Week. Hello, this is breakfast, with Naga Munchetty and charlie stayt. Motorway speed limits through roadworks could be raised to 60 Miles Per Hour. It follows trials which show motorists are less distracted and feel safer driving at higher speeds. Good morning, its saturday, 21st october. Also this morning, more tensions over the future of catalonia. Iam tim i am tim willcox live in barcelona. Over the next few hours hundreds of thousands of people here are expected to take to the streets after hearing what direct rule from madrid will mean for them. Battening down the hatches as storm brian threatens to bring flooding and winds of 70 Miles Per Hour. Storm brian is here and will give many of us a very windy and occasionally wet start to the weekend. Improving tomorrow, but still blustery. I will have all the weekend weather and the very latest on what we can expect from storm brian, in the next half an hour. In sport. The sound every football manager dreads. Booing. Boos ring out after west ham lose 3 0 to brighton, piling the pressure on manager slaven bilic. Good morning, first our main story. Speed limits through motorway roadworks could be raised from 50 to 60 Miles Per Hour. The proposed changes follow trials by highways england which showed drivers feel safer at higher speeds. Jon donnison reports. Roadworks and mile after mile of Little Orange cones are the bane of many drivers lives. The current speed limit when passing through motorway roadworks is 50 mph, but highways england says that could be increased to up to 60. It follows trials where drivers were fitted with heartrate monitors to measure stress levels, driving through roadworks at different speeds. 60 of participants recorded a decrease in average heart rates in the 60 mph trial zone. In the 55 mph zone, the decrease was 56 . Some drivers said they were more relaxed at higher speeds because it allowed them to accelerate away from large lorries. But ucatt, the Union Representing road workers, has described the plans as a deadly version of wacky races, which would make dangerous work areas twice as dangerous. Highways england says it is carrying out further tests, but the changes could be phased in by the end of the year. Jon donnison, bbc news. The Spanish Government is expected to impose direct rule on catalonia later today. The move is likely to increase tensions with pro independance supporters the catalan Regional Government says it will respond with a unilateral declaration of independence. We will be live in barcelona in the next few minutes. Communities across the uk are preparing for the arrival of storm brian, with winds of up to 70 Miles Per Hour and waves expected to batter some coastal areas. Our reporter Clare Woodling is in cornwall for us how is it looking there this morning . People have really been expecting treacherous conditions. Certainly this morning we had fierce south westerly winds and rain on and off in the last couple of hours. Boats behind me are bobbing away. Even at high tide at 7 14am, when this exposed town was expected to be at its most vulnerable, the water didnt even top the quayside. We understand at the headland water has come onto the road and water breaking onto the road at the coastguard station. Im joined by frank newell from the Environment Agency and is a coastal flood adviser. How does this meet up to your expectations . A few flood alerts around the cornish coast this morning to cover the morning tide. We have teams out on reconnaissance in various locations along the coast. The result is that levels have come in slightly lowers than we we re have come in slightly lowers than we were forecasting. The surge at least oii were forecasting. The surge at least on the south coast has been lower. On the north coast it has been pretty accurate but the wave action has not been as large as we at first thought. In terms of impact, we have had spray overtopping key sites, but we do not have any reported property flooding yet. We do not have any reported property flooding yet. Overtopping quaysides. We are expecting high wind and the continuation of Stormy Weather and rain through until 11pm tonight. So the picture could change. The World Health Organisation has appointed the zimbabwean leader Robert Mugabe as a goodwill ambassador. It said the appointment was because of the african countrys commitment to public health. Critics say his human rights record renders him unfit to represent the organisation. The church of england is to decide whether services of blessing can be held for same sex couples. If theyre agreed by the churchs ruling general synod, the services could be held after a couple has married in a secular ceremony, or formed a civil partnership. No firm proposal is likely to be made for around three years. The majority of households have experienced problems with their broadband over the last year, with slow speeds being the most common complaint. A survey by which found that customers of virgin media, talktalk, sky and bt were the most likely to be affected. Simon gompertz reports. Frustration with broadband is boiling over in some households. Weve become so dependent on it for shopping, banking and entertainment that the internet not working can drive people mad. It cuts out more than it should. I live in the countryside and its terrible there, like 5 megabytes per second is the maximum youll get. The speed in my area doesnt work as well as it should. It depends on where you live. I live in a newbuild apartment, so the speed is pretty good. I get what i pay for. Which . s survey shows 21 of customers had problems with speed, i7 experienced frequent dropouts in the connection, 12 had a wireless router fault and 8 had no connection at all for hours or days. With talktalk, 33 said speed was very slow. 22 in the case of bt. 38 of virgin customers complained about price increases. Talktalk says it is disappointment and its extensive Investment Programme has already led to fewer faults and quicker repair times. Virgin says its service is faster and the majority of its customers get their advertised speed or above at peak times. There is a regulator, ofcom, with the job of making sure companies provide what they promise. It says they must up their game. Simon gompertz, bbc news. Tensions between madrid and barcelona over the future of catalonia look set to continue with the Spanish Government expected to begin taking back full control