Good morning. Murderers who refuse to reveal the location of a victims body could be forced to spend longer in prison. Thejustice secretary david gauke has announced plans to introduce whats known as helens law. It follows a campaign by the mother of helen mccourt, who was murdered in 1988. Helens body was never found. Ben ando reports. For 31 years, Marie Mccourt has been fighting for helens law, named after her daughter who was just 22 when she was abducted and murdered in 1988. Her killer, pub landlord ian simms. He has never revealed the whereabouts of helens body. To take a life is horrendous, but then to take the lives of the family of that loved one and not let them know where their loved ones body is, there is no torture worse than that. I could say ive had a dripping tap on my head for the last 31 years. Its far worse than that. Its a pain in your heart that will never go. Marie led a campaign demanding that murderers who refused to disclose the whereabouts of a victims remains spend longer behind bars. In 2016, mps voted in favour of helens law, but it did not receive government backing until now with thejustice secretary david gauke proposing that it be introduced as soon as practicable. The parole board can already use withholding information as a reason not to release a prisoner because it suggests there is still an ongoing risk to the public. But its optional. Helens law changes that. It makes factoring it in a legal requirement. Even now, marie lights candles every week at her home in merseyside. Although she still does not know where her daughters remains are, the creation of helens law may provide some comfort especially if it means other families wont have to face both the pain of loss and the agony of not knowing. Ben ando, bbc news. An earthquake, measuring 7. 1 magnitude, has struck southern california. Its the second earthquake to hit the region in two days and the biggest tremor the us state has felt in two decades. The ea rthquakes epicentre was near the city of ridgecrest, about 240km north east of los angeles, but there are no immediate reports of major damage or injuries. Overnight, the director of the california Governors Office of Emergency Services said they are prepared for more aftershocks. This was a very large earthquake. And we also know theres going to be a series of after shocks as a result of the main quake. So we want to prepare ourselves and be able to have those resources in place as the days go on here. This is not going to be something thats going to be over right away. We will be in 24 7 operations at the operation centre. In support of the counties until the situation is fully mitigated. Katie walden, who lives in los angeles, says shes never felt any quake that strong before. My friends and i were watching a movie when it happened. We were watching midsommar, which is a horror movie, and theres a part when the world turned upside down and we thought it was the speakers. But the whole theatre started shaking, and after about ten seconds people started to get up to leave. Then they realised it was ending, and they sat back down and started watching the movie again. I had never felt anything that big. There was one the other day and i was in my apartment and my shelves were shaking, and i thought that was it. But i think, i was in West Hollywood at the time, so we were pretty far away from the epicentre of the earthquake, but we still all felt it. Ive lived here for about six years and ive never felt anything that big. Earlier dr wendy bohon a geologist studying earthquakes at the Incorporated Research institutes for siesmology in washington dc said that more aftershocks will happen the usgs has issued a forecast for after shocks. And we are expecting that there will be felt after shocks. People need to be prepared to feel more shaking and to take action. That means to drop, cover, and hold on. So it can be really frightening to be in an earthquake. To have repeated after shocks can really put people on edge. So, just, Everybody Needs to be prepared for those. Its unlikely there will be another earthquake of the same size. Not impossible, but unlikely. But there will be felt after shocks. We heard one eyewitness say she didnt remember anything like it. Its fair to say, isnt it, that the californians havent really experienced, in recent years, the sort of earthquakes the state has been associated with . Thats right. We have been in what we colloquially call an earthquake drought. Its unusual that weve gone so long without having a large earthquake. The last one was the hector mine earthquake in 1999. That was a similar magnitude to the one that was experienced today. So, this earthquake thatjust occurred, and the one that preceded it, a magnitude 6. 114 shock, are both out in the high desert near the town of ridgecrest. Theres about 30,000 people in the vicinity of the hypocentre and the epicentre where the earthquake actually started. Fortunately its very sparsely populated, but it was widely felt. This is a great reminder for all of californians that this is earthquake country, earthquakes happen, and we need to be prepared for that. The underlying fault, deep in the ground below california, its not that nature has effectively resolved it, its that those plates are still potentially conflicting, and at some point the friction will set it off again. Exactly. The surface of the earth is covered by a thin skin of rock and that rock is broken up into giant plates. The places where those plates come together are where we have the most earthquakes. California sits on one of these plate boundaries. That boundary, we reallyjust call it the san andreas fault, but thats not really correct. The san andreas is the largest fault, but there are hundreds and hundreds of other faults that are taking up the motion of those two plates. This was one of those faults. The stress is going to continue to build up in the crest in different places. That stress will be released during earthquakes. For all that we are able to do on our planet, for all of the things we can change, this is something we can never change . Thats right. This is a normal process of the earth, just like volcanic eruptions, and weather, and other things. We just need to learn how to live with earthquakes. We need to learn how to withstand earthquakes. We need to just make sure our cities are resilient and our population is prepared. The conservative leadership election continues in earnest with borisjohnson and jeremy hunt taking part in two hustings today in nottingham and cardiff. With ballot papers sent out in the last few days, the bbc has learned that around 1,000 tory Party Members have received two ballot papers in the post. The conservative party said anyone who votes twice in the leadership contest will be expelled. 