Stay with us here on al jazeera. Moving on to our other top story, its one of the worst single incidents in syrias war. We know now more than 100 people were killed when Syrian Government planes attacked a marketplace on the outskirts of damascus sunday. U. N. Humanitarian chief Steven Obrien whos on a three day visit to syria said that he is horrified. We are live in beirut with jane in zeinahodor. Attacks on douma have escalated, havent they, in the last few days . Well, undoubtedly there has been an up surge in silence in the damascus countryside. The humanitarian chief was in damn damn where he was holding talks with syrian officials. He even visited the battered central city of homes. Words of condemnation saying that this is unjustified, this is unlawful. We also heard the u. N. Special envoy who has been trying to broker peace in Syria Condemn these attacks, saying attacks against civilians are unacceptable. At the same time, the armed opposition was criticized for targeting the armed opposition in damascus a few days ago. The United Nations has been ineffective in solving the conflict simply because the world body is ditched and the Syrian Government does have the support of russia in the security council. The opposition undoubtedly is angry. Were hearing a lot of opposition activists really mocking the u. N. Humanitarian chief telling him why didnt you even bother yourself to visit douma to see the construction for yourself or talk to activists on the ground. The head of the Syrian Coalition demands that those responsible be held accountable. Like you mentioned, this is the deadly evident strike really in the course of the syrian war. The plane dropped the bomb in a crowded marketplace. It is an all too family scene for the people of the rebel stronghold of douma. This town is regularly targeted by Syrian Government airstrikes, but sundays attack was the worst yet. Civil defense workers and others gathered at the site of the explosion to help move the wounded when more air raised hit. More than 100 people were killed and dozens wounded. Doctors at the Field Hospital struggle to help those who survived. Many of them were critically injured. According a those on the ground, the victims were civilians, women and children amongst them. The attacks coincided with a visit of the u. N. Humanitarian chief Steven Obrien to syria where he met officials and visited homs. Obrien condemned the strikes. Im absolutely horrified by the total disregard for civilian life by all parties in this conflict. Attacks on civilians are unlawful, unacceptable, and must stop. I appeal to everybody engaged in violence and fighting to protect civilians and to respect International Humanitarian law. Syrian state media didnt mention the attack, but a military source said the air force coward out strikes in douma and the nearby village that targeted the headquarters of the rebel group the islam army. A day earlier, the Group Announced a new offensive against Government Forces and captured an army base. Fighting has escalated in recent days. Douma has been out of government control for years, but the military still controls the skies and civilians more often than not have been targeted. It is at the government seat of power. Sundays attacks are seen as a message to the people of the area. The government will consider them responsible for the actions of the opposition. Al jazeera, beirut. The war raged now for more than four years, almost a quarter of a Million People have been killed, including at least 70,000 civilians. Another 30,000 people are missing, many of them are thought to be in those jails within syria. The u. N. Says more than 12 Million People in syria do need some kind of humanitarian assistance, including the basics, such as food and water. Many of them, around 7. 6 Million People have been displaced from their homes because of that fighting. There are more than 4 million Syrian Refugees who fled to other countries, jordan, turkey and lebanon. Russias foreign minister said the conflict must be solved by syrians without foreign interference. Sergey lavrov made the comments after meeting his iranian counterpart in moscow. Both countries have been strong allies of syrias president bashar al assad. The tissues should be resolved and negotiated with the Syrian Government and the opposition, which would represent the whole spectrum of opponents of the syrian leadership. The transitional steps, reforms, and negotiations should be taken based on the mutual agreement of the government and opponents. We agreed on the principles that all problems should have political solutions. People in countries in crise should solve their problems by themselves. Nobody can solve them. The job of other countries is support and cooperation. Iran and russia will work closely to solve the problems in libya, syria and yemen. Foreign interference in these countries is actually violating the so muchty and integrity of these countries. A member of the Syrian NationalCouncil Joins me live from istanbul. Thank you for joining us here on pig. What do you make of those comments that the problem in syria should be left to the syrians . I wish we can alive to that point. The only reason assad continues to be in power is because of foreign intervention by russia and the iranians. Syrias Foreign Debts prior to the revolution was 8 billion. In the last five years, assad accumulated over 70 billion in external debts, foreign debt to russia and to the iranians. They