Russia is violating the spirit of Montreux by using civilian ships for war

On Feb. 28, Turkey triggered the Montreux Convention, not used since World War II, and closed the Turkish Straits to military ships. This one move interrupted Russia’s maritime logistical supply line to Syria, interfered with its ability to rotate naval assets in the Mediterranean, and prevented Moscow from bringing additional warships to the Black Sea. Russia can no longer supply its Syria operation or deliver defense exports to its customers using navy ships. However, close observation of traffic through the Turkish Straits reveals that Russia is continuing its naval operations in the Mediterranean and Black seas.

Referee and Goalkeeper of the Turkish Straits: The Relevance and Strategic Implications of the Montreux Convention for Conflict in the Black Sea

Executive Summary Since Classical times up through the violence of World War I, the issue of control of the Bosporus, Sea of Marmara and Dardanelles—the Turkish Straits, which connect the Black Sea with the eastern Mediterranean—has vexed kings and admirals and led to the rise and fall of empires. When the largest global conflict until that time ended in November …

Russia's Evolving Military Tactics in the Ukraine War

On February 24, 2022, Russia’s President Vladimir Putin launched his long-forecast large-scale military assault on neighboring Ukraine, following months of force buildup on the country’s borders. That massing of Russian military units and supporting assets on Ukraine’s borders had lasted almost a year, with much of the heavy equipment from the spring 2021 buildup still left in position as it …

Turkish Closure of the Straits Can Hurt Russia's Syrian Route Should the War Prolong

On February 24, Ukraine asked Turkey to close the Turkish Straits (the Bosporus and Dardanelles) to Russian warships under the 1936 Montreux Convention (Daily Sabah, February 24). The Straits connect the Mediterranean to the Black Sea, providing the only way in and out between the two bodies of water. Ruling that the conflict had turned into a full-fledged war, the …
