TOKYO -- Japan's Reconstruction Agency has found that at least 70% of the 1-trillion-yen (around $9.37 billion) plus 2011 Great East Japan Earthquake recovery budget that was diverted for uses only remotely related to disaster-hit areas will not be returned.
It is believed that the budget diversions were based on a single phrase in the government's July 2011 reconstruction policy: "Without the recovery of Japan's economy, there will be no true recovery of disaster-hit areas."
