Typhoon-hit Masbate fishers get P1.7-M aid from DOLE

Angara-Campita (PNA file photo) LEGAZPI CITY - The Department of Labor and Employment (DOLE) office in Region 5 (Bicol) has released some PHP1.7 million in livelihood aid to typhoon-affected and displaced fishermen in Dimasalang, Masbate. In an interview on Wednesday, Johana Vi Gasga, DOLE-Bicol spokesperson, said the assistance is under the DOLE Integrated Livelihood Program (DILP). "The said fund will be used to purchase Kabuhayan Starter Kits or fishing equipment such as new motorized fiberglass boats, gasoline engines, shafting, cross joint, rudder, and other fishing gears to benefit at least 66 affected local fishermen from different barangays of Dimasalang town," she said. For her part, DOLE-Masbate Provincial Head, Ma. Ella. E. Verano, said that after Typhoon Jolina hit the province in September, the people have been struggling to get back on their feet and need immediate support to recover. "In order to help the typhoon victims especially the displaced fishermen to regain their capacity to earn a living, the need for immediate support is necessary and that is why the labor department is here to provide immediate relief through livelihood assistance that will surely bring an array of hope to beneficiaries," Verano said in a statement. She said areas like Dimasalang town, where almost one-third of the population relies heavily on fishing activities, were severely affected not only by the natural calamity but also by the prevailing global health crisis. Meanwhile, DOLE-5 Regional Director Ma. Zenaida Angara-Campita said, "Tuloy-tuloy po ang suporta at ayuda ng DOLE-Bicol sa ating mga manggagawa na naapektuhan ng bagyo, ganun din po sa mga dumaranas ng malaking pagsubok dahil sa coronavirus disease 2019 (Covid-19). Asahan po ninyo na palagi kaming nandito, taos-pusong maglilingkod sa inyong lahat sa abot ng aming makakaya. (Help and support from DOLE-Bicol is continuously extended to our workers particularly those who are affected by typhoon and those who are suffering from Covid-19. Likewise, she said DOLE-Bicol is targeting to help another fishing community in Cawayan, Masbate thru a project proposed by an association dubbed "Fish Tapa Production" that aims to help the residents mitigate the impact of the typhoon as well as contribute to their food security and resilience amid the challenges brought by the pandemic. "Our efforts in bringing livelihood programs and employment opportunities to typhoon-affected individuals and workers may not be enough, but we will extend all the possible ways to handhold them until they are back on their feet and fish again, so they can be able to provide adequate food and income-support for their families," Campita added. Unemployment uptick in September due to extended MECQ

(File photo) MANILA - The Philippine Statistics Authority (PSA) reported Thursday that the unemployment rate in September slightly increased to 8.9 percent from 8.1 percent in August. Labor force participation also declined to 63.3 percent from 63.6 percent in the same period. The National Economic and Development Authority (NEDA) said these numbers led to an employment loss of 642,000. "These results were expected as many parts of the country remained under stringent and blanket quarantines for most of the survey period. In particular, the modified enhanced community quarantine (MECQ) was extended in the National Capital Region (NCR) up to September 15," Socioeconomic Planning Secretary and NEDA director general Karl Kendrick Chua said. Aside from the extended MECQ in September, weather disturbances particularly Typhoon Jolina affected some 30,000 hectares of agricultural land in regions of Central Luzon, Calabarzon, Mimaropa, Bicol, Western Visayas, Central Visayas, and Eastern Visayas contributed to the employment losses in the said month. NEDA added that some 414,000 jobs were created that tempered the net employment loss in September. Most of these jobs are in the wholesale and retail trade. "Overall, the economy has generated 1.1 million employment above the pre-pandemic level. This signals the Philippines' continuing recovery. We look forward to the expansion of the alert level and granular lockdown system to the whole country to recover more jobs and livelihoods," Chua added. On the other hand, Chua is expecting better employment labor force numbers for October as the government started to ease quarantine measures in Metro Manila and some parts of the country. Further reopening Amid the call of the business sector to lower the alert level system in the National Capital Region (NCR) from Alert Level 3 to Level 2, Trade Secretary Ramon Lopez said he supports the further reopening of the economy. In a radio interview with DZXL, Lopez asked businesses to respect the announcement of maintaining NCR under Alert Level 3 and wait for another week before the alert level system will be lowered to Alert Level 2. "By November 15, there is a high chance that we will be under Alert Level 2," he said. He added that the economic managers have been supporting and pushing for gradual and safe reopening of business activities to manage the daily Covid-19 cases. The country recorded 8-month low Covid-19 cases on Wednesday at 1,591 cases. (PNA) }

DSWD Region 8 readies over 10K food packs for typhoon season

Abelardo Bibat, DSWD Eastern Visayas regional information officer, said on Tuesday they have prepositioned goods in strategic locations in anticipation of more requests for assistance from local government units after disasters. Of the 10,444 food packs, some 6,481 are at the DSWD regional resource operations section warehouse in Palo, Leyte; 3,665 in Northern Samar; 200 in Eastern Samar; and 98 in Biliran. "Storing food packs in different strategic locations before a calamity will allow us to immediately respond to requests of local government units since November and December is the typhoon season," Bibat said in a phone interview. Each food pack consists of rice, canned goods, and coffee, packed in a small box for one family. Under the Philippine Disaster Risk Reduction and Management Act of 2010, the local governments are the first responders and the DSWD is tasked to augment the response efforts after disasters. Earlier, the DSWD in Eastern Visayas has completed the delivery of 24,767 family food packs worth PHP12.19 million to one city and 16 towns in Leyte and Samar provinces badly affected by Typhoon Jolina that hit the region early September.
