Madison County’s Emergency Management Agency (EMA) has chosen their volunteer of the year for 2020. The honor goes to longtime volunteer Andy McKellar. McKellar was presented with the agency’s inaugural award at a dinner to honor their 35 registered volunteers for their service and dedication.
Director of Emergency Management for the county Tony Falconio tells the Big Z, choosing McKellar was a no-brainer.

McKellar has been volunteering with the EMA since 2009. McKeller also volunteers for the Methodist Church Illinois Great River Conference Early Response Team and has been involved in recovery efforts in Joplin, MO and Haiti.

WOOD RIVER — Madison County’s Emergency Management Agency (EMA) picked its volunteer of the year.
On May 2, Andy McKellar, a longtime volunteer for EMA was presented with the agency’s inaugural award. EMA held its first dinner to thank the agency’s team of 35 registered volunteers and honored McKellar for his service and dedication.
“Andy has been with us since the volunteer team began,” Director of Madison County EMA Tony Falconio said. “The team has changed a lot in the last few years and we rely on our volunteers heavily to respond to incidents and deploy equipment. We couldn’t do all that we do without them and Andy is a prime example.”

Madison County has been named "StormReady City" by the National Weather Service. It's a short list of recognized ultra-prepared communities. A Meteorologist with the NWS presented the county with a certificate and a metal road sign to mark the designation earlier this week.
Madison County Emergency Management Agency Director Tony Falconio tells The Big Z program uses a grassroots approach to help communities develop plans to handle all types of severe weather.

To be officially StormReady, a community must: Establish and equip a 24-hour warning point and emergency operations center; have several ways to receive severe weather warnings and forecasts and to alert the public; create a system that allows emergency managers to monitor local weather conditions; promote the importance of public readiness through community seminars, safety talks and frequent Code Red drives; and develop a formal hazardous weather plan.

A trackhoe on a small barge dredges the channel into and out of Alton Marina Thursday. Only slight flooding chances are forecast for the Mississippi and Illinois rivers this spring, according to an outlook issued Thursday by the National Weather Service.
ST. CHARLES — Only minor flooding is anticipated this spring in the Riverbend region, according to the National Weather Service.
The NWS Spring Flood and Water Resources Outlook released Wednesday states minor flooding is expected along the Mississippi, Missouri, and Illinois Rivers. Chances of major flooding in Alton or Grafton, however, are projected at below 5 percent, with most local streams having a near normal flood risk this spring, officials said.

EDWARDSVILLE — Local first responders have formed a committee to look at radio operability issues, according to Madison County Emergency Management Director Tony Falconio.
At the Madison County Board’s Public Safety Committee meeting on Monday, Falconio noted issues range from different communications systems to multiple 911 call centers.
“We’re just in the very preliminary talks,” he said later. “There’s always room for improvement.”
Falconio said they have to develop a new Tactical Interoperability Communications Plan, or TIC-P. The last plan was set up in 2015 and needs to be updated.
