింది. హైకోర్టు ఆదేశాల నిలుపుదలకు తాజాగా సుప్రీంకోర్టు అంగీకరించకపోవడంతో- పక్షం రోజుల్లో ప్రాథమిక విచారణ పరిసమాప్తికి సీబీఐ హుటాహుటిన కదిలింది. ముంబయిలోని దాదాపు 1650 బార్లు రెస్టారెంట్ల నుంచి తలా రూ.3-3.50 లక్షల వంతున వసూలు చేసి నెలకు వందకోట్లు తనకు ముడుపు కట్టాలని హోంమంత్రి ఆదేశించారన్నది నేరాభియోగాల సారాంశం. వ్యవస్థీకృత నేరగాళ్ల వర్గంగా పోలీసుల్ని లోగడ సుప్రీం న్యాయపాలికే దునుమాడిన నేపథ్యంలో- తన కోసం ఆ మాత్రం చేయలేరా... అన్నది అమాత్యుల వారి ఆలోచన అయి ఉండవచ్చు, పాపం! ఈ దర్యాప్తు ప్రకంపనలు అనిల్‌ దేశ్‌ముఖ్‌తో ఆగవని, మరికొందరి పీఠాలూ కదులుతాయని కమలనాథులు చెబుతున్న జోస్యం- మహారాష్ట్ర రాజకీయాల్ని మరింత ఉద్విగ్న భరితం చేయడం ఖాయం!
కొవిడ్‌ నిబంధనల్ని ఉల్లంఘించిన నేరానికి ప్రధానమంత్రికే 2,352 డాలర్ల జరిమానా విధించిన నార్వే పోలీసుల కర్తవ్య దీక్ష మనకు ఏమాత్రం మింగుడు పడనిది. దేశీయంగా అన్ని రకాల అవినీతికీ తల్లివేరు రాజకీయ అవినీతి. నేరగాళ్లకు అభ్యర్థిత్వాల అంబారీ కట్టే పార్టీల పుణ్యమా అని అలాంటి వాళ్లే చట్టసభలకు దర్జాగా నెగ్గుకు రాగలిగే వాతావరణమూ సువ్యవస్థీకృతమైన దేశం మనది. మొదలు మోదుగ పూస్తే, కొసకు సంపెంగ కాస్తుందా? ఇటీవలి దాకా మహారాష్ట్ర మంత్రివర్గంలో 42 మంది సచివులుంటే అందులో 27 మందిపై క్రిమినల్‌ కేసులున్నాయి. వారిలోనూ 18 మందిమీద హేయ నేరాలకు సంబంధించిన అభియోగాలు పెండింగులో ఉన్నాయి. ఇలాంటి సరకులో అంతర్భాగమైన ఓ మంత్రి బలవంతపు వసూళ్లకు ప్రేరేపించారన్నా, మరోమంత్రి ఓ టిక్‌టాక్‌ స్టార్‌ ఆత్మహత్య కేసులో నిందితుడిగా పదవి కోల్పోయాడన్నా ఆశ్చర్య పోవాల్సిందేముంది? తీవ్ర నేరాభియోగాలు ఎదుర్కొంటున్నవారే మంత్రులుగా, ముఖ్యమంత్రులుగా చక్రం తిప్పగల సౌలభ్యం బహుశా ఇండియాలో తప్ప వేరెక్కడుంది? దేశీయంగా 22 రాష్ట్రాలకు చెందిన 2,556 మంది ఎమ్మెల్యేలు, ఎంపీలపై క్రిమినల్‌ నేరాభియోగాలున్నట్లు; మాజీల్ని కూడా కలిపితే ఆ సంఖ్య 4,442 కు చేరుతున్నట్లు కోర్టు సహాయకుడి (అమికస్‌ క్యూరీ)గా విజయ్‌ హన్సారియా నిరుడు సెప్టెంబరులో ‘సుప్రీం’ న్యాయపాలికకు నివేదించారు. ప్రత్యేక కోర్టులు పెట్టి పాపపంకిల వ్యవస్థను ప్రక్షాళించాలన్న సత్సంకల్పాలు మోతెక్కుతున్నా- ఎక్కడా శిక్షల జాడే కానరావడం లేదు!
ఒకనాటి త్యాగధనులు తమ సర్వస్వాన్నీ త్యజించి స్వాతంత్య్రం తెస్తే- ఈనాటి నేతలు సమస్త విలువల్నీ త్యాగంచేసి ధనరాసులు పోగేసుకొనే విధ్యుక్త ధర్మ నిర్వహణలో నిష్ఠగా పరిశ్రమిస్తున్నారు. కాబట్టే అవినీతి పూరిత దేశాల జాబితాలో మరో ఆరుస్థానాలు దిగజారి ఇండియా పరువుమాస్తోందిప్పుడు! ఖాకీ దండధరుల్నే వసూల్‌ రాజాలుగా మార్చి సొంతలాభం సాంతం చూసుకోవాలన్న వ్యూహం మహారాష్ట్రలో బెడిసికొట్టిందిగాని, అది వేరెక్కడా అమలు కావట్లేదని ధీమాగా చెప్పలేం! ‘దోచుకునేటంత దొరతనమున్నప్పుడు అడుక్కు తినేటంత అధవతనమేల’ అన్న తత్వాన్ని తలకెక్కించుకున్న చోట్ల వందలకోట్ల సెటిల్‌మెంట్ల దందాలు నిష్పూచీగా సాగడం లేదని ఎవరు చెప్పగలరు? భారతరత్న వాజ్‌పేయీ చెప్పినట్లు- అధికారం అవినీతిని మప్పుతోంది. విషంలో పుట్టిన పురుగుకు విషమే ఆహారమన్నట్లుగా మొత్తం వ్యవస్థనే అది అవినీతి విషతుల్యం చేస్తోంది. ఈ పరిస్థితుల్లో అమృతోత్సవాలకు సిద్ధమవుతున్న స్వాతంత్య్రం- మేడిపండును తలపించడంలో వింతేముంది?
