Falcão (soprannominato il Divino o l'ottavo re di Roma) fu acquistato dalla Roma per la cifra di un milione e mezzo di dollari il 10 agosto 1980 e vi giocò fino al 1985. Nonostante l'ottimo palmarès, il giocatore era pressoché sconosciuto in Italia (nei mesi precedenti erano stati accostati alla Roma i nomi di giocatori ben più noti come Zico o Rivelino). Esordì con la maglia della Roma in un'amichevole con la sua ex squadra, giocata il 29 agosto 1980: Roma-Internacional 2-2. Esordì invece in campionato il 19 settembre 1980: Como-Roma 0-1. Disputò in totale 107 partite segnando 22 gol.
Nel 1990 torna nel mondo del calcio come allenatore, ingaggiato da Ricardo Terra Teixeira per sostituire Sebastião Lazaroni alla guida della nazionale Brasiliana, ma lascia dopo 6 vittorie su 18 partite e la sconfitta nella Copa América 1991 al secondo posto dietro l'Argentina.
Nel 1994 è invece sulla panchina del Giappone.
Dopo 17 anni, il 10 aprile 2011 viene ingaggiato come allenatore dal "suo" Internacional, club con il quale aveva giocato all'inizio della sua carriera dal 1973 al 1979. E' stato presentato ufficialmente alla stampa il 12 aprile. Il 4 maggio viene però subito eliminato agli ottavi della Coppa Libertadores dal Peñarol ma si rifà il 15 maggio vincendo il suo primo titolo da allenatore, il Campionato Gaúcho, in finale contro i rivali del Gremio ai rigori.
Il 18 luglio 2011 dopo appena 19 partite sulla panchina del Internacional viene esonerato dopo 3 sconfitte consecutive.