continue to provide men, artillery, weapons used to kill syrians. Then they say syrians should resolve this . Im just shocked at the realities just contradict every single word that they say. Obviously when you take onboard what theyve said, they are basically saying were going to do nothing, but there has been a lot of discussions with the foreign minister lavrov. Do you concede that there may be negotiations going on in the background to try and bring a solution to this crise in syria . So, the Syrian Coalition visited moscow, just a few days ago, actually. The delegation just came back three or four days ago. In the discussions with the russians, they made it very clear that they are willing to let go of assad. I think thats a goal that every syrian would free to, however, at the same time, we were meeting with mr. Lavrov, every time theres a visit to moscow, the assad regime get scared so the iranians have to assure him that the russian are not letting go of him. We see the response, the horrendous attacks yesterday, one of the worst in 2015, the worst actually air strike since the start of the revolution 101 people documented killed, nine unknown. I think that the response from the regime is not willing to go through a political solution. It means he lets go of power and he negotiates himself out of power. Hes not willing to do that. Ok. Were going to leave it there for now, but thank you very much for joining us, speaking to us from istanbul. Sri lanka voters issue parliamentary elections could see the former president make a political come back running for Prime Minister. He was in power for nine years as president until his defeat in january. We have this report. Voters queued early to cast their ballots. It is my duty to cast my vote. The selection is important in the country. I think people have used their brains and theyll vote wisely. Voter identification in hand, people gathered at schools and temples. Security is tight at polling centers. This is as close as weve been able to get to gauge whats going on. The Election Commission says the strict rule of good morning access to polling groups are to ensure that these election are free and fair. Election observers say more attention is drown this time around, because the former president is a candidate. They have been watching proceedings closely. Not far from here, some of the offices of all Major Political parties are open. They are even flying flags and have posters visible. Apart from this, we have not seen any other election violence or violations so far. The results of this election are not only expected to determine the political futures of a few sri lankan politicians, but also the direction of the country. I understand there has been some sort of decision made by sri lankas president. Just let us know whats going on there. Thats correct. Well, just about an hour after polls closed at 4 00 p. M. Local time, were following reports that he ordered the sacking of 25 members of the executive committee of his political party. Thats particularly significant for a number of reasons, firstly, this could suggest divisions or friction between senior members, and the president , or it could suggest that there are fears on part of allies within the party that perhaps the former president may get the numbers he needs from this constituency to win and as a result, he may have to offer him the Prime Ministers position, so a number of developments there. They will certainly be watched closely as the evening progresses. Well into the evening, well be expecting counting and figures to be announced. Theres no love lost, is there, between these two gentlemen . Do you think the president is ruing the decision not to run . This election is really about the balance of power in parliament, can he and his Coalition Get the numbers they need to make sure that they have the stability and longevity to get on with governing the country and pass key. Reforms. Where books wither in the sun and tents turned into classrooms, education becomes the latest casualty of iraqs conflict. Making history in the p. G. A. Championship, thats coming up in the sport. People whose homes were damaged in wednesdays explosions in china demand compensation from the government. At least 114 people were killed in a blast at a site used to store highly toxic sodium cyanide. We have the report. It was orderly, spontaneous, but defiant, a plea more than a protest. Buy back, buy back, they chant. They want the government to purchase their homes. Five days after multiple explosions killed many, emotions remain raw. Some are still traumatized. Many lived in apartments less than a kilometer away and had no idea dangerous chemicals were stored there. We didnt know there were chemicals over there. We dont know who to blame, because we dont know who allowed them to put dangerous stuff around our houses. We just have no idea. A gathering of this size would normally make the authorities uneasy. Its interesting. You have soldiers here, the police, and they are allowing this demonstration to take place and it is quite a sizeable protest. Some of the protestors are holding banners saying we love the party, we support the government, but we want them to buy back our damaged apartments. Some have lost more than homes. Her father was a duct worker and is missing. I have no idea if he is alive. I cant get ahold of him. At the site, specialist teams of firefighters appear to have succeeded in bringing most