La Dirección General de Minería, Industrias Fabriles y Comercio, adscrita a la Secretaría de Fomento, fue creada el 01 de julio del año 1907, siendo nombrado el señor Manuel Lemus, como el primer Director.. . En la década de los años cuarenta, se creó el Instituto Nacional de Petróleo. Posteriormente en los años cincuenta, la Dirección General de Minería, Industrias Fabriles y Comercio, cambió de denominación a únicamente Dirección General de Minería, fusionándose con el referido Instituto para llegar a formar la Dirección General de Minería e Hidrocarburos, adscrita al Ministerio de Economía.. . Conforme la Ley que regulaba las actividades del Organismo Ejecutivo, correspondía al Ministerio de Economía conocer todo lo relativo a los hidrocarburos, minas y canteras, pero por lo creciente y complejo de tales actividades fue necesario separar de dicho Ministerio, la Dirección General de Minería e Hidrocarburos, dando vida mediante el Decreto-Ley 57-78 a la Secretaría de Minería, Hidrocarburos y Energía Nuclear, adscrita a la Presidencia de la República.. . Ante el crecimiento e importancia de las actividades relativas al desarrollo de la industria petrolera y minera, y el aprovechamiento del uso pacífico de la energía nuclear y de las fuentes nuevas y renovables de energía, cambió la denominación de tal Secretaría mediante el Decreto-Ley Número 86-83, llamándose Secretaría de Energía y Minas. No obstante que la Emisión de este Decreto-Ley significó un avance para que dicha Secretaria cumpliera en mejor forma sus funciones, se hizo necesario contar con un órgano más especializado que atendiera y dinamizara el desarrollo en el Sector, dando lugar a que por medio del Decreto Ley No 106-83 de fecha 8 de septiembre de 1983, naciera a la vida política del País el MINISTERIO DE ENERGÍA Y MINAS, tomando vigencia a partir del 10 de Septiembre de ese mismo año..
