Simona halep wins herfirst wimbledon title, beating Serena Williams in straight sets. Hello and welcome to bbc news. Storm barry may no longer be a hurricane, but emergency teams are warning that heavy rain and strong winds will continue to batter americas gulf coast for some time to come. The storm made landfall in the last few hours, about 15 miles west of new orleans, with winds of around 70 miles an hour. These are pictures from along the gulf coast as the storm was approaching. The state of louisiana has declared a state of emergency with tens of thousands of people without power. In new orleans, the mayor, latoya cantrell, has urged residents to stay vigilant. We are not out of the conditions that will cause heavy rainfall for the city of orleans. Although barry has slowed, its also intensified, pushing the timing of expected impacts further into today, tonight, and sunday. Our correspondent sophie longs in new orleans, i asked her whether people there were heeding those warnings. Yesterday evening she was urging people to wrap up their preparations and be in their homes and hunkered down there, take shelter at home. By down there, take shelter at home. By eight oclock yesterday evening. Last night on the streets of new o rlea ns last night on the streets of new orleans they were pretty much deserted. Most people heeded those warnings. We are now seeing people out on the streets again, not nearly as busy as it would be normally, but people have come out. As you heard from her there, her messages very clear, this is not over, dont be complacent, the worst of storm barry, here in new orleans, is yet to come. What they are really worried about is the amount of rain expected to fall in the next 48 hours. Some forecasters are saying up hours. Some forecasters are saying up to two feet of rain could be brought based on barry. The problem is is falling on already saturated ground. History behind me, canal street, was lighter just ground. History behind me, canal street, was lighterjust three days ago. The Mississippi River has been swollen to flood levels for months. She is asking people not to be complacent and to take shelter at home. Explained to us the significance of the mississippi and the defences that are in place there. Explain to us. The defences that are in place there. Explain to us. Of course barry only had a brief incarnation asa barry only had a brief incarnation as a hurricane this morning. But that word is something that evokes a very bad memories here. There is no onein very bad memories here. There is no one in your lens that doesnt remember what happened in 2005. New orleans. Hurricane katrina and the aftermath. The levy system that protects the city was completely overwhelmed in the city was inundated with water. More than 1800 people lost their lives. It devastated the lives of many others. People took years to rebuild their homes. So there was huge concern here that that levy system might be breached again. Now the authorities today are confident that that wont happen. We were worried yesterday because we were hearing that the levels of the mississippi could peak, could crest at 19 feet. Another levy system is built to hold 20. So that would have got it dangerously that protection prediction has been downgraded somewhat. Theyre inspecting water levels decreased at 17 and the authorities are saying they are confident that the levies will hold and protect new orleans proper. Barrett is not to say that there would be other forms of flooding. That is what people are worried about. And really trying to warn people about the dangers of blood water. Sophie long in new orleans for us. At least 26 people have been killed in a car bomb attack on a hotel in somalia. Officials say dozens more have been injured. Al sha baab militants stormed the building in the southern port of kismayo, as regional politicians and clan elders met to discuss upcoming elections. The bbcs africa security correspondent tomi oladipo has more. Well, this is a regular tactic that al shabaab well, this is a regular tactic that al sha baab uses when well, this is a regular tactic that al shabaab uses when it attacks are prominent buildings like this. The car bomb and then the militants storming the building and opening fire on the guests. Now, this is a hotel that was prominent with business people, with clan elders, with politicians, and theres a type of target that al shabaab was aiming. Among those casualties, a prominent journalist, aiming. Among those casualties, a prominentjournalist, a somali canadian journalist known as hodan nalayeh, who was popular among the diaspora. She had moved back to somalia to tell Inspiring Stories of what is changing in this country and she now is a victim of this senseless violence. Kismayo, where this particular attack happened, the port city, has actually been relatively safe. The last major attack there was in 2015. Al shabaab was driven out of the city back in 2012. So this is the kind of city that seemed to be relatively safe and popular among business people. But in the rest of the country, particularly in the south and central part of the country, al shabaab central part of the country, al sha baab has established central part of the country, al shabaab has established a presence that has been difficult to get rid of. The government and its International Partners have struggled to regain control over these parts, despite, you know, the us air strikes these parts, despite, you know, the us airstrikes and these parts, despite, you know, the us air strikes and Multinational Forces operating in the area. So al shabaab forces operating in the area. So al sha baab is still forces operating in the area. So al shabaab is still an ever present threat to destabilise the country. Kismayo there. Tomi oladipo there. Lets get some of the days other news. Thousands of people have taken to the streets of the sudanese capital, khartoum, to mark 40 days since Security Forces shot dead dozens of demonstrators. Protestors are calling for an independent investigation into the killings. Senior venezuelan officials have led a march through the streets of the capital, caracas, in protest against a recently published un report, which accuses the government of widespread human rights abuses against opposition activists. The government says the findings are biased and aimed at discrediting president nicolas maduro. The two men vying to become britains next prime minister, Boris Johnson and jeremy hunt, have defended the right ofjournalists who publish leaked government documents after Police Warnings that it could be a criminal offence under the official secrets act. Scotland ya rd the official secrets act. Scotland yard is investigating the leak and publication of secret dispatches by sir kim darroch, writtens ambassador in washington, which were highly critical of the Trump Administration britains. Sir kim subsequently resigned. Here is nick ea rdley. The leaking of kim darrochs e mails about President Trump has caused diplomatic chaos, political controversy, and led to the ambassadors resignation. Now its caused a furious row about press freedom and what papers should be able to publish. Scotland yard has warned publishing further leaks could be a crime, last night urging the media to return any documents to the government. But many have raised concerns including the candidates to be the next prime minister. It cannot conceivably be right that newspapers or any other Media Organisation publishing such material should face prosecution. It is embarrassing but it is not a threat to national security. And it is the duty of Media Organisations to bring new and interesting facts into the public domain. Jeremy hunt said journalists should judge if the leaks are in the Public Interest. I think it is also very important to defend in a free society the right of the press to publish material that they think is in the Public Interest. Leaks that they get obviously mustnt breach the official secrets act. Scotland yard, though, believes it does exactly that. In a statement, assistant commissioner neil basu said the metropolitan police respect the rights of the media and have no intention of seeking to prevent editors from publishing stories in the Public Interest in a liberal democracy. However, we have been told the publication of these specific documents, now knowing they may be a breach of the official secrets act, could also constitute a criminal offence and one that carries no Public Interest defence. But, again, theres a warning. Journalists cant use the defence of Public Interest because itjust doesnt apply to state secrets. There would still be a Public Interest test to prosecute, though, but many think that is unlikely. The only prosecutions weve had are of Civil Servants whove leaked information to the media, in some circumstances theyve leaked information to mps. But the media who reported those materials werent themselves prosecuted. And so it would be very unusual and rather unlikely that any sort of prosecution would happen. The leak of sir kims e mails has caused headaches for government and curtailed his time in one of the uks most important diplomatic postings. Now it threatens to put the police against the press too. And a british newspaper has published more leaks from diplomatic cables in which the uks former ambassador in washington strongly criticised the Trump Administration. The mail on sunday reveals that in may last year, kim darroch said mr trump was set upon an act of diplomatic vandalism by unilaterally abandoning the International Agreement limiting Irans Nuclear programme. Mr darroch accused the president of acting for personality reasons, because his predecessor, barack obama, had helped to negotiate the deal. That his sundays mail on sunday there. In hong kong, police have clashed with demonstrators angry at the presence of traders from mainland china. The visitors bulk buy products in hong kong and take them home to sell, which the protesters claim is a form of tax avoidance. Police have used batons and pepper spray on the crowds. The bbcs Stephen Mcdonell reports from the scene. Well, this seems to be the new normal in hong kong. Every weekend there are a rolling series of protests which at any stage could turn into a conflict with the police. They start off as a march and then at the end those who, i suppose you could say, are at the more radical end of the protest movement are really taking it up to the authorities. Police here also showing that their tolerance for the tactics of these protesters is growing smaller and smaller. Now they are turning out in big numbers again. You can see rows of riot police here in this shopping district tonight. Even though most of the demonstrators have gone home they have decided to push them out of the streets and clean out the area. They are calling out warnings for people to leave, they are shaking their cans of pepper spray, batons and shields are ready, and now they are going to come forward. Here they come. The riot police have decided that the time for this protest to come to an end is now. They are moving towards these makeshift barricades to pull them apart. And in big numbers they are going to return this shopping district to the way that it was. The thing is, it is hard to see how this is going to finish because on the one hand, beijing is not going to easily give people in hong kong genuine universal suffrage, not without a fight. But on the other hand, these protesters now, at least many amongst them, they are not going to give up, unless they have genuine one person one vote democracy in hong kong. One thing is for certain however, there is no going back to the way things were, so both sides need to find a way forward. The social