of the region later today. Tim willcox has been following events since the independence referendum and is in barcelona this morning. It looks glorious there. Good morning. Its a beautiful day. A lot of rain in the last 48 hours but lovely today. Within the next hour we expect spanish Prime MinisterMariano Rajoy to hold a Cabinet Meeting to outline plans for direct rule for this region. Article 150 five. Later this afternoon hundreds of thousands of people expected to ta ke to of thousands of people expected to take to the streets here. Pro separatists are angry at the imposition of direct rule, and also the fact two local separatist leaders are in prison in madrid at the moment. They have not been charged but are in prison under suspicion of sedition. They could be held for three or four years without charges being brought. We can discuss whats happening here, the first time an autonomous region has had power removed from it. We have two people from opposite sides. Alex ramos is from a pro unity organisation. And we have a pro separatist Group Representative as well. If i can start withjordy. How will they be able to impose direct rule today . There are several so direct rule today . There are several so its not clear at all how they will do it and how far they can do it. The local police are 17,000 strong, so what happens if they say they will carry on taking their orders from the Catalan Government evenif orders from the Catalan Government even if the government has been suspended . What happens if people working in the Civil Service say they will carry on as normal . Thats unlikely. I dont think the Catalan Police will rebel against direct rule. They have been showing they have been following orders from the judges and prosecutors here in catalonia, even though the Spanish Government and prosecutor general in madrid has taken cases against the chief of police here. Alex ramos, normally there is a history of pacifist organised demonstrations here. Do you think madrid is pushing those separatist catalans too far now with this imposition of home rule. I know youll say it is the rule. I know youll say it is the rule of law, but you have millions of people here who will be very upset about having direct rule imposed from madrid. Here, the main problem in catalonia is that this independent movement, by a not majority of social people, important, relevant people, imposing the separation of catalans. The referendum was not a good solution. Its like a coin, now we are divided. I dont know what is the interesting thing of this movement, because now we interesting thing of this movement, because fiow we are interesting thing of this movement, because now we are citizens apart and the state wants to maintain integration of the state. And the state wants to maintain integration of the statelj and the state wants to maintain integration of the state. I know its a divided society and you think the majority of people want to stay pa rt the majority of people want to stay part of spain. By imposing direct rule, is the spanish Prime Minister creating more problems and encouraging more people to take a separatist view because of direct rule . They are imposing the rule of law. There is only one. It cant be two, its crazy. We have to let go ina two, its crazy. We have to let go in a legitimate way. It was an is a minority. The last election was only 4796 minority. The last election was only 47 of the electorate. You both seem to be living in parallel universes. People like alex say the majority of people dont want to leave spain. You say the majority of people do and neither side seems to be talking. And particularly the Spanish Government is not coming to the table. Thats because they say the table. Thats because they say the referendum was illegal. Quite, exactly. The best way out would be to call a referendum, find out whether the 47 alex just cited is true or not, and we would get a yes or no answer on true or not, and we would get a yes oi no answer on what true or not, and we would get a yes or no answer on what the people feel, notjust from polling. And the separatists would stand by the result . Thank you for your time. As you say, a beautiful morning here in barcelona, but a massive Demonstration Organised by 90 different organisations, pro separatist organisations and unions later. We think as many as a Million People will take to the streets. Tim willcox in barcelona. Heres nick with a look at this mornings weather. Its all about the wind today as storm brian crosses the british isles. Its in the most exposed parts where we see some of the higher gusts. Close to 70 mph. We will take a look at the recent satellite picture. This is where we are seeing storm brian and its circulation now moving over ireland. It will push across the uk. Even if the wind hasnt picked up too much yet it will strengthen as we go through the morning. The coastal parts of western england, wales and along the south coast where we will see stronger gusts, in excess of 60 mph in the most exposed parts. Strong winds with somewhat lighter gusts, still 40 or 50 mph. Strong wind coinciding on the coasts with spring tides. Nothing to do with the time of year, just high tides, thats the name given to them. These spring tides, high tides, and strong winds come you get big waves coming in on the coasts. Take care on the immediate coastline because of these big waves. We have plenty of squall showers coming in with the strong winds. Particularly in western england and the south coast. A band of rain pushing east from north east england and north east scotland. We will see a spell of rain developing over north wales, north east england, south west scotland and a period of rain moving through Northern Ireland as well. Some sunny spells in north east scotland and south east england, some showers rattling through during the day. Tonight when storm brian moves out over the north sea, it will be windy for a time across south west scotla nd for a time across south west scotland and Northern England with a fairamount of wet scotland and Northern England with a fair amount of wet weather. Looking very wet into sunday morning. It will clear for a very wet into sunday morning. It will clearfor a period of time in places overnight and then it could dip into single figures. Parts two of the weekend tomorrow, the circulation of storm brian will be over the north sea and weakening all the while but