April 22, 2021 Program Would Be Open To Children With Special Needs, Children In Foster Care, And The Children Of Active Duty Military Members Legislation introduced in the Alabama House of Representatives would establish an Education Savings Account (ESA) Program open to any K–12 student who is the child of an active duty military service member, or in foster care, or has special needs. With an ESA, state education funds allocated for a child are placed in a parent-controlled savings account. Parents then use a state-provided debit card to access the funds to pay for the resources chosen for their child’s unique educational program. Under the proposed program, ESAs could be used to pay for tuition and fees at private and parochial schools, as well as textbooks and other instructional materials, and tutoring services. The ESAs could also be used to cover the fees required to take national standardized achievement tests, such as the SAT or ACT.

The additional spending would bring the total spent on special education in Indiana to about $1.4 billion a year, according to Sen. Eric Bassler, R-Washington, the chairman of the state Senate’s school funding subcommittee. “As we were talking with educators, teachers, parents, principals, superintendents, the more concerned we became about the fact that we were not funding special education sufficiently,” he said when asked about the reason for the increase.

House, 69-49, on Tuesday, April 13, following a floor debate that focused on accountability.     Created in 2013, Opportunity Scholarships are designed to help families who would otherwise struggle to afford private-school tuition but who want to leave their locally zoned public school.     House Bill 32 would remove the current scholarship cap of $4,200 per year and substitute a formula allowing scholarship recipients to share in 70% of the funding the state sets aside per pupil. That figure eventually scales up to 80%.
