Welcome to the royal institute. The search for britains best new building. An extraordinarily very short list, an 0pera building. An extraordinarily very short list, an opera house, a visitor centre, the distillery and a Railway Station but all of them have a thread running through them and thatis a thread running through them and that is that we have a new development in terms of recycling, we also have a building that is very low Energy Council houses and a building that melts into the landscape. An attempt by all of these to be as gentle as possible and give the lightest possible footprint on the planet. Before we go any further, let us have a quick look at the nominated building of this years event. Platform six and seven for you, you are welcome. This years event. Platform six and seven for you, you are welcomelj would seven for you, you are welcome. would much rather work here. I really would. Because it is just lovely. It is a piece of art in itself. You cannot see it at all from the outside and this remarkable space. We have something that is almost like an artwork that is come out of the ground. Was there a moment when you thought. Several days, dark days. We have set it since we moved in, we are here for the long run. The announcement here will be made of the next five or six minutes, but lets have a closer look at those six nominated buildings, iamjoined look at those six nominated buildings, i am joined by the Architectural Consultant we have to go to