Gov. Asa Hutchinson, who was in Hope last week for his weekly COVID-19 press conference, returns to South Arkansas today with a trip to El Dorado. Heâs stumping the state on behalf of passage of
Issue 1 on the ballot. Issue 1, if approved, will extend a half-cent sales tax for highway, road and street improvements thatâs divided among the state, cities and counties. Weâre nominally for Issue 1 as we are seeing our share of major state highway projects in South Arkansas, with more on the map. We are libertarian, which in our view of government finance means that the user of government services pays in proportion to the use. The technology is here to determine exactly that, but the political will to make such a change is lacking. Until that day comes, weâll have to work with the means that we have for financing road improvements -- taxes instead of a fair system of user fees. So, yes on Issue 1 for now. Canât guarantee future support because itâs clearly possible to abolish sales taxes on motor fuels for a user fee system.
