Visando criar, despertar e fomentar o interesse Lítero-Cultural da população de Birigui e região, o Festival acontece há três anos no mês de outubro, celebrando a Semana Nacional do Livro e da Biblioteca. . . Com a proposta de abarcar todo tipo de público, o FLIBI tem ações sistemáticas direcionadas às crianças, jovens, adultos e idosos de todas as classes, gêneros e etnias. . . Valorizando os escritores locais, produções independentes e institucionais, a programação contempla as mais diversas expressões culturais, unificando-as através da ampla atmosfera literária, trazendo novas referências, mostrando que todos têm espaço para desenvolver as suas capacidades intelectuais e afetivas através da arte. . . O cronograma de atividades acontece do período da manhã até o noturno e oferece aos participantes: mesas-literárias, oficinas, workshops, palestras, discussões, debates, saraus, contação de histórias, criações literárias, Feira de Livros, apresentações artísticas e poéticas como teatro, música, dança, etc., de forma gratuita para a população; com a ocupação de vários espaços públicos da cidade.. . Por ter como pano de fundo o foco educativo, o FLIBI vem com uma missão integradora, empreendendo artes e letras; portanto, propõe atividades estruturantes que acontecem durante o ano todo. . .
