We watched our neighboring county need a tremendous reserve to address the devastation of Hurricane Michael. This past summer, Okaloosa County was faced with a significant budget deficit due to the economic downturn created when businesses were forced to shutter due to COVID-19. Okaloosa County alone was faced with an estimated $7 million deficit in our general fund.
Fortunately, close coordination with state and federal agencies enabled Okaloosa and other local governments across the country to utilize a portion of the Federal Coronavirus Aid, Relief, and Economic Security (CARES) money to offset losses incurred in response to the virus. ....

The start of a new year frequently includes new or updated statutes, and South Carolina is no exception. 2021 brings an update to South Carolina rollback tax laws, with potentially significant implications for real estate transactions where rollback taxes may come into play.
What are rollback taxes?
South Carolina Code Section 12-43-220 requires that any time a property changes from receiving the benefit of an agricultural use special assessment ratio property tax exemption to any other use, rollback taxes are to be assessed and billed to the property.  The amount of the rollback taxes is equal to the sum of the differences, if any, between the taxes paid or payable on the basis of the fair market value for agricultural purposes and the taxes that would have been paid or payable if the real property had been valued, assessed, and taxed as other real property for the current year and each of the immediately p ....

Arsenal middle school in Lawrenceville News of a proposal to close several schools within the Pittsburgh Public School district recently led to some chaos among parents, advocates, and lawmakers. The blowback was so strong that PPS board members voted the next day to shelve the plan for the time being.
But the realities of what brought up the proposed closures remain: PPS is facing a $39.4 million budget deficit. The deficit grew by $4 million from last year, and the district is facing a 21% decline in kindergarten enrollment from last year. To fill the budget gap, the school district proposed a 2.6% property tax increase, but in December, the PPS board voted down the hike by a vote of 3-5 with one abstention.
