SCHENECTADY City Council decisions on whether Schenectady’s Civilian Police Review Board should have different rules or enhanced powers as part of police accountability reforms were postponed Tuesday after some of the proposals by Public Safety Committee Chairwoman Marion Porterfield got significant pushback.
After a lengthy discussion at a virtual committee meeting, further talk was tabled for two weeks to give City Corporation Counsel Andrew Koldin time to do research on whether review board members should be required to sign confidentiality agreements, and whether the review board should know the names of officers whom they are reviewing complaints about.

Republican candidate Kevin Hammer has formally launched a bid for City Council.
The political newcomer was endorsed by the county Republican committee last week. I looked around where we are living and saw every reason to get involved,” said Hammer, who lives downtown with his husband.
Hammer, who relocated from Scotia in 2012, is the first in what party officials expect to be a growing field of GOP candidates in coming days, said county Republican committee Chairman Chris Koetzle.
“It looks like our slate is growing in Schenectady, and we will have more candidates to announce shortly,” Koetzle said, citing three additional hopefuls who are weighing bids.

“I consider this a very dangerous thing because of my past history and my age,” said Underwood, a stroke survivor. “The mail can’t come. Nobody can get in and I can’t get out.”
City Councilwoman Carmel Patrick recounted having similar discussions with city residents over medical concerns, including someone who needed to transport a family member to a dialysis appointment.
Patrick was among the city lawmakers who pushed for answers on Monday.
