Talks resume, aimed at averting strikes by thousands of Heathrow Airport workers. And click looks at the Technology Used in producing food with less environmental impact. Thats in half an hour, here on bbc news. Good afternoon. Efforts to prevent a derbyshire dam from collapsing, close to the town of Whaley Bridge, have entered a third day. Emergency services are in a race against time to pump water out of the toddbrook reservoir and reinforce the dam. There are fears that more wet weather, tomorrow, could see water levels breach the dam causing serious flooding and a danger to life in Whaley Bridge. This morning some residents, whod spent a second night away from their homes, were being allowed to return briefly to collect essential items. Our correspondent, charlotte gallagher, is in Whaley Bridge. Military operations enter a third day, an raf helicopter a familiar sight and sound here. Crews using sandbags to try to stop homes and businesses below a stream turn to a torrent under margot grahams home. She was one of the 1500 evacuated. She was allowed to return home for 15 minutes today to collect valuables. It was bizarre, the whole of the road is blocked with bags of concrete. It is like a ghost town. We were advised by police we were going at our own risk. Yes, all right, it is a risk, really. Calculated. We sort of knew we needed to get things, do things. As long as you move quickly. I would say listen all the time because they told us if we hear three blasts on a horn, we were to run. Bricks and mortar, books and cds, furniture can be replaced but if my grandmothers ring had disappeared in the water, i could never replace that. Millions of gallons of water still needs to be diverted and pumps are working around the clock. This is a major incident, make no mistake. If you pan, you can see the brick level, the stones, that was underwater when we arrived. As you can see, it has quite visibly come down. Small businesses are also suffering. Every day closed is a loss of earnings in that respect. I had builders staying with me, they had to get out quick when they started the evacuation. They are losing as well. Not really knowing when i can open back up and take bookings. I have had to advise people we are closed for the foreseeable future, i do not know when we will be open and they need to find alternative accommodation. With storms forecast for tomorrow in this critical situation, everyone is helping enough can be done to save the dam. Charlotte gallagher, bbc news. Lets talk to our reporter, luxmy gopal, whos in Whaley Bridge. Fairly busy behind you but how are residents reacting to the news that there is the forecast of more wet weather tomorrow . It is, behind me here at the Police Cordon at the edge of the evacuation zone, it was busier this morning, that is when a lot of the residents use the 15 minute window to collect essential items. It was just for the very essentials, things like medication and to collect their pets. A little while ago, the missing pet search tea m while ago, the missing pet search team was allowed through the Police Cordon as they had to go and rescue a pet cockatiel flying around the house, go in with blankets to try and contain it and retrieve. Other than that, just that 15 minutes residents have had to go and collect the items. Many residents have responded fairly reasonably, accepted it. Earlier, isaw a confrontation between a Police Officer manning the cordon and a resident unhappy about not being able to return to his home for yet another night and very sceptical about the potential danger of the dam breaching, bursting. But the authorities here are emphasising the point that there is still the serious potential of risk to life if the dam breaches and are reiterating the dam breaches and are reiterating the situation is still critical. Residents have been reassured who are worried about. Just very quickly, there are two things going on at the moment, trying to pump the water out of the reservoir and also dropping the aggregate. Are they getting the water out fast enough with the news that the rain is coming in tomorrow . Well, the water levels have dropped, we heard that earlierfrom levels have dropped, we heard that earlier from the canal and river trust and the mp, the water levels have dropped but not safe and offer residents to go back. There is the concern of the Severe Weather warning in place for the next 24 48 hours with the risk of heavy rains, thunderstorms, but at the moment it has not reached a safe level. That is why they have every resource available pumping the resource out of the reservoir using high volume pumps and the raf chinook being back again today to continue to shore up the defence, drop ballast, with the imminent or warnings it is still not quite long enough, the water level there. Thank you very much. There are fears of more heavy rain and flooding in the area tomorrow. Earlier i spoke to the bbc weather presenter stav da naos. We have seen showers on and off breaking out over the last few days. Pressure trying to push into the atlantic, destabilised the atmosphere and produce