of the smoldering fires under control. Monday, journalists were invited by government officials to witness the start of what will be a very long clean up. Those officials continue to insist the air quality outside the affected area is no threat to health. Results from seven mobile environment and air quality monitoring stations outside the evacuation zone showed there were no signs of new pollutants. People here are not sure what to believe. Many of those displaced were migrant workers. Some have been returning to whats left of their dorm stories to collect anything of use, unsure when or if theyll return. A few people remain, oblivious of the health risks, perhaps preparing for the time this area will become normal, a prospect that seems a very long way off. A remote region of paupau had a plane which lost contact with air traffic patrollers. It was heading to a settlement 280 kilometers south of the town. Three days of mourning have been declared in punjab over the killing of the regions home minister, dying in a suicide bombing sunday while holding a meeting in the town. 18 others were killed in the explosion. Nicole johnston was there. This is where the attack on the interior minister of Punjab Province took place. He was meeting people from theville. Whats so significant about it is what it represents. This was a minister who was leading the campaign against armed groups inside Punjab Province. This had really, this crackdown started after the army School Attack in december. For that, he had become a major target of these groups, there were threats against his life. One of his biggest achievement was taking out the leader and his two sons of a banned group. It was supporters of that group who carried out this attack. There were three days of National Mourning in Punjab Province. The big question now is who will replace him. Who will take on this job of fighting militant groups, armed groups which are based in punjab. East african nations set a deadline of monday to reach a peace deal or south sudan could Face International sanctions. A former chief of staff for the secretary general of south sudans ruling party and currently a representative for the campaign joins us live now from addis ababa. Thank you for joining us on al jazeera. First off, do you think its likely that these two sides are going to agree . They were working very late into the night last night. Yes, they are still working. They are in the process of negotiation. We are hoping for the sake of the country and for the sake of the people of south sudan that we compromise, come to an agreement and trying to do what we can to build a country we have torn apart by ourselves. They are in the halls right now in discussions. We hope by the deadline tonight, the deadline for peace and deadline to give hope to the people of south sudan tonight. Well see what will happen basically. They are still discussing, as you said, everybodys hoping they will agree. Many people on the ground in south sudan do want peace. What are the remaining sticking points . It is a political will at this point, its a political will. Last night, today, the south sudanese people, whether in camps or the capital city, rebelheld areas, whether in the International Community, or outside of south sudan, basically. People are praying, theyve prayed day and night. I hope that the two leaders will have the political will to come to an agreement. Its take the threat of International Sanctions to bring them round this table. Apart from the ethnic issues that took the two men apart, how did we arrive here . There was so much promise for south sudan, so much hope. Yes, correct. There was and there still is hope for south sudan. The south sudanese people hope we can see beyond our differences. The leaders, you know, show leadership at this moment, at this juncture. You know, we had our differences and it happens in every country that is born, that will see different views. True, but country im going to jump in there. You sound very positive, and yet the two men that are involved will not even they do not even agree with theyre going to be present. It was very last mint that we heard that they were going to be present in addas. How do you move on from there. You are talking hope, everybody wants peace, but the reality is it is these two men that are breaking this country apart. That could be a reality. We could even say they started this and so on and so forth. I dont think that will lead us anywhere. I think at this point, we need to give them a sign of support, hope and encouragement to exercise political will. The founder of south sudan and bashir despite 21 years of war, they found an agreement. Thats up to 21 years. Theyre from two different ideologies and region, but these are almost like brothers. I feel we need to support them. I can understand your point of view that they are completely being, you know very quickly, what happens if they dont agree . I think co. Made it very clear. It has been stated numerous times and i think its time now that the International Community will act. It is in the hands of the two leaders, the threat has been put on, president obama said it two weeks ago at the a. U. Hall that if the two leaders fail to meet the deadlines, there will be a plan b. Against them. All right. Thank you very much for joining us. Ok. Lets catch up with the weather. Whats happening, rob . Were in the u. S. Following wildfires that have been burning in washington for