0ur Political Correspondent peter saull explained what caused this voting error. Basically theres been a drive in recent years in the conservative party to push up the number of members in the party. We think there are around 160,000 who are going to be voting in this leadership contest, but we dont know for sure, and thats because there could be some duplicates in there. For example, there are people who are signed up to different local conservative associations. There are people who have changed their surnames having got married, so we dont quite know exactly how widespread this issue is with duplicated ballot papers. The conservative party cannot give us an exact figure. This figure ofjust over 1000 comes from an internal party figure that weve spoken to in the bbc. So, it may be quite serious, it may not be at all. The message from the conservative party today has been, look, its written clear on all of these ballot papers, you must only vote once, and if you dont you will be kicked out of the party. That was also a message from sir patrick mclaughlin, a former chairman of the conservative party, when he spoke to the bbc this morning. He said, well, look, you know, im an mp, im registered to vote in normal elections, in both my constituency in derbyshire, and also down in london. And, you know, this is a normal issue in elections. The difference here is the level of oversight because a normal the difference here is the level of oversight because in normal elections the Electoral Commission has some powers, and ultimately you can go to court with it if it looks like someone has abused the system. The uks biggest pride event is set to get underway today celebrating 50 years since the start of the modern lgbt rights movement. The parade sets off from Central London at midday with over 30,000 people marching in the parade. Over a Million People attended the london pride festivities last year and even more are expected this year, with organisers calling todays pride the biggest ever. Earlier i spoke to natasha walker, co chair of switchboard, the lgbt plus helpline, whose Safespace Campaign offers help to those in the Lgbt Community who need it most and are spreading the word at this years london pride. I think london is a big pinnacle about what pride is and what we march for today. Theres been a lot of discussion as to what pride is, whether it is a celebration or protest. But its about looking at how far weve come, marching in celebration of that, but also looking at where we have to go in the journey for lgbt plus equality. Its an issue which is always ongoing and constantly throwing up new changes. The most recent one has been the question of transgender rights. There have been a certain amount of tensions which were visible last year. Do you think those have been resolved in terms of how the pride event handles that kind of thing. Because some people see it as an opportunity to protest, as you say, others see it as an opportunity to celebrate and be visible, and that is always going to throw up tensions. The organisers of pride london this year have been working hard to make sure that the lgbt communities support transgender people lgbt communities support tra nsgender people and lgbt communities support transgender people and wont accept any kind of protest otherwise. Transgender people and wont accept any kind of protest otherwisem has to be within the umbrella of pride as being a welcoming and representative rainbow. For me its about the fight for equality for lgbt people about the fight for equality for lg bt people and about the fight for equality for lgbt people and everybody who identifies as that. Lots of people have spoken about this, nation and isolation. We want to say, we are here, we are here to support you, we are here to provide those calm words when needed most. Hundreds of runners have been given free entry to next years London Marathon after many of them complained of being called fat and slow as they aimed to complete the race this year. Those running the course in times of about seven and a half hours described how they had to dodge vehicles as the clear up started around them. This was the experience for one of them. Behind me, i am behind me, iam undera behind me, i am under a 17 minute pace, and he is spraying detergent on me. This is how London Marathon treat their patrons. Now the organisers of the race have sent hundreds of runners who had the slowest times in aprils race an official apology, and offered them a free place in next years race. On the whole it was a good experience. Until i had an injury. I had a blister develop on my foot, and i had to stop for a little while. And when i came back out into the race i was with the seven and seven and a half hour groups. At this point the chemical burns were by the side of me and were spraying. Chemical vans. I was sprayed from the back. I did laugh at the time, didnt realise what was going to happen from there. And i got an excruciating pain in the foot where i had the blister. And when i looked, it had completely opened up, and the water or the chemicals from the sprayer had contacted my blister. Nasty. It really was very nasty. Sorry to interrupt, you can understand why people were trying to get on with the clean up operation, but it was as if they did not understand the race was still taking place. Absolutely. People who dont run might not understand, you are using this phrase pace setters, these people are purposely there to help those runners who are working to a different pace. All sorts of different pace. All sorts of Different Reasons for that. At the end of the day it is supposed to be afun run end of the day it is supposed to be a fun run as well as a competitive run. Because you were raising money for charity. And that was partly what it was all about. Absolutely. Ive done the London Marathon before. I didnt finish it then. But thats another story.