more showers for the week and, even this afternoon but i think tomorrow we could see the more widespread. We could see the more widespread. We could see the more widespread. We could see showers, heavy thunderstorms often in the summer months where it is warm and humid, more energy in the atmosphere. Obviously we are concerned that showers could arrive around parts of Northern England and into the midlands, severe flood warnings for Whaley Bridge. A lower level yellow weather warning, bottom of the scale, from the met office for parts of central and southern areas, parts of central and southern areas, parts of scotland, into Northern England, as is the nature of storms and thundershowers, hit and miss. Ten, to 20 millimetres likely if you catch one. Whaley bridge is in the tip of the weather warning area, we are concerned for it. Hit and miss, could be that this area does not catch systems, they could be further north. This is why the warning is pretty important. With thunderstorms, it comes down, such an amountand thunderstorms, it comes down, such an amount and normally you get a surface run off quickly. But the ground is sodden, isnt it . It could get into the waterways . We dont wa nt get into the waterways . We dont want any thunderstorms over or even in the surrounding area tomorrow. By nature, hit and in the surrounding area tomorrow. By nature, hitand miss, in the surrounding area tomorrow. By nature, hit and miss, hopefully they will keep clear of the flooded areas. This is for sunday . Yes, details could change, could be expanded south or even north but at the moment this is how it is looking with the risk of heavy showers and storms from midday tomorrow open to iopm sunday. Hong kong is bracing for a ninth consecutive weekend of pro democracy protests. Activists are preparing to hold another mass rally despite increasing stern warnings from chinas Central Government about the unrest. The demonstrations began in response to a move to allow the extradition of suspects to mainland china. Our correspondent Stephen Mcdonnell was caught up in the protests as police began to charge. The right Police Coming to try and clear the streets. Nearly 1000 protesters had attacked the Police Station throwing bricks. Hitting police cars. It was only a matter of time until the police came out like this. Wejust are time until the police came out like this. We just are some of the action there. Seems very quiet. We could see the umbrellas and the have attached behind you. I am interested to know, there had been calls for residents in mongkok district to come out and join the protest. How much support to the protesters have from the public . We are seeing the umbrellas until i care, the protectors who have retreated to hear, taxi drivers and shopkeepers on the right, they have the same aspirations for democracy, freedom is here. For the defending the judiciary. We have seen the heavy handed way the police have come out with tear gas, pattern charges, shields to clear the streets. Even though the Police Stations have been graffitied, there is still a lot of support for these people. Lets have a look at how many are still here. Over the side of the barricade, you can see many hundreds of protesters here with ha rd hundreds of protesters here with hard hats, gas masks. They have come out now pretty much prepared for battle. They have retreated to this position, quickly stack up these barricades here using materials they have pulled from the streets. The umbrellas are also used to repel tear gas and the pepper spray when it comes. At the other end of the street, it will come because the flashing lights appear, that is where the police line is at the police lines. Moment, or one of the police lines. I should add, in this area where we have been, on the kowloon side of hong kong, it seems this is not the only front like this with police. This is just only front like this with police. This isjust one only front like this with police. This is just one of those. There are all these protesters rushing back to this area, blocking themselves in here, waiting for the police to come. This is happening in the southerly and northerly directions. It started earlier when they surrounded a large police complex, the protesters throwing bricks in there, smashing up cars inside the complex using bamboo poles to smash vehicles, shining lasers in windows, the warning came from the police. We are going to use tear gas to clear the area. That is what happened, we had an alarm go off, and then with overwhelming force the police came out in big numbers, much in very quickly to move these protesters away from the police building. Stephen mcdonell, thank you very much. The home secretary, priti patel, has said she wants criminals to feel terror at the thought of committing an offence. In herfirst interview since being appointed last month, she said her mission was to restore Public Confidence in policing. Ms patel also distanced herself from her past comments supporting the death penalty. We can speak to our Political Correspondent mark lobel. They want to become a party of law and