still close enough to produce a blustery day across the uk. Turning drier and brighterfor many of us as the day goes on. The wind. The east. The wind will change from south west to west, north westerly tomorrow. Temperatures coming down a little bit from ii i4d. A windy weekend with a storm moving across the weekend. And atlantique bourton storm, and take care on the coastline, particularly in wales, the south west and the southern coastline, particularly if those ways start crashing. And atlantic autumn storm. Its one of the most emotive and divisive issues the church of england has faced in recent times and now the issue of services of blessing in church for same sex couples will be debated. If theyre agreed by the churchs ruling general synod, the service could be held after a couple has married in a secular ceremony, or formed a civil partnership. We can talk now to the bishop of hereford, the right Reverend Richard frith, who has put forward the plans, from worcester, and susie leafe, the director of the conservative evangelical group reform, whos in plymouth, thank you for your time this morning. Bishop, if they can ask you first, this is your proposal. Could you outline for us how this service would look if it were to happen . What would the services be bastion yellow its important to emphasise that what would the services be . Its important to emphasise that the clergy in hereford have been approached by same sex couples wanting affirmation of the partnership through prayer and seeking the blessing of god in those relationships. We seek to welcome them in the way the church has agreed. We should be welcoming to such couples and we want to work that out in our churches as best we can. The question was, what with this Blessing Service be like . I am not sure if you can hear me ok. I will repeat the question. That is a question for the house of bishops to determine. We have asked through oui to determine. We have asked through our general synod motion, we have asked bishops to help us to determine what we can best do within the law without changing doctrine, because we are not trying to do that, but we want to find appropriate ways of expressing the welcome we want to give to same sex couples in the way that we have committed ourselves as a church. The archbishops have asked us to ensure that there is a radical new inclusion within the Christian Church for same sex couples, and thatis church for same sex couples, and that is what we are trying to do. What im trying to get a vision of, andi what im trying to get a vision of, and i understand that this is up for discussion. Thats the point, but you are someone who discussion. Thats the point, but you are someone who is in favour of having a formal Blessing Service. If you were to conduct one of these blessings, what would it be like . would hope that there would be appropriate prayers, readings and opportunities to affirm the couple in the sight of god and in the presence of other members of the christian congregation. At the moment clergy are encouraged to respond pastorally and sensitively to same sex couples, but at the moment they are left to their own devices to do what they think is appropriate. What we are saying is that we think it is important that the bishops should give us overall guidance so that there can be consistency and we can genuinely seek to affirm these relationships on behalf of the whole church. Nobody is being forced to do it. There is no question of change of doctrine, but that is the intention. Suzy, you have heard how the bishop outlines that service. I would agree with the bishop that it is important that we regularise what is going on in the church. But i would be very concerned to see these kinds of services take place. I think for two reasons. As christians, as the church, our role is to followjesus. Jesus teaching is really clear about marriage and sexual relationships. He calls us to live in relationships that are either single relationships, where we have mothers, fathers, friends, sisters and brothers. 0r mothers, fathers, friends, sisters and brothers. Or to mothers, fathers, friends, sisters and brothers. 0rto get mothers, fathers, friends, sisters and brothers. Or to get married, which is between one man and one woman for life. And thats a really wonderful picture of the way god reacts to the church. I would hate to see anything that undermines that. But at the same time we want to, yes, bring a welcome to our gay brothers and sisters into the church. If a christian gay couple we re church. If a christian gay couple were listening to you now, they could only take from that that they are being marginalised from part of their faith by what they are saying by their faith by what they are saying by what you are saying. Their faith by what they are saying by what you are saying. It depends what we are trying to do in the church. Youre trying to stop them being married the church. Im trying to let them have a relationship withjesus trying to let them have a relationship with jesus christ. One thing the bible never does is to affirm us. We love, and we are told again and again how much we are loved, but we are also told we are all broken and bust, and we come into a relationship with god the father through into a relationship with god the father throuthesus the into a relationship with god the father through jesus the son, through coming to understand who god is, and asking for forgiveness for out is, and asking for forgiveness for our brokenness, which we are wonderfully offered. Ifi our brokenness, which we are wonderfully offered. If i go our brokenness, which we are wonderfully offered. Ifi go back our brokenness, which we are wonderfully offered. If i go back to the bishop of hereford. Suzy said earlier on in her comments that all sorts of things are happening as it stands in churches. As i understand it, some churches are carrying out ceremony it, some churches are carrying out ceremony send blessings in churches regardless of what is being said by the general synod. Is that the case . Iam the general synod. Is that the case . I am sorry, i missed a bit of the question. Let me repeat it, i hope you can hear me. The suggestion is, many people are saying that in many churches blessings are being carried out now regardless of what the general synod is saying. Is that the case . Yes, im sure it is. And we wa nt case . Yes, im sure it is. And we want