Il se situe à la place de la Révolution, au cœur du Centre-ville de Besançon et qui servit initialement de grenier municipal.HistoireEn 1720, débute la construction du grenier à blé de la ville de Besançon. L'édifice est réalisé de 1720 à 1726, suivant les plans de Jean-François Charron, professeur de mathématiques, à l'emplacement d'un bâtiment de l’hôtel de ville, au 27 rue des Boucheries qui abritait les réserves de blé de la cité, et était devenu trop exigu.Dans les années 1860 pour les besoins de l’industrie horlogère en plein essor, une école d'horlogerie est ouverte dans le bâtiment. En 1933, elle est transférée avenue Villarceau dans des locaux construits spécialement pour elle et qui deviendront le lycée Jules-Haag.La municipalité utilise alors le bâtiment pour héberger une école de musique afin d'offrir aux élèves de nouveaux moyens d'expression. En 1968, l'école devient Conservatoire National de Région pour la musique, la danse, et l'art dramatique. La communauté d'agglomération du grand Besançon en devient gestionnaire en 2006. L'institution devenue Conservatoire à rayonnement régional de Besançon a quitté les lieux en 2013 pour rejoindre la Cité des Arts et de la Culture. À la suite d'un appel d'offres pour l'aménagement des locaux en restaurant et/ou brasserie au rez-de-chaussée et bureaux et/ou logements dans les étages, le conseil municipal, dans sa délibération du 14 janvier 2016 a retenu la proposition de la Société SMCI de Besançon qui a fait une offre à 1,8M€.
