AU-based UP alumnus stays proud of university despite dispute with DND

A former student of the University of the Philippines-Visayas who is now based in Australia would still recommend studying at the school in face of the negative image it has been portrayed recently by security forces.
“I will still proudly recommend the UP System and its mode of education to others. I will never see the human individual, the society, and the whole world this way had it not been for the UP education and the extra-curricular activities it has offered,” shared Gereon Ardivilla, a 49-year-old Filipino-English language translator and interpreter at the South Australian Department of Human Services.

The Department of the Interior and Local Government (DILG) and the University of the Philippines will hold a meeting this week to review their 1992 agreement. 
In a press statement Tuesday, the DILG ensured that it would not unilaterally abrogate its deal with the University without consulting concerned officials. 
“Contrary to a report that came out in a broadsheet, the DILG wants to hold a dialogue with UP officials to revisit the 1992 agreement. For the record, what we said was that there is a need to review the 1992 agreement requiring the PNP to notify UP authorities before entering its campuses,” DILG spokesman Undersecretary Jonathan Malaya said.

Fresh House bills filed to institutionalize UP-DND pact in UP Charter, other schools

Two more measures have been filed at the House of Representatives to institutionalize the provisions of the 1989 pact between the University of the Philippines (UP) and the Department of National Defense (DND) to the university's Charter as well as for all other academic institutions.
The House Makabayan bloc, led by Kabataan party-list Representative Sarah Elago, filed the two bills on Wednesday, around two weeks after the DND unilaterally terminated the three-decade-old UP-DND Accord.

The Senate on Tuesday adopted a resolution supporting the pending dialogue between the Department of National Defense (DND) and the University of the Philippines (UP) to address the recent unilateral abrogation of the accord which prohibits the entry of state forces in the premiere state university's campuses.

DOJ won't issue legal opinion on UP-DND pact unless requested — Guevarra

The Department of Justice (DOJ) will not issue a legal opinion on the termination of the University of the Philippines-Department of National Defense accord unless requested, Secretary Menardo Guevarra said Monday.
Guevarra has declined to comment on the unilateral termination of the UP-DND pact, saying the matter may reach his office for adjudication.
Considering the "apparent dispute" between UP and the DND on the validity of the termination of the accord, the secretary said the DOJ will view any request for legal opinion as a request for administrative adjudication or settlement under the Revised Administrative Code.
"The SOJ, as attorney general, does not issue legal opinions or commence administrative adjudication proceedings unless requested by heads of government agencies or other state instrumentalities," he said in a message to reporters.

CHR on AFP's erroneous red-tagging: Military's mandate is loyalty to the truth

The Armed Forces of the Philippines should stick to its mandate of being loyal to the truth and the law, the Commission on Human Rights (CHR) said Monday.
Lawyer and CHR spokesperson, Jacqueline Ann de Guia issued the statement after the Armed Forces admitted to falsely tagging UP alumni as members of the New People’s Army (NPA) by citing such information as inconsistencies.
The military issued its apology after some of those on the list — tagged by the military not only as NPA fighters but were either captured or killed by government agents — came out in a press conference to set the record straight that they never joined the NPA or the communists ranks, never jailed and are in fact, alive and kicking.

Lorenzana claims UP-DND accord abrogation a 'patriotic duty'

Defense Secretary Delfin Lorenzana on Sunday defended the Department of National Defense's unilateral abrogation of its agreement with the University of the Philippines (UP), claiming it was a "patriotic duty."
In a video message posted via social media, Lorenzana said he was prompted to abrogate the accord given the "numerous testimonies" and "grueling experiences" reported to him by former rebels, but he did not elaborate. He has also yet to present to the public such supposed testimonies.
"Abrogating the DND agreement with UP is a fulfillment of a patriotic duty. Even though it is an unpopular move, my intentions are pure. My goal is simple -- to minimize the threat to the youth," he said.

Atienza backs probe into unilateral termination of UP-DND pact

Deputy Speaker Lito Atienza on Sunday backed the proposal for the House of Representatives to investigate the unilateral abrogation of the 1989 pact between the University of the Philippines (UP) and the Department of National Defense (DND).
In a Dobol B sa News TV interview, Atienza said he believed the UP-DND Accord "has done good" in the past 30 years, as seen in the behavior of students in UP campuses.
The accord prohibits police and military forces from entering UP campuses without prior coordination with university officials.
"Magmula noong 1989, maganda naman ang naging behavior, actuation at galaw ng ating mga mag-aaral sa UP. So it has done good," Atienza said.

The chancellor of the University of the Philippines (UP) Diliman on Sunday decried the “baseless” red-tagging of several alumni by the Armed Forces of the Philippines (AFP).
UP Diliman Chancellor Fidel Nemenzo said the AFP’s list of “UP Students who became NPA (Dead or Captured),” which was posted then deleted on the AFP Information Exchange Facebook page, named several esteemed professionals.
“It is unthinkable that despite the millions of taxpayers’ money poured into military intelligence, the AFP is making such baseless accusations, in the process violating the civil liberties and putting at risk the lives of responsible citizens who are actively contributing to nation-building in their chosen professions,” he said in a statement.