consistency. Like susie, i want people to enter a relationship with jesus christ, and our belief is, those of supporting this motion, our belief is that it is preventing some same sex couples from really experiencing that opportunity by the fa ct experiencing that opportunity by the fact that they feel marginalised by us fact that they feel marginalised by us the church. And we are not forcing anyone to do anything. We are not changing doctrine. We are wanting consistency so we can, with prayer and blessing, affirm same sex couples in their partnerships. Thank you both for your time this morning. The church of england said in a statement. It is recognised that there is real and profound disagreement in the church of england over questions relating to human sexuality. We are seeking to find ways forward rooted in scripture and the Christian Faith as we have received it and which values everyone, without exception, not as a problem or an issue, but as a person loved and made in the image of god. Youre watching breakfast from bbc news. Time now for a look at the newspapers. Political historian mike finn is here to tell us whats caught his eye. Good morning. Lots to discuss at the moment. All this week we have been taking a look at theresa mays visit to brussels. Hands over mouths with Emmanuel Macron and Angela Merkel and whether the frost is boring between theresa may and eu leaders. The hands over the mouse reminds you of football these days. The guardian story that we have this morning on Emmanuel Macron and his comments points out the fact we are still not really sure. You can read this debate any number of ways. Just when you think theresa may has finally made a breakthrough and the war of words has softened a little bit and there is some give and take between european leaders, we see through Angela Merkel and donald tusks comments. But Emmanuel Macrons comments. But Emmanuel Macrons comments seem to point the other way. The question lies in, are the eu leaders trying to soften the rhetoric to help theresa may domestically because she has got herself into a bit of trouble with the general election and her position is weaker . Or is it the case that things are carrying on as they were . The stories tell us that they were . The stories tell us that the leaders decided in 90 seconds not to move onto the next stage. Do you think there is a tussle between Emmanuel Macron and Angela Merkel at the moment, if they are deciding who is good cop and bad cop . There could be. We brits tend to look at it as france and germany, who is up and down. It might be a strategy. It might be they are doing it deliberately. Equally i dont think well see progress until december. The next story, the idea of information and what we do and do not know whats going on. In brussels its behind closed doors. You have picked out north korea. This is the absence of information of what they are capable of and what they have. If you were raised in the 80s and 90s like me with the omnipotent is spy agencies, you would worry about this. The cia seem to know everything, but this is the cia director telling a think tank in the last couple of days that the cia doesnt know what north korea is up to with nuclear weapons. They have been caught on the hop several times with Nuclear Tests and they dont have a clue whether north korea can hit the us. Thats disconcerting. And donald trump appears to have time to tweet about the crime rates in the uk. Again, condemned by all sides in the uk. Donald trump tweeted about crime rates in the uk, trying to link it to radical islam and terrorism. Clearly a link that is fake news, as the daily mirror describes it. This is a thing now where i think if you are a senior politician, or anyone in britain, you would be fed up of uk politics and society being used as a rhetorical punching bag for donald trump whenever he wants to make a point. Have we got point where his tweets are always ta ken point. Have we got point where his tweets are always taken with a pinch of salt, or we have got to the point where we think its him ranting in the middle of the night . At the end of the day you have to take them seriously because of his role, so you cant ignore them, but at the same time people are taking this approach to them. That is the point, hes the president of the united states. However much british satirists mocked him, he is the president. And american satirists as well a lot of mps have responded to him. Including nicholas soames, a descendant of winston churchill. And it is bipartisan as well. Policymakers from across the political spectrum have been furious about this. I think certain people do take it with a pinch of salt, possibly most people across the uk. But domestically at home, people support what he says, and thats dangerous in terms of where it puts us policy. Was the phrase fake news eight trump invention . As an historian i know the fact that academics were using the term 20 yea rs academics were using the term 20 years ago. I dont know which ones. He claims he invents it, but that is peak fake news, he claims he invents it, but that is peakfake news, when he claims he invents it, but that is peak fake news, when you he claims he invents it, but that is peakfake news, when you get he claims he invents it, but that is peak fake news, when you get to the stage where he claims to have invented fake news and that in itself is fake news. The story in the times, what is fake news, where is it and how do you tackle it . The former gchq chief saying that essentially we dont know why Tech Companies have been slow to act on it. Hes trying to get into the issue of why tech giants dont deal with the issue. He talks about the us president ial election and how adverts were planted and how it drove political debate. He says we might get to a situation where it has to be regulated. Raising all sorts of issues around regulation of speech. There might be particular regulations you can do with advertising. Who determines what is fa ke advertising. Who determines what is fake news . That is the problem. You have organisations that do fact checking. The bbc is scrupulous. But if you had a statutory body regulating what was true and is not, i think thats a difficult area to get into. I think what the fake news era tells us is we have to be more circumspect about what we read and we as citizens have to be more selective. I dont think statutory regulations is the