weeks. In fact, the northwest has been so dry, its been something of a playing. They skipped across to idaho on sunday, with the winds helping to blow. The winds have died down, so its a matter of its so tinder dry, things are quite bad. Washington has been the focus there. They are being fought all the time, but nerve a little better off in the past couple es days. If the winds stay down, maybe the firefighters will get the better of them. This is affecting washington and idaho, also northern california, a good part of california is potentially at risk, but the weather proper, developed sun storms and rain to the east of this, theres the dividing line. If you had a frontal system in there, the weather that will breathe the most storms is southwest of chicago. Forecast wise from these Central Plains states down, it looks like monday and tuesday will see these showers develop. Beyond that point, it is going to be to the north with storms across the great lakes, even looks like an early built of autumn. I do hope not. Still coming up im on the crimean island, and ill tell you why this island is being destroyed and why these men are risking their lives. Its our obsession with these gadgets that have something to do with it. If andy murray could break an eight match losing run. Details coming up in the sport. U. N. Humanitarian chief unaptly day visit to syria said he is horrified by bombings. Citizens in china demanding the government help them after the blasts. Back to that story, breaking news coming out of thailand and bangkok, the capital. We have a reporter near the scene of the blast. Whats the latest . Im as close as i can be to the actual bomb site, a major hundred do shrine. Its at an intersection which you could compare to london or times square in new york. This is a really busy central area, full of posh homes. What happened is that a high grade explosive, that has now been reported. This was a high grade explosive that went off about two hours ago at a place where hundreds of people come to light in sense and offer prayers to this hundred do shrine. Its a colorful, happy scene, usually, now one of carnage, 12 confirmed dead, an unknown number of fatalities. A couple of hundred meters away, i understand that there is a body, half a body under a white sheet thats been covered up and surrounded by a sea of red and blue emergency lights. There are hundreds of people here, including a bomb squad which has pushed us further and further away. There is apparently a real fear of a second explosion. 12 dead following that blast in thailand. More on that when we get it. Now iraq isnt just dealing with the war against isil. Its also facinging Major Political upheaval. Mass demonstrations were held denouncing government corruption and demanding better services, promptinga al abadi to announce sweeping reforms to cut the number of cabinet ministers. Some could face trial aft a damming parliamentary report. What do you think about this latest development . As we understand it, mr. Maliki isnt even in the country, is he . Hes not back yet. The parliamentary announcement is very damning, contains very bad, serious allegations against maliki and other individuals. Theres a serious question about whether or not hell return to iraq and if he does, what will happen. I suspect its going to be a few days yet before we know exactly whether or not he will return. I suspect also that its going to be determined not entirely by himself or people in baghdad, but people in authority will have some say about whether or not hell be tried in baghdad. The next days are critical for the future of maliki as an individual, but also for the credibility of rack state institutions, for the government. The parliamentary is seen through the parliamentary report. If mill key is tried, that doesnt mean he will be convicted, but be tried in court. If he isnt brought before a court and made to answer charges, that will be a serious blow to the credibility of what remains of the credibility of iraq state institutions. Would you like to see him stand trial . Yes, of course i would. He was the Prime Minister and the commanderinchief of the armed forces, obviously he has a lot to answer for. The report, the report is very damning, first in terms of malikis administration of the armed forces. It speaks of his incompetence, negligence, failure to organize Training Session for soldiers, failure to arm them properly, failure to hold corrupt officials in the army responsible for actions. His failure to hold officials accountable for their actions. There is very Bad Information about what maliki did. Just very quickly. We understand what is being held accountable for, but do you think in terms of stability for the country he has his supporters, do you think that it would be a wise thing for him to stand trial . Yes, of course. I think so, yeah. Nobody should be above the law. He should only be convicted if the charges against him are credible and beyond dispute. If theyre beyond reasonable doubt, but he should definitely answer for his responsibility. As the former Prime Minister and commander of the armed forces, he should answer. He has his supporters. No knows however his support extends. Last year, he obtained his parliamentary alliance, his Electoral Alliance of 24 of the vote. That doesnt exist anymore. He doesnt have nearly that much left. Out of the 24 , does he have 5 Popular Support left, 10 , 15 . We just dont know. Nobody is botch the law. Everyone