With a membership roster that includes more than 900 municipalities, the Alliance has evolved into an important partnership and information-sharing network that enables local officials to coalesce, exchange and fast-track time-tested solutions for improving access to services and conditions in their cities, as they work on meeting their MDG targets and post-2015 development agendas. . . The recent decision to move the Alliance's institutional home to the UN Office for South-South Cooperation (UNOSSC) is consistent with the priorities outlined by the UN Secretary-General and member states to foster greater harmonization throughout the UN system, and with UNDP’s priority to place South-South cooperation at the center of its policies and programmes, as outlined in its Strategic Plan, 2014-2017.. . It also follows on the report on the quadrennial comprehensive policy review (A/67/93-E/2012/79), which highlights the need “for the United Nations system to engage in more strategic thinking on policies and financing mechanisms for South-South cooperation.” This includes strengthening the current institutional framework for South-South cooperation and mainstreaming its work across UN operational activities for development. Further, the convergence of WACAP with UNOSSC will build upon important synergies for strengthening triangular and South-South cooperation among traditional donors, emerging donors and partner cities – a goal that is central to WACAP and in the full spirit and mandate of UNOSSC. . . At the center of WACAP’s new emerging mandate is the promotion of MAGNETIC cities:. . Magnetic – where people are drawn to live, attracted by the environment, adequate opportunities, incentives and enabling policy frameworks that put people first;. . Affordable – a favorable cost of living index for basic necessities such as housing, food, health care, education and transportation;. . Global – functioning as a part of the global community through openness and outreach with other cities and the world – favoring exchange, not isolationism;. . Networked – leveraging modern IT infratructure and connectivity services to bolster educational and employment opportunities and access to information and knowledge for all;. . Equitable – equal rights and opportunities for everyone regardless of gender, association, race or belief, including adequate accessibility for the elderly and persons living with disabilities;. . The vision of cities working together and leveraging shared experience to overcome obstacles for a more sustainable urban future has its roots at the United Nations Conference on Human Settlement (Habitat II) in Istanbul in 1996, where WACAP was first discussed, and where cities began networking with each other to confront common challenges with renewed enthusiasm. That same year, the United Nations International Year for the Eradication of Poverty, UNDP finalized plans for WACAP and launched it as a UNDP sponsored global project.