way forward. We will see you later this hour, and thatis will see you later this hour, and that is a fact. The next half hour, bruno is taking a break from the next half hour, bruno is taking a breakfrom strictly. It is the next half hour, bruno is taking a break from strictly. It is only for a night. We will get the latest from the ballroom with a dancer sing. Headlines coming up. Hello, this is breakfast with Naga Munchetty and charlie stayt. Coming up before 9 00am. We will be discussing bruno, who will not beyond strictly this weekend. We will also have a review of the papers and also the weather with nick as storm brian the uk. Speed limits through motorway roadworks could be raised from 50 to 60 Miles Per Hour. The proposed changes follow trials which found drivers felt safer at higher speeds as they could accelerate away from large lorries and vans. Highways england says its carrying out further tests but the changes could be phased in by the end of the year. Winds of up to 70 Miles Per Hour and high tidal waves are expected in parts of the uk this morning, as storm brian makes landfall. Some coastal communities have been preparing for the arrival of the storm stocking up with sandbags for barricades. Forecasters are warning of the potential for power cuts, flooding and delays to transport. The met office has issued a yellow weather warning for a swathe of britain, including wales and southern england up to the midlands. Thousands of protestors are expected to take to the streets of barcelona later, as the Spanish Government is expected to impose direct rule on catalonia. The move is likely to increase tensions with Pro Independence supporters the catalan Regional Government says it will respond with a unilateral declaration of independence protest. No firm proposal is likely to be made for around three years. A new report has revealed the majority of households have experienced problems with their broadband over the past year. A which investigation found slow speeds the most common complaint and customers of virgin media, talk talk, sky and bt were the worst affected. Those are the main stories this morning. Where a photo talk to. Good morning. Change can be tough. It was englands first match under interim coach mo marley. It took a last minute performance. The game was a cagey affair, with few clear cut chances before viviane asseyi, capitalised on goalkeeper siobhan chamberlains mistake, to snatch victory in the last minute. England goalkeeping coach lee kendall who is under investigation for alleged unacce ptable behaviour towards striker eni aluko was not at the match. We are well aware that there is an investigation, but tonight showed the true professionalism of the staff and players who got on with the job. Its been a different field because we are humans at the end of the day and we are well aware of whats going on through social media, but weve just got to keep playing for the little girl who fell in love with the game when we were six or seven. We love playing for england and hopefully the public can see that. Brighton have heaped more pressure on west ham manager slaven bilic with a 3 0 premier league win at the london stadium, their first victory, away from home this season. Glenn murray put the visitors ahead after only ten minutes with his first goal of the season. And his second from the spot was sandwiched between a first strike of the season forjose izquierdo. Bilic apologised after the game to the home fans, who booed at the final whistle he says his future is not up to him. Are you worried about your position . Im not worried, but realistic. How will you deal with the speculation that will follow this result . Those speculations were here before and i am here as the manager of the team. As i said, i dont want to hide behind anything. It is my responsibility and now its up to the board. They are just outside the relegation zone. Dans here to tell us whats coming up on football focus today. Good morning. Iwas good morning. I was watching an hour ago with the boos at the end of the game, it was a terrible performance at home. It was brilliant from brighton. The way they played, the way they play from set pieces. Jermaine will be on the programme. At and also harry kane, he is doing really well here is on the short list, when the manager arrived at tottenham, he had a body fat of 18 . An elite athlete is somewhere between six and 12. He is reduced by half. He is now down to nine. It is notjust down to half. He is now down to nine. It is not just down to body fat. The way hes playing is down to the manager and he spoke a little bit about that. Have a look. Asa as a person and as a coach and on the Training Field and fitness wise. Even just talking to him the Training Field and fitness wise. Evenjust talking to him off the Training Field and fitness wise. Even just talking to him off the pitch as well, having him around to be there and talk about certain situations and when things arent going so well, and when things are going so well, and when things are going well here is there and he never hides away from anything. He isa never hides away from anything. He is a fantastic coach first and foremost, but as a person as well i really look up to him. He talks about his manager and also about the consta nt about his manager and also about the constant speculation about going somewhere else from tottenham. They called him the complete player when they spoke to him. We will also speak to the huddersfield chairman, heresa speak to the huddersfield chairman, heres a fascinating bloke, he came from nothing but also owns the first clubs and talks about the importance of having that first meal of the day. He pays for kids across huddersfield to have their first meal. He might be there now we joined him to find explanations that. We have german managers on the programme, we live Manchester City with burnley, live at newcastle, live at swansea. We have joe root, the england cricket captain doing predictions. What about the handshake . He is voracious. Has anyone counted. He did say sorry to be fairto anyone counted. He did say sorry to be fair to him. In venice, the bloke that was sitting here the other day. The strongest hand. He had a proper bone cruncher. We are on midday and have loads. In scotland, Partick Thistle are hoping their winless start doesnt extend to ten games. At least the bottom club in the premiership, have a great