Transparent and responsive Professors . . دانشگاه بلخ منحيث يک نهاد آموزشي عالي و اکادميک در 30 حوت سال 1366 هـ.ش. در شهرمزارشریف تأسيس و افتتاح گرديد و در سال 1367 هـ.ش. رسماً با داشتن چهار دانشکده شامل انجنيري، تاريخ و ادبيات، اقتصاد و زراعت، همزمان با گشايش و فعاليت دانشکده هاي ذکر شده دانشکده طب نيز با کميت 56 تن محصل در زير پوشش وزارت محترم صحت عامه، در پهلوي دانشکده هاي ذکر شده شروع به فعاليت نمود. بعدها نظر به ضرورت و تقاضاي محيط، در سال 1371هـ.ش. دانشکده حقوق و علوم سياسي و در سال 1372 هـ.ش. دانشکده شرعيات، در پهلوي دانشکده های ذکر شده شروع به کارِ پرورشِ دانشجویان کردند. همين گونه دانشکده تعليم و تربيه که کهن سالترين مؤسسه در عرصة تربية معلم است و به نام انستيتوت پيداگوژي رودکي بلخ،درسال 1382 ش در چوکات دانشگاه بلخ يک جا گرديد.. . فعلآ دارای 15 دانشکده روزانه (انجنیری ، اقتصاد ، زراعت ، شرعیات ، ادبیات، کمپیوترساینس ، ژورنالیزم ، حقوق ، اداره عامه ، طب ،تعلیم و تربیه ، تعلیم و تربیه ، تعلیم و تربیه سمنگان ، زراعت سمنگان دانشکده وترنری و دانشکده فارمسی که جدیدا در سال 1391 ایجاد گردیدند) و چهار دانشکده شبانه (اقتصاد ، ادبیات ، حقوق ، تعلیم و تربیه) میباشد..