order, what has gone wrong . Heavily criticised since 2010, Boris Johnson was my first big policy on the streets of downing street was to recruit 20,000 Police Officers. Over the next three years, spending over £1 billion recruiting batch number of Police Officers in england and wales, starting in september. Priti patels first interview since her surprise return journey back into the cabinet since being sacked by theresa may for unofficial meetings with israeli ministers, saying at a time where recorded crime and Violent Crime is up, she wants to announce this policy and underline it by saying, you know, knows it should feel terror at the prospect of being convicted. And taking a ha rd of being convicted. And taking a hard line on drugs as well. You would think labour and liberal democrats would support these moves, they are for more Police Officers, but the tone has not gone down well with labour. They would rather a Public Health approach. They talk how it is about voting trust with the police, the community. And this is going to backfire, what they call draconian powers. The liberal democrats agreed, saying the conservatives and priti patel are out of touch by taking this line. They point to young people afraid of what is going on in other gangs, getting caught up in knife crimes, looking to the police for help, and if they do not feel they can trust the police it will also backfire. Trust, project fear, stop and search, it is there, isnt it . You mention draconian powers, how is she handling the return of the comments she made in 2006 and 2010 about Capital Punishment . You do not hear much about hanging and Capital Punishment in britain these days. But for priti patel, she was quite clear that she would support the reintroduction of Capital Punishment asa reintroduction of Capital Punishment as a deterrent, but none the less the reintroduction of Capital Punishment, own question time. She is keen to go back on that, saying she is not actively supporting Capital Punishment now, she would father rather far rather frame the debate about police powers. The headlines on bbc news. It is 3 15pm. Emergency workers are in a race against time to prevent a catastrophic collapse of the damaged dam in Whaley Bridge, amid fears of more storms. More talks are being held to avert a strike by thousands of workers at heathrow next week, after they rejected a revised pay offer. More than 170 flights from the airport on monday and tuesday, have been cancelled as a precaution. Aviation analyst sally gethin explained why heathrow rejected unites request for about three pounds seventy five per worker, per day. Unite want an extra amount into their salaries, extra 375 per day per worker it is saying. Heathrow airport is saying, we pay you very well, more than a junior Police Officer. Above the rpi. More compared to gatwick. Heathrow airport is saying, you are doing fine, we are paying you very generously and we dont believe we need to pay you any more. Normally, a lot of these tracks affect crew and pilots. This is slightly different. Just explain it to us, the background, please. This is different, it will feel different if you are going to heathrow. If you have a flight booked and you are expecting to go ahead on monday, you may not notice it immediately because the strike is affecting security personnel mainly. Those are the people you see putting your bags through the scanner, when you go through a passenger portal. They are the people that will be handling you at that point, that is where they are being decimated at heathrow. They are expecting possibly bottlenecks to form and Heathrow Airport is asking people to go at least three hours earlier especially on a long haul flight. Heathrow has also told me they will be having welfare teams and people in purple uniforms Walking Around to help and support people. I asked them if they might provide refreshments and so forth. They said, well, basically we will do everything we can to support people and minimise the impact. Is this what they are describing as contingency plans because im sure a lot of travellers would like to get on their flight instead of having food and water provided. Exactly. This is Contingency Planning, they say. A moving target. Everything is on the table, it could be averted, talks at acas will continue on into tomorrow if they need to. When i asked heathrow, can you actually stop the flight cancellations, for example . They were not absolutely specific. Concerns would be if the strike is called off, will airlines be able to adapt . Heathrow is saying, it is up to those airlines if they can reinstate those flights. Airlines have to put their own Contingency Planning into place as well. Could travellers be allowed to claim for compensation . This could potentially be very damaging to the heathrow brand, couldnt it . Yes, especially as heathrow posted incredible profits, earned £1. 