recent record against todays opponents dundee. Do you know about the weirdest trophy in sport . No, but do you know about the weirdest trophy in sport . No, but i feel im about to. Is a tradition that dates back to 1921, in rugby union showdowns between bath and scarlets, and in last nights champions cup match, steff evans gave the welsh side, the lead. But bath dominated, and the former scarlets man rhys priestland, kicked six penalties to give them the 18 13 victory, and with it ragdoll, which is awarded to the winners, and is said to have started in a pub nearly a century ago. This is actually the great grandson of the original. One was thrown into a river in bath after a win. Disgraceful. Were teasing, dan . I understand it then looks a little, terrifying. They say they take the cup to bed, that when you can actually do that. I would rather have the bananas. In the cycling, was a . Yes march cavendish. Full surfi full ng makes its debut at the Tokyo Olympics, and the build up starts this weekend in north wales . But not on the coast. The countrys top riders will be competing inland, on the longest man made waves in the world. Ijoined them this week in training to see how this could help the british team win medals in 2020. In the foothills of snowdonia, a valley in north wales, and a surfing revolution. Well, if you cant get surfers to the sea, bring the sea to them. On the site of an old aluminium factory, the worlds longest artificial wave, the uks only inland lagoon. There is no watching the weather or waiting for a wave here. One is artificially generated every 90 seconds, using that snowplough type machine in the middle. It can create waves of up to two metres, so testing our olympic hopefuls. Theyll begin theirjourney towards the sports debut in tokyo 2020 in front of the crowds here this weekend. Great for training. England doesnt have the most consistent of waves. Here, because the waves are so consistent and so similar every time, you can really dial in your skills, which puts us ahead of the game, i guess. They surf on water piped down from the mountain reservoirs. And as the wave develops down the lagoon, it picks up the intermediate and then the novice surfers. Hands at your shoulders. Lean back. And then the moment when you are told to paddle and you can feel the roar of the giant artificial wave behind you. Whoa hurtling you forward with surprising speed. Then its a case of trying to jump to your feet. There we are. Thatjust shows you how steady those waves are. My first time standing up, all the way to shore. Ive never had that in the sea before. Ijoined some of the 60 youngsters from the local Community Surf club, who are now given weekly sessions. Most have never been near a proper wave before. I was scared of the waves and its made me more confident with it. Confident with other stuff as well. Its an amazing experience because when you catch it you feel like youre on cloud nine or something. Its really good. While the Tokyo Olympics event will be on the ocean, after that, many see artificial lagoons as the long term future, because they take away the lottery of competing on the sea. Sometimes you get the best surfers going down because there is no actual waves to do your things on. Itjust makes it an even Playing Field and everybody gets a wave, and the opportunity to show what they can do on the wave. It takes some getting used to and obviously you have the fence going right the way down the middle, and its weird with the noise going on, the whirring. Once you get used to it, its sweet. It is surprisingly physical, and my early promise gave way under wobbly legs. But the waters cleansed by uv light, so its clear and can be returned to the local rivers. As the waves keep coming, confidence is quickly restored. Remember not to try to run before you can walk, especially on a slippery shore. I was so cool on the board, but when it came to back in. Could usurp the full . I went ten years ago and could stand up once or twice, but there every time. I have never tried it and there every time. I have never tried itandi there every time. I have never tried it and i wonder how easy it is to pick it up if youve never tried it . I found it a lot easier. The ocean is free, that you have to pay for that. About £20 an hour which includes everything. Interest rates have remained low over the past decade. Good news for lenders, but its put enormous pressure on savers who find it very hard to get any kind of decent return on their savings. But theres good news this morning. Moneybox presenter adam shaw will tell us more in a moment but first he has the latest on mobile phone Companies Allegedly overcharging customers adam who does this affect and how much have they been overcharged . What happens is that the mobile phone Companies Start you on a very high rates of that you are paying off the charge for the phone itself and when you have paid off that time, well, they never tell you, they never call you, ironically for a phone company and tell you you can go to a phone company and tell you you can gotoa a phone company and tell you you can go to a lower rate. As a result, people are overpaying by very substantial amounts. It looks like, on average, users are overpaying by about £22 a month on and it can be as high as £46 a month for the latest iphone. All you have to do, isjust call up latest iphone. All you have to do, is just call up when you think you have paid off your fixed term, usually two years. And say i have paid off and i usually two years. And say i have paid offand i no usually two years. And say i have paid off and i no longer wish to pay this huge sum of money and i want to go down to the lower rate. Lets talk about Interest Rates as well. Some indications perhaps that there is good news for savers in the future. Not in the future, right now in fact. What has happened is that the bank of england is yet to change Interest Rates, but what we have seen Interest Rates, but what we have seenis Interest Rates, but what we have seen isa Interest Rates, but what we have seen is a lot of loan takers, sorry, deposit takers, they have started increasing their rates. Some analysis has really identified a very significant move. We have seen a lot of new accounts come online which are offering a lot better rates. If you look at the west and the best, the west accounts out there come from online accounts from natwest in hsbc where you earn 0. 01 , blink and you miss that. The best accounts are offering 1. 3 , thatis best accounts are offering 1. 3 , that is birmingham midshires, that doesnt sound a huge amount. But if you have aged substantial amount of savings, say £10,000, that is the difference between an inc £1 a year and £130 a year in interest. This is and £130 a year in interest. This is a significant moment. It pays to be a significant moment. It pays to be a savvy a significant moment. It pays to be a savvy saver and a significant moment. It pays to be a savvy saver and look at your accounts. Much like the fine story, the active and move your money, it can make a substantial difference of the year. It is advice we should all keep carefully. Is this is the start ofa keep carefully. Is this is the start of a trend, rates rising across the board . That is a good question. It looks like the bank of england is moving towards raising rates. But this is a very significant point. Generally, actually rates are not rising. Generally rates are falling according to savings champion. What were seeing therefore, is a big difference between the best the worst. To make the most money you cannotjust sit worst. To make the most money you cannot just sit on your hands, you really have to be proactive. The good news is that there are great deals out there. Adam, good to see you. There is more at midday on radio. Heres nick with a look at this mornings weather. It isa it is a very windy start, we are monitoring the wind gusts. These are the recent gusts. It is a very exposed site. It is those exposed coastal parts that will see the highest gusts in the visiting india 70 mph. As storm brian moves in, this is the centre moving across ireland, it will move into the north sea ireland, it will move into the north sea later this evening. Winds will pick up further as it does that, and this is where well see the strongest winds again, the irish coast and south wales. These are some of the wind gusts we are expecting over the next few hours. Potentially higher around exposed coastal parts, but inland around 40 or 50 coastal parts, but inland around 40 or50 mph, coastal parts, but inland around 40 or 50 mph, perhaps stronger in some spots. There will be squally showers moving through. They are current siding with spring tides, nothing to do with the time of year, but high tides around the coast will stop thatis tides around the coast will stop that is where we will see big waves and potentially dangerous conditions right along the coastline. Be aware of that and do take care. Along with these strong winds we are seeing plenty of showers across western parts of the uk, this is where they will be most frequent developing and to rain in some places. Down the eastern side you will pick up a few showers, but there will be lengthy dry spells, some of this even get to see some sunshine. This is what it looks like at four oclock this afternoon. These are average wind speeds rather than gusts. You can see where most of the wet weather is. A lot of showers along the south coast, the longer spell of rain in north wales, not england into south scotland. Northern ireland is a little bit try with a few showers. Northern scotland the winds are not as strong, you get to see some sunny spells. Here is storm brian. Heading out into the north sea overnight. As it does so, the winds pick up a little bit for the time of Northern Ireland and southern scotland and Northern England. Youll notice that this evening, still lots of cloud and outbreaks of rain and showers overnight. The temperature is not dipping down to far. This is how things are shaping up for tomorrow. You can see the circulation of what is left of storm brian, a weaker system hanging around in the north sea. System hanging around in the north sea. We still have a blustery day with lots of cloud, some patchy when to begin with. Particularly south west scotland and north west england. A few showers heading to south wales, but many is dry and brighter. It will feel cooler tomorrow with temperatures around 1114. Tomorrow with temperatures around 11 14. From an explosive cyclone genesis in the atlantic, a dying system in the north sea tomorrow, it is the the life of brian. I had to do it . Cyclone genesis . This is what we are seeing comic it is good for it to happen out me atlantic, you dont want it to happen over the british isles. Thats what happens when these low pressure systems deepen rapidly, thankfully that happened in the atlantic and it is weakening out as it moves across the british isles. Be aware potentially dangerous conditions on the coast, but we have dodged the worst of what could have been. We have dodged cyclone genesis. I love these terms. Wales applying for the city of culture in 2021. If it is awarded the accolade. It is still facing stiff competition from paisley,. We we re stiff competition from paisley,. We were in swansea to find out why it thinks it deserves the title. Swansea and its magnificent bay. A place once famous for industrial grime and male voice choirs, the birthplace of the poet dylan thomas, now hopes to be the uks next city of culture. Tammy davis grew up 50 miles away. Now shes back performing cabaret in the city centre and delighted by swanseas bid. Nobody loves music like welsh people. I honestly believe that. When they say to be born welsh is to be born privileged, its with music in your heart and soul, i believe that. Thats how we are born. With music. Our voices, our accents sing. She is performing here at a new venue in the citys dilapidated high street. Swansea has problems high unemployment, homelessness, depravation. The city of culture bid could be part of the solution. For decades swansea has been struggling to revive the local economy which never really recovered from the collapse of Traditional Industries like this. Bidding to be city of culture is one way of doing that and turning the decaying legacy of the past into something positive an engine of regeneration. This is all that remains of the largest copper foundry in what was once the copper capital of the world. Next door in swansea museums warehouse they have a model of the works in its heyday, surrounded by vast slack heaps. The pollution it produced was appalling. The citys past including its Maritime Heritage is an important plank in its bid. Go and see the birthplace of dylan thomas, you can see where he did his early writings. You can come