BARMM police forms task group for slain ex-Cotabato top cop

COTABATO CITY - Police authorities in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) announced Wednesday the creation of a special probe team to fast-track the investigation on the recent murder of retired police, Brig. Gen. Rolen Balquin, the city's public safety officer. Speaking over DXMS Radyo here, Major Mark Joseph Porras, spokesperson of Cotabato City Police Office, said the creation of the Special Investigation Task Group (SITG) -Balquin was approved by Brig. Gen. Arthur Cabalona, the BARMM police director. Balquin previously served as city police director. Colonel Jeffrey Fernandez, BARMM police deputy director for operations, was named SITG supervisor, while Colonel Rommel Javier, city police director, the SITG commander. Balquin, who retired in 2017 with the rank of brigadier general, was named as Cotabato City Public Order and Safety chief and served in that position until he was gunned down on March 19 along Sinsuat Avenue here. Balquin's police escort, Chief Master Sgt. Ariel Gutang, was wounded in the attack. Balquin, a native of Negros, was declared dead on arrival at a government hospital here. Police said they have persons of interest in the murder that stunned the city residents since it occurred in broad daylight and during the election period, wherein a gun ban is strictly implemented by government law enforcement units. Mayor Cynthia Guiani-Sayadi has condemned the attack and urged witnesses to help the police in identifying the attackers. Offers for help Meanwhile, Brig. Gen. Alexander Tagum, the Police Regional Office - Soccsksargen (PRO-12) director, has offered their assistance in solving Balquin's murder. Balquin also once served as a police officer in the PRO-12 office. A graduate of Philippine National Police Academy Tagapaglingkod Class of 1987, Balquin served as commandants of cadets at Camp Gen. Mariano N Castaneda in Silang, Cavite, prior to his assignment in Mindanao. The PNPA currently flies the Philippine flag at half-mast in honor of Balquin. (PNA) }

PNP, PDEA boost ties in fight vs. illegal drugs in Caraga

BUTUAN CITY - The offices of the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) in the Caraga region have jointly validated and signed the 2022 Regional Watch List on Illegal Drugs (RWID) on Tuesday afternoon. "The RWID is a reference source and guide to all drug enforcement units conducting anti-drug and barangay drug-clearing operations in the region," Police Regional Office (PRO) 13 (Caraga) Director Brig. Gen. Romeo Caramat Jr. said in a statement issued on the same day. PDEA-13 Director Emerson Rosales said their contribution to the RWID - a unified list of drug personalities identified by the two law enforcement agencies - signifies the agency's continuing commitment to end the illegal drug problem in Caraga. "The RWID will help the operatives of PRO-13 and PDEA-13 in the accomplishment of their tasks and the arrest of individuals involved in the illegal drugs trade in Caraga," Caramat said. He assured that PRO-13 remains steadfast in its anti-illegal drug operations to end this particular menace in communities. Data provided by the police's Regional Operations Division indicated that from Sept. 17, 2020 to March 22, 2022, the PRO-13 has successfully carried out 674 anti-drug operations in the region. DOLE aids Bukidnon workers in P1.5-M monetary claims

CAGAYAN DE ORO CITY - The Department of Labor and Employment's Bukidnon Provincial Field Office (DOLE-BPFO) has settled labor disputes on monetary claims worth PHP1,521,848 in favor of 201 employees from 24 private companies in the province. In a statement Wednesday, DOLE-BFPO Chief Raul Valmores said the disputes were settled through the Single Entry Approach (SEnA) program from January to February. "The workers filed before this office through SEnA to resolve issues against their employer involving (the) underpayment of minimum wage," Valmores said. He also said the SEnA settlement includes payment by the respondent companies of night shift differential; overtime, holiday, 13th-month, last salary, separation, and retirement claims; regularization issues, including the issuance of a certificate of employment to employees. The SEnA program is a conciliation-mediation process that provides a speedy, impartial, inexpensive, and accessible settlement procedure for all issues and complaints arising from employer-employee relations to prevent them from escalating into full-blown disputes. One complainant, whose name was withheld by DOLE, was a dairy farm production supervisor. She said her previous employer did not give the government-mandated benefits, such as holiday pay, night shift differential, service incentive leave pay, and 13th-month pay. "Desperate to receive the benefits I deserved, I sought the advice of DOLE-10 (Northern Mindanao) in Malaybalay City regarding my situation," the former supervisor said. Valmores said the complainant filed for SEnA and was scheduled for a conference with her employer. The first conciliation-mediation conference was done through a face-to-face meeting. However, the complainant requested an online video conferencing on the second meeting since she was applying for a new job that same day. "I was delighted when my former employer agreed to meet through online video conference, which made it more convenient with my schedule," the complainant said. Valmores said the blended approach is now possible through the Electronic SEnA Management Systems (E-SEnaMS), which enables the online filing of complaints and video conferencing. The complaint was closed and resolved upon receipt of the complainant's PHP39,867 check representing the money claims, through the issuance of Satisfaction and Release. The complainant said she intended to use the money for pre-employment expenses. She said DOLE-SEnA's Desk Officer Ruben T. Biado accommodated and assisted her well, listened to her complaints, and made sure she did not get intimidated expressing her concerns. "I think these are the reasons the complaint was settled in a few days," she said. Meanwhile, another farm worker-beneficiary also received his claims worth PHP10,042. DOLE-10 called on workers who have labor complaints to visit the nearest satellite officers through SEnA Desk Officers (SEADO) or file online through https://sena.dole.gov.ph. (PNA) }
