Babasının adı Halil, annesinin adı Müzeyyen'dir.Tıp Doktoru ve Öğretim Üyesi Atatürk Üniversitesi Tıp Fakültesini bitirdi. İç Hastalıkları ile Endokrinoloji ve Metabolizma ihtisaslarını Ankara Eğitim ve Araştırma Hastanesinde tamamladı. Doçent ve Profesör oldu. Atatürk Üniversitesi Tıp Fakültesi Endokrinoloji ve Metabolizma Bilim Dalı Başkanlığı görevini yürüttü. 2002-2007 yılları arasında Sağlık Bakanlığı Müsteşarlığı yaptı. 23.24.25. ve 26. Dönemlerde Adana Milletvekili seçildi. 7 Araştırma Komisyonunda başkanlık ve üyelik yaptı. 2 İhtisas Komisyonunda görev alarak 23. ve 24. Dönem Plan ve Bütçe Komisyonu üyeliği yaptı. 24. Dönemde Sağlık, Aile, Çalışma ve Sosyal İşler Komisyonu Başkanlığı ve Uyuşturucu ile Mücadele Kurulu Başkanlığı yaptı. Türkiye-Azerbaycan Parlamentolararası Dostluk Grubu Başkanıdır. Endokrinoloji ve Metabolizma Derneği üyesi, İVEK Vakfı, Adana Sağlık Turizm Derneği ve Türkiye Dil ve Edebiyat Derneklerinin Kurucu üyesidir. Evli ve 3 çocuk sahibi olan Ünüvar'ın "Endokrinoloji ve Metabolizma Hastalıklarında Tedavi", "Her Dem Erdem" ve "Dijital Siyaset" adlı 3 kitabı bulunmakta ve ingilizce bilmektedir.