media giant facebook is facing a record 5 billion fine in a settlement with us regulators over breaches of its users privacy and data security. The personal information of millions of facebook users was gathered and passed on to another company, Cambridge Analytica, which then targeted users with political messages. Our techology correspondent dave lee reports from san francisco. Facebook has become the largest player in social media, with more than two billion users. The network and the data it holds on those users is now one of the worlds most valuable commodities. But it failed to protect that information. Users personal details including ages, marital status, and even their political leanings were harvested. Mark zuckerberg has apologised but now regulators are set to impose a massive 5 billion fine on his company. Five years ago, around 300,000 facebook users took part in a personality quiz. It gathered information on them and their facebook friends. Around 87 million people. Its claimed the data was used for political purposes, including helping elect donald trump to the white house. Its alleged the british consultancy Cambridge Analytica used the data to identify potential supporters and send them political messages. Facebook has consistently aggressively violated Consumer Privacy and i believe, at least in the us, its a calculated decision. I think the company has prioritised growth at any cost. Facebook has said nothing so far about the proposed huge penalty. The record fine is unlikely to satisfy washington. Many democrats and some republicans have criticised the penalty and called on congress to quickly pass new data privacy regulation. Given facebook earned more than 15 billion in the first three months of this year alone, the companys many critics say a 5 billion fine is little more than a slap on the wrist. This is bbc world news. The latest headlines hurricane barry has weakened back to a Tropical Storm but Officials Say the danger of flooding is not over. Lets get more on that now. Dr barry keim is a climatologist for Louisiana State and says the fact the storm has slowed is actually going to make matters worse. The storm is moving very, very slowly and that is one of the biggest problems. At about six Miles Per Hour. A typical storm moves in about 15 Miles Per Hour so it will hang around for twice the duration of your average storm and it is producing quite a bit of wind, taking sizeable ranches of trees, some trees have been uprooted and we have wind driven rain. I am in baton rouge, 75 miles from where the eye of the storm is an conditions are worse than that but it is pretty interesting here as well. The biggest problem we are facing is heavy rainfall. The stoppable hang around for such a long duration, 1015 around for such a long duration, 10 15 inches of rain, while not unprecedented, it will put some serious stress on the Drainage Network and we are likely to see some serious flooding. Put this in the context of Hurricane Season, is this fairly regular . This is not totally atypical. It is probably a little early. The core of the Hurricane Season is from mid august to early october when the sea temperatures are running at their warmest, the energy that feeds the store. We are within Hurricane Season and we have had earlier storms than theirs. In 1957, hurricane audrey was a category for hurricane audrey was a category for hurricane in the later part ofjune. It is not completely out of the ordinary but, unfortunately, it is coinciding with a late season flood on the Mississippi River and that gives us a host of new problems we have never faced before and a lot will be learnt on this particular event. We are learning on the flight fly. Do you think lessons have been glad since hurricane katrina. Using scientists like yourself to prepare and want people . We have come a long way in if forecasting. This storm was forecast probably seeks or seven days ago when it was a tiny blimp on a map up in the state of tennessee on land. There has been some phenomenal forecasting and with katrina there were so many lessons learnt in terms of the weak links in our defence system and coping with all the water and storm surge and thinks of that nature and it exposed everything and we made so many corrections to the system that we are much better off today than we we re are much better off today than we were 50 years ago when katrina hit. 15. Torrential monsoon rain across south asia has caused widespread flooding and landslides. Dozens of people have been killed as floods engulf parts of nepal, bangladesh, and assam in india. There is no sign of the heavy rain easing in the days to come. After weeks of delays one of the most significant Russian Space Science Missions of recent years has successfully launched from kazakhstan. The proton m rocket blasted off from the byekuhnoor cosmodrome carrying the spektr rg telescope that will map x rays across the entire sky in unprecedented detail. The hope is that spektr rg can provide fresh insights into how galaxies expand, black holes and dark matter. Peter predehl is head of the mission with the erosita x ray telescope one of the main pieces of hardware on board the rocket. He says they are hoping to find out more about dark energy, which makes up a large part of our universe. In simple terms, we hope to learn something about the universe in general and about dark energy in particular. We see the hot universe, that means temperatures between a million and 100 million degrees, much, much hotter than the sun and from that we can learn a couple of things. We want to see and detect 100,000 clusters of galaxies and these are the heaviest or the most massive entities in the universe and luckily for us they consist not only of galaxies but also embedded in hot plasma, hot gas, a temperature of 100 million degrees therefore we can detect them with an x ray telescope.
