Bis 1188 gehörte der Raum um Hirschbach zur Grafschaft Sulzbach. Die erste schriftliche Nennung von Hirschbach fällt erst in das Jahr 1225, als ein „Reinger de Herisbach“ in einer Nürnberg Urkunde genannt wird (Nürnberger Urkundenbuch Nr. 203). Diese älteste Nennung belegt, dass der Ortsname sich wahrscheinlich nicht vom Tiernamen „Hirsch“ herleitet, sondern auf den Personennamen „Heri“ zurückgeht – also „zum Bach des Heri“. Bis 1505 gehörte Hirschbach zu den bayerischen Wittelsbachern, später zum Herzogtum Pfalz-Neuburg bzw. Pfalz-Sulzbach. Auch die Reichsstadt Nürnberg war des Öfteren an Hirschbach interessiert, vermutlich wegen seiner wirtschaftlichen Bedeutung (Eisen- und später auch Kupferhammerwerke). In Hirschbach bestanden bereits im 14. Jahrhundert zwei Hammerwerke, von denen der sogenannte Obere Hammer als Hammerschloss Hirschbach heute noch besteht.