to swansea and visit a tate collection in the new gallery. We have the National Waterfront collection and soon we will have a brand new first of its kind digital arena in the uk. This is what the digital arena will look like. They will build it anyway, but city of culture status could draw more visitors to swansea and make the locals feel good about the place. This youth theatre, busily rehearsing, occupies another previously empty building in the high street. The director here knows what kind of city of culture he wants. It needs to be organic, community led, cultural vision and practice. Otherwise its not going to feed into a wider debate about real economic change. And this is one of three buildings colonised by artists. Almost 100 of them. I could have easily worked at home, but i wouldnt have this community, i wouldnt have that input, i wouldnt have that communication and whats going on and how we feed off each other, which is really important. Outwardly a rather drab place, swansea turns out to have a vibrant flourishing cultural scene. Theyre already using it to revitalise and regenerate some of the citys poorest corners. There are other cities vying for the title and nick will be exploring why they should win as well. We often hear how small changes to your lifestyle can have Massive Health benefits, but its not something that doctors are formally trained in. Dr Rangan Chattergee wants to change that and now, with the backing of the Royal College of gps, hes created the first Training Course for doctors on how to prescribe what he calls lifestyle medicine rather than relying solely on traditional medication. Hejoins us now, along with one of his patients nicola singleton. Good morning. In a way, this is a story about a success. A Health Success story. Nicola, takers to the and after. I had fatigue, fibromyalgia,. And after. I had fatigue, fibromyalgia,. What was life like . Miserable, i was in pain, more like a spectator. I was watching my children grow up without me. Because i couldntjoin children grow up without me. Because i couldnt join in. What was the medical profession saying . They were trying, but i was in pain and was told medication. And then selling changes, you had a different approach . What happened . changes, you had a different approach . What happened . I didnt understand it initially, i felt a bit crazy. What happened has completely changed my life. I have my life back. What were you told to do that was so different . my life back. What were you told to do that was so different . I can sleep the completely changed my diet. I love sugar, we would eat healthily but have too many stacks before. So i havent baked for a year because it isjust too much temptation. I didnt eat healthily, i would be lying if i say i did. I did not look after myself, i was too exhausted, with fatigue you are so tired and eat whatever is relatively. If that is a bag of crisps rather than making yourself something, you will always go to the crisps because you are too exhausted. It is a bad cycle to get into. Doctor, what is different to saying sort your diet out and what you are saying about what gps now need to do. . I dont think nicolas diet was that bad, it is important to realise that type two diabetes and obesity can be improved with life style, and obesity can be improved with lifestyle, that is not news to anyone. But i think with those conditions we need a bit more training so we can better signpost patients as to where they can go to get better high quality help. Nicola was a case of someone get better high quality help. Nicola was a case of someone who was on 20 pills a day. She had six or seven diagnoses, Chronic Fatigue syndrome, fibromyalgia, irritable bowel syndrome, and underactive thyroid, and despite all the medication she was still feeling really bad. She can be the mother she wanted to, she couldnt work. Now she can. What did you change . I changed the malta jude of things. Nicola was trying to exercise every day. A multitude. That was making her worse. She had an issue where her mitochondrial which are the organelles in our body generating energy, they went functioning as well as they want to. That was the driver fined her condition. I said, you are not well enough to do that movement. I need you to stop while we do some other things to prepare the mitochondria. Im curious about your life now. The painta im curious about your life now. The paint a rosy picture. You have three. Three boys. And an amazing husband. He is seriously amazing. But my life is colourful again. My life before was miserable, every day was a slog. Now, it sounds corny, but it is beautiful. The thing that occurs to me, this is a message to gps. You want them trained, if someone gps. You want them trained, if someone is watching this and see this success story, they going to theirgp this success story, they going to their gp with a number of conditions and say, i saw something the other day. Could you talk to me about my lifestyle . Day. Could you talk to me about my lifestyle . The gp says, do you know what . Yes, eat better. How seriously igps going what . Yes, eat better. How seriously i gps going to take it if people wa nt i gps going to take it if people want the kind of advice you clearly have given with a couple of patients. Is it within their grasp . At the moment, no. Because we are not trained in it. We already filter a lot of complex information. Im just saying that we need to add a skill set. The Health Landscape in this country is changing. Were now seeing a majority of conditions walking through the door which are putting a strain on the nhs. These are patients back week after week because we are putting them on medication and they are not feeling better. I go around the country talking to doctors and doctors want this training. They say they dont know what to do. Again, we do have other Health Care Professionals who we can refer to, but we need that base level of knowledge. Because wa nt base level of knowledge. Because want these results to be available to every single patient in the country. Thank you for your time and sharing this story. Im glad life is beautiful. That is a lovely thing to say. Hello, this is breakfast, with Naga Munchetty and charlie stayt. Motorway speed limits through roadworks could be raised to 60 Miles Per Hour. It follows trials which show motorists are less distracted and feel safer driving at higher speeds
