Good evening. The wife of an american diplomat has left the uk, while suspected of being involved in a fatal road crash. Police say they want to interview the woman about the death of 19 year old harry dunn, in a collision in crow ton in northamptonshire in august. The foreign secretary, dominic raab, says hes called the Us Ambassador to express his disappointment that shes left the country. Duncan kennedy reports. This is how local people have reacted to the death of harry dunn, on the country road where his accident took place. Harry, who was 19, had been on his motorbike when he was hit by a car. He died of multiple injuries. The 42 year old woman driver of that car has not been identified, left this nearby american air base before the collision took place. She is known to be the wife of a diplomat and told police she would cooperate with them. And said she had no plans to leave the country but its now been confirmed she has left britain. In a statement, north hants police said, harry dunns family deservejustice. The force is now exploring all diplomatic channels to ensure that the Investigation Continues to progress. Harrys mother charlotte says the woman involved must come back to the uk. Were really hoping to try and get her back. You know, we dont wish her any ill harm, but we dont understand how she can just get on a plane and leave our family just utterly devastated. Today, the foreign secretary dominic raab became involved in this diplomatic stand off, saying he had called the American Ambassador to express his disappointment that the woman had left the country. The options open to the government and the police are limited, but harrys family say they cannot grieve properly until this tragedy has been resolved. And duncan has more on what the us authorites have been saying. Theyjust put out a very short statement to say they confirmed the woman has left the country. They actually say the family has left the country. They are not identifying her or saying where she has gone too, which creates a huge predicament for not only dominic raab but also the police here because we are now into what is called diplomatic immunity territory. Being the wife of a diplomat mean she has diplomatic immunity which in short cut terms means she is immune from prosecution in this country. So unless she decides to come back voluntarily to face this further police inquiry, as a suspect in this issue, it will mean that britain will have to seek her through extradition and that could be an extremely long and painful process and could take many months. Duncan kennedy reporting there. And well find out how this story and many others are covered in tomorrows front pages at 10 30 and 11 30 this evening in the papers. Our guests joining me tonight are the Political Editor of the sunday mirror and sunday people, nigel nelson and the political commentator, jo phillips. Democrats leading the impeachment inquiry into President Trump have issued a legal order demanding that the white house hand over more documents on its dealings with ukraine. Mr trump is accused of abusing his position to put pressure on the ukrainian leader to investigate his president ial rival, joe biden. 0ur north america correspondent Chris Buckler reports. No matter where americas commander in chief goes, theres no escape from the talk of impeachment, or the many questions about his request for a Foreign Government to investigate one of his political rivals. Requests for documents from the white house have become demands. With a subpoena issued by the democrats, alongside a strongly worded letter, that accuses the president of choosing a path of defiance, obstruction and cover up. Among the many records they want is a full rather than a rough transcript, showing exactly what mr trump said to the ukrainian president in a phone call during the summer. Thats when he controversially tried to pressure Volodymyr Zelensky into launching an inquiry into the potential president ial Candidatejoe Biden and his son, hunter, who had business dealings in the country. On a visit to greece, the us secretary of state couldnt hide his frustration at this latest attempt by congress to put pressure on the president. This is whats wrong. When the world doesnt focus on the things that are right, the things that matter, the things that impact real peoples lives, and instead you get caught up in some silly gotcha game. But democrats have still to decide on whether to hold a formal vote to impeach the president. Some people say, why are you doing this . Hes not worth it. To divide the country this way. I say, well he may not be, but our constitution is worth it, our democracy is worth it. Applause. The battle lines are being drawn in washington, and congress is preparing for yet another bitter fight with this white house. Chris buckler, bbc news, washington. James landale, bbc news. Pro democracy activists in hong kong have condemned the government for using emergency powers, as violent protests brought parts of the territory to a standstill. Demonstrators, who defied a new law banning the use of face masks, forced the closure of the underground system and many shops and businesses, after a 14 year old boy was shot during yesterdays protests. Hong kongs leader, carrie lam, is warning that she can no longer tolerate rioters destroying the territory. Translation the extreme actions of rioters created a very dark night for hong kong and made Hong Kong Society semi paralysed. Everyone is very worried and concerned or even scared. The government will suppress violence with the greatest determination. I appeal to everyone to support the government in suppressing violence in accordance to