É Mestre em Administração Pública pela UFSC e Doutor e Pós-Doutor pela Universidade Pierre Mendes France da França. Hoje é professor de dois programas de Pós-Graduação: Geografia na UFSC e Planejamento Territorial e Desenvolvimento Socioambiental, na UDESC.. É pesquisador do Conselho Nacional de Pesquisa – CNPq.. Durante sua vida acadêmica desenvolveu várias funções na administração universitária, entre elas, Chefe de Departamento, Coordenador de Curso, Vice Diretor de Centro, Vice Coordenador de Pós-Graduação, membro do Conselho Universitário e Presidente do Conselho de Curadores. . Desenvolveu vários trabalhos de extensão universitária, com destaque para a coordenação das Políticas Municipais de Habitação de Interesse Social de Jaraguá do Sul, Palhoça e Biguaçu e do do Plano Local de Habitação de Interesse Social de Bombinhas. Atuou em vários processos de elaboração de Planos Diretores participativos, entre eles o de Itajaí e de Florianópolis. . Tem quatro livros publicados e vários artigos científicos em revistas especializadas. É professor visitante do Instituto de Urbanismo de Grenoble – França e foi professor visitante da Universidade do Quebeque de Montreal - Canadá.. É pela segunda vez, conselheiro do Fundo Nacional de Habitação de Interesse Social e foi Secretário Executivo da Associação Nacional de Pesquisa em Planejamento Urbano e Regional - ANPUR.. Ingressou no PSOL em 2009 e participou de sua primeira eleição em 2012 à Prefeitura Municipal de Florianópolis, quando obteve 34.599 votos.