4 billion in the last half, first half of 2019. Heathrow polls very high normally in passenger satisfaction, in particular with a Service Called skytracks. It could damage them. A Prominent Russian opposition politician lyubov sobol has been police in russia have detained a prominent opposition activist as she left home to join unauthorised protests in moscow. Shes among dozens of demonstrators whove reportedly been arrested. Our correspondent Sarah Rainsford is in moscow has more details. I am right in the centre of moscow on the main road going down towards the kremlin. It has all gone pretty quiet for now apart from the helicopter you can hear overhead. There is not a huge number of riot police here in the centre of moscow. In the last hour, i have watched as they have waited for the crowd to gather here and the riot police have moved on in force. They go in groups, stand in a line, link arms, take people out of the crowd and drag them away. The biggest difference this week as opposed to last week, we saw violence, people being beaten as they were detained. This time, more peaceful from what i have seen. Several dozen we understand have been detained. I have seen about 20 from the centre of the city taken away. Lyubov sobol, an opposition figure, trying to get registered to run in the local election, i saw her step out of her Campaign Headquarters onto the road, get in a taxi. She was whisked away by the riot police, taken out of moscow. The Telecommunications Industry says the Prime Minister will have to take fast and far reaching action if his promise to deliver full fibre broadband years ahead of schedule is to be met. In an open letter, three trade bodies tell borisjohnson 100 fibre coverage, requires a 100 commitment from government. Our business correspondent, katy austin reports. Good internet is now a priority for hotel guests like those in southend. The manager here says the speed and reliability of full fibre broadband have been game changing. Weve been able to increase our bandwidth and this is giving the customer a much, much faster and better, much more consistent experience throughout. At the moment, most of the country can get superfast broadband. Thats a mixture of fibre and Copper Technology that results in a download speed of 24 megabits per second 01 more. Full fibre uses fibre optic cables to connect the exchange directly to properties, and that results in download speeds of one gigabyte per second or more. At the moment, only about 7 of the uk can get full fibre. Borisjohnson has said there should be full fibre for all by 2025, eight years before the current target. Three industry bodies have said the ambition is welcome. But in a letter to number 10, they have said four specific problems need solving first within 12 months. There just are not sufficient quality people to be able to dig up the streets and work on this stuff, and as well as that, we also need a reduction in the amount of red tape and regulation thatjust slows everything down. One of their demands is for plans allowing providers access to land when landlords are not responding. A difficult ask according to one analyst. It requires a carefully worded piece of legislation, which takes into account business owners, building owners, landowners, as well as Telecommunication Service providers, and lets face it, the government has other things, other pressing, urgent issues that they need to deal with. The telecoms industry is setting a challenge to the new Prime Minister. The government told us it is committed to creating the right opportunities for investment and speeding up Digital Infrastructure roll out. Katy austin, bbc news. Russias military hasjoined efforts to try to contain fires burning across thousands of square miles of forest in the north and east of the country. Some of the fires have been burning for weeks, in what environmental groups have described as an ecological catastrophe. Our correspondent, steve rosenberg, reached the villlage of podymakhino in siberia. Well, im driving through a siberian forest because some people from a nearby village have agreed to bring me here to show me what the situation is regarding the wildfires. And i am being bumped around in this military style russian truck. But you need one of these to get to such a remote area. And my first impression, just looking around me here, is that it is stunningly beautiful. I can see pine trees and silver birch, cedar. But we are told, because of the fires, up ahead the picture is very different. Well, this is where the fairy tale russian forest has been reduced to a wasteland. The fire has caused a lot of damage here. And, as you can see, its still smouldering. And part of the problem is deadwood dry wood like this, because even if you drop 40 tonnes of water from the military plane up there, if its still burning inside here if theres still flames then thats going to continue. What the local Forestry Company has tried to do is to localise the fire, to keep it that side and stop it spreading. So to do that, it sent a bulldozer here to remove everything that could potentially catch fire. So, for example, moss, old leaves and twigs. In other words, to create a barrier here. But if you look over there, you can see that the barrier isnt working. Now its time for a look at the weather with stav.
