Detailed description is June of 2009 was the birth of Tribal Enforcement, when the Honorable St. Paul Island Tribal Court Judge Bourdukofsky swore in four Tribal Enforcement Officers. These four Tribal Enforcement Officers (TEOs) were originally organized in the Tribal Government of St. Paul’s Ecosystem Conservation Office’s Tanam Amgi}naa (Island Sentinel) Division. That is until in early 2011, the St. Paul Island Tribal Council passed Tribal Government Policy and Procedure No. 410-060-001 by Resolution 2011-20 on 02 February 2011 creating a separate department and delegating to Tribal Enforcement the authority to provide law enforcement services to tribal members and enforce the laws and regulations of the Aleut Community of St. Paul Island and carry out the enforcement of any Federal or state delegated authority, and to engage in such other activities reasonably necessary to fulfill the purposes of the policy mentioned above.. . The reasoning for the placement of the TEOs within the Ecosystem Conservation Office in the early years of the Tribal Enforcement Department (TED) was that we already had staff willing and able to take on limited enforcement functions that mainly focused on newly developed fish and wildlife Tribal ordinances. This fish and wildlife enforcement function stemmed from a number of violations of Federal laws and regulations involving northern fur seals by our Tribal members. Federal enforcement and judicial actions or potential actions necessitated the need for addressing our own problems in our community.. . The new TEOs were actively engaging our community in development of new ordinances and implementation of our community policing philosophy, which led the TED to investigating and taking on incidents/cases involving youth/juveniles and young adults. The expansion of the role and activities of the TEOs led to the need to create a separate department. We still have three of the original four TEOs that serve on a part-time basis as TEOs in the TED. . . To assist with the development and implementation of our new law enforcement role the Aleut Community of St. Paul Island-Tribal Government has received grants from the US Department of Health and Human Services-Administration for Children and Families-Health and Human Services-Administration for Native Americans Environmental Regulatory Enhancement Grant for development of environmental related ordinances, and US Department of Justice, Tribal Resources Grant Program, Community Orientated Policing Services (COPS) Program for the purchase of equipment and acquisition of training for TED and TEOs.
