The vehicle of provincial Agrarian reform program officer Dindi Tan was found to have been shot at close range while parked at the Department of Agrarian Reform (DAR) office in the province on Tuesday, March 16. While it is considered an isolated incident, Agrarian Secretary Brother John R. Castriciones encouraged all agrarian officials and employees to continue doing their job, “but be extra careful.” “That incident should not deter us from doing our job of emancipating small farmers from the bondage of the soil and helping uplift their economic condition,” Castriciones said in a statement on Wednesday, March 17.

The official explained that the transfer clearance is a document certifying that the farmer-beneficiary has met the three major conditions. The most notable among them is the 10-year holding period during which he maintains full possession and control and continues tilling the farm lot awarded to him.

(MANILA BULLETIN) Castriciones made the announcement during the distribution of individual Certificates of Land Ownership Award or CLOA, covering 111.29 hectares of farmland, to 88 agrarian reform beneficiaries (ARBs) in Barangay Baretbet, Bagabag, Nueva Vizcaya last January 18. “This is our way of expressing our gratitude to our retirees for the services they rendered and for sharing their expertise to the Department,” Castriciones said. He explained that the move is intended to preserve the agricultural lands for the country’s food security program as “it gives our soon-to-be retiring DAR officials and staff new avenues to practice their know-how for food production.” He added that the initiative is based on the presumption that “he who takes agricultural courses will embrace farming with all their heart.”