the law, condemn violence together, and cut ties with rioters with a firm will. At a News Conference in kuala lumpur, the United Nations high commissionerfor human rights, michelle bachelet, said the ban on Face Coverings should not be used as a way to target or disrupt people taking part in peaceful demonstrations. Bans on Face Covering during assemblies are, in some circumstances, used to target particular groups and improperly curtail their freedom of expression or peaceful assembly. So freedom of peaceful assembly, when we are talking about peaceful assembly, should be enjoyed without restriction to the greatest extent possible. But on the other hand, we cannot accept people who use masks to promote violence. That is also not acceptable. Earlier we spoke to bonnie leung, shes a pro democracy campaigner in hong kong and organiser of the some of the recent protests. She told us how worried she was. Well, i am extremely worried because i am worried about our front line protesters. Carrie lam is doing a very bad move and a very bad strategy of bypassing our legislature to impose yet another evil law. And by doing so, i believe that she is actually creating some sort of systematic petrol bomb to public anger so public anger exploded. It is totally counterproductive. She said the reason of imposing the anti masking law is about resuming public law and order, protecting front Line Police Officers safety and you see it is counterproductive for. The public is more angry and more people are wearing masks, wearing facemasks to protest in the streets and people are forced to be even more radical in protest of the latest evil law so it is totally counterproductive and not serving the purpose at all. After the handover, will be used to have is rule of law and freedom. Despite not having true democracy, but now because we do not have true democracy, the government is totally not being accountable to the people and they are destroying rule of law and they are destroying the rules that we have always treasured. So hong kong people are now to conclude freely to seek for protection and now we see Police Officers breaking the law so blatantly caught on camera without any legal consequences at all and they are protected by the Police Commissioner and the Hong Kong Government and protected by the government so we see absolute power corrupts absolutely. At least 5 people have been killed in clashes between protesters and police in the iraqi capital, baghdad. The Iraqi Parliament says more than 90 people have been killed and almost 4,000 others have been injured in unrest across the country this week. The protests began over unemployment, Poor Public Services and corruption but demonstrators are now also demanding that the government resign. A cinema in the us has cancelled 2 screenings of the joker after police revealed, what they called, a credible threat to those with tickets to the blockbuster film. Police in major us cities have ramped up security to coincide with the release of the violent film fearing it could incite gun violence. Freya cole reports. Twisted, wicked and cruel thejoker is returning to screens around the world as dark as ever before. Murray, one small thing. When you bring me out, can you introduce me asjoker . The Warner Brothers film depicts the story of the mentally deranged joker before batman. The r rated movie has triggered widespread fears that it will incite violence, and less than a week into its box office debut, in california, two screenings have been cancelled. The local Police Department deemed that threat was credible enough to provide a uniformed presence at the theatre. Now reopened, the Huntington BeachPolice Department has said it will provide patrols for the rest of this weekend. The need for heightened security stems from the 2012 shooting attack inside a colorado cinema. 12 people were killed and 70 injured when a gunman dressed in body armour and a gas mask opened fire during a midnight screening of the dark knight rises. Their families have written to Warner Brothers urging the corporation to do more to tackle gun related violence. I believe that if someone is trying to copy cat, thejoker would be a place where that could happen. I think people need to be aware of it. Inevitably, some moviegoers will hold off seeing the film. I am conflicted about it, because of the issues in america right now with gun violence. But the joker has a cult like following. It isjust a movie, you dont have to act what you see in the movie. Already the film has broken box office records, making more than 30 million us dollars in its debut. Freya cole, bbc news. Scotlands first minister Nicola Sturgeon didntjoin the event but said she was there in spirit. More than 1,600 uk high street shops have closed as a result of restructuring deals since the beginning of last year, according to new figures. the local data company has looked at the impact of so called Company Voluntary arrangements and found that nearly two thirds of closed stores are still sitting empty. Our business correspondent, emma simpson, has more. Theyve been trading for more than a hundred years at this store. A Family Business that prides itself on its expertise and service. The 0gden brothers have been keeping a close eye on their high street, too. And these last two years, its lost a bit of its sparkle. This is the prime shopping area. Its lovely. Its a lovely street, and yeah, its always been a premium shopping street in harrogate. But youve got gaps now. Weve got gaps, and its very sad to see. Five years ago, it would have been unthinkable to have these empty units. Its a real shame. Even this attractive and popular spa town isnt immune from our changing shopping habits. I think its the cost of trading in harrogate is quite high, rents are high, rates are high, and i think all that needs to happen is footfalljust drops a fraction, it becomes less viable. Its the big chains that have been pulling out. A familiar story on high streets up and down the country, and we have been crunching the numbers. Since the start of 2018, 23 chains have done restructuring deals to cut costs. Theyre known as Company Voluntary arrangements, a form of insolvency proceedings. So far, 1,676 outlets have shut, mainly in retail, and nearly two thirds of them are still sitting empty. Heres one of them. This used to be the Early Learning centre. They shut the doors and handed back the keys, leaving the landlord with a substantial repairing liability, up to possibly £100,000. Now this letting agent is trying to fill the gap. Its the toughest market ive ever known for retail properties. Landlords have to reduce rents, the government have to reduce the rates liability, which is substantial, and i think Town Councils have to help by reducing car parking, having an hours free parking or Something Like that. You wouldnt let it to a chain again . I dont think he would, no. Heres another chain that left, but its just got a new lease of life. This local business got a deal and moved in. 0ur landlord has been lovely, and hes taken a chance on us. Were an independent, family run business, and we wanted to bring Something Back and to be in the town centre, and looking around, this is what people want. While other town centres are battling for survival, the challenge here is keeping harrogate special. A recipe that might now need a tweak. Five years ago she thought it was the end of her career but tonight lucia lucas is making a little bit of history with the first performance by a transgender singer on the london 0pera stage. Shes appearing in 0rpheus in the underworld at the English National opera. However, on stage because of her deep baritone voice she continues to play male roles. 0ur arts correspondent, David Sillito reports. Hi. My name is lucia lucas and i am a professional opera singer. She sings opera. I am not trying to be a pioneer. I am trying to see how far i can get this to go and how long i can stay in the business because i hope that people in the future wont have the difficulties that i have had. Lucia lucas. It has been more than five years before she decided the time had come to be her true self. The director of the Opera Company at the time said. Just one question what happens to your voice . Isaid it i said it does not change. I have done my research on that. And for better or worse it doesnt change. And so for that baritone voice she makes the journey each evening from she to he. Tonights a debut for English National opera. Ladies and gentlemen, you have 15 minutes. There you go. Thanks. Singing. On stage you play male roles. Is that uncomfortable . No, not really. It actually, in a certain way, justifies the difficulty that i had as a child because i knew that i was not team boy. Youve always been acting. Ive always been acting but now ijust do it on stage. If it had been a choice of singing or being yourself . Be myself. 100 . I never envisioned that i could do both at the same time. You thought it would be the end of your career . Yes, of course. Five years on, rather than ending her career, it has blossomed. Transitional hormones havent affected that extraordinary voice and tonight, a debut on the london opera stage, another barrier broken. David sillito, bbc news. An amazing voice there. The competitive world of publishing has seen many titles come and go, but one monthly magazine has Just Launched its 500th edition after almost half a century. gay times is now europes longest running lgbt publication, and ben hunte has been looking at how its changed through the decades. Glossy magazines fill the shelves, but this one, which looks like coffee table material, started 47 years ago as a monthly voice for gay activists. Here in the national lgbt archives in east london, you will find a treasure trail of queer history. Almost half a century later, some of the page still feel relevant today. One of the things we have seen within this magazine, within the first edition, is media watch. Take me through what media watch was. It was basically a look at what was being said in the National Media about the Lgbt Community at the time. Loonies who want a sense of family life. And even more relevant, save the children from sad, sex lessons. Reading some of the headlines here, they arent too dissimilar to some of the headlines that we actually see today. Of course, predominantly targeted at what was called the Gay Community then, but within lgbt communities, some of these headlines being targeted towards people with a trans experience now, quite often in well known media titles. Today, the 500th edition has changed quite a bit. The magazine has diversified, and so has the business model. The magazine now really only represents a tenth of the gay times organisation. We work much more with the community and content channels across social and digital platforms, with the biggest lgbt partner on instagram. In a woke world full of specialist publications, competition to represent communities, and make more money, is getting tougher. But activists say the platforms are more important than ever. Ben hunte, bbc news. Headlines coming up injust a moment but first lets get a look at the weather. If you are about to head out this evening ta ke are about to head out this evening take something waterproof with you because if it is not going to be already raining it will be.