needs to answer for what it is they have done. Thank you for that. The the number of people displaced by that the iraq conflict is more than 3 million. Isil, the government and their allies are fighting for control of large parts of the country. The humanitarian crise is threatening to claim childrens education. We have this report from baghdad. In a climate that makes concentrating near impossible, and hand books dont distract from the heat, these internally displaced iraqi students are doing their best to learn. We used to live in our own neighborhoods and it was like heaven. We used to go to clean schools and these schools would have proper roofs. Now we are studying here. While the boys here worry the world has forsaken them, their determined not to give up on their education. There are approximately 850,000 internally displaced School Aged Children in iraq. 650,000 have missed at least a year of classes. Schools like this are important now. Isil fighters took over his town. Hes missed months of school. If we were back home, i would wear a proper uniform to school. I wouldnt dress like this, and we wouldnt be living now in tents. Or studying in them, either. The teacher said the situation is worse than it looks at the idp camp. The most basic requirements for classes are not available. We have 90 students in three different classes and only 30 textbooks for distribution. How can you teach 90 students with 30 books . Where there should be 20 teachers, there are only five. His wife teaches students and expressions more concern. We feel this is a crime against those children. What did they do to deserve such harsh conditions . They are happier with a school to go to, but they lack the basic requirements to teach them adequately. Studying english, the kids recite numbers written out for them. On a white board propped up by cinder blocks. This 12yearold said much, much more is needed. Its very, very hot, the electricity comes and then it goes. Sometimes, it doesnt come at all. Outside, the next class lines up. Textbooks wither in the sun. The mothers make bread where there is too much hunger and the thirst for knowledge hasnt come close to being quenched. Egypts president has passed a new security law that introduced a special court and harsher president s for those seen as a threat. The law gives the Security Forces more protection. Gerald tan has the details. It was last month at the funeral of egypts Public Prosecutor who was assassinated that the president made a stern promise. The happened which justice are chained by laws. We will not wait. We will change laws in order to allow us to implement law and justice as soon as possible. That promise has turned into a piece of legislation that broadly defines acts of disturbing public order as terrorism and punishes them accordingly. Those found guilty of forming or leading a group the government considers a terrorist entity are punishable by death or life in prison. Financing these groups carries a life sentence, which is 25 years in egypt. The law grants protection to the military and police who use force while acting in the name of the law while journalists can be find for contradicting the official version of any attacks. Egyptians are concerned. The law here is a testimony that is not protecting the citizenry, but rather protecting the state, so this is becoming indicative of a larger pattern of the consolidation of power in the hands of the executive and there is not a check on his power also on the avenues of the dissemination of force. Egypts militarys engaged in an operation in the sinai peninsula. Some ask if the new security laws are just targeting groups or anyone opposed to the government. Al jazeera. The i will lyle mining of tin is becoming rife on two islands. The mining activitys having a devastating effect on the environment and its people. Caked in sand, almost as if theyve become one with this pit. This is an illegal tin mine. They are everywhere on this island. Its dangerous work, 70 to 100 miners die every year. Sometimes, they are buried for days before we can recover the bodies. Sometimes four to five people die from a landslide. If you dig seven or eight meters, then the risk of sand falling on us is much higher. This job is the best paying on the island. They are willing to take the chance. One of your gadgets possibly includes tin from here. The island is being torn apart. You dont get a sense of the damage tin mining has done from the ground, but take to the sky and the consequence of the world demand for tin becomes clear. The landscape is scarred by abandoned and active mines. Were showing you a small part of it, but its like this across large parts of the island. There are so many old mine pits, almost 20,000 and then they started mining the sea in 2006, now we have noted we have lost at least 75 of coral reef around the island. Its low tide when we visit the mines at sea. Mining in water is said to be more dangerous. Here, too, the sand walls collapse. There is by legalizing the mines, we can save money for the miner safety and for the environment. Then we can mine it properly. Were told and weve seen that little is being done by the government, the companies or the people to fix the land after the mines are abandoned. The damage at sea could be even harder to fix. The tin will run out one day. The question is what will be left of this island to provide for its future generations. Stephanie decker, al jazeera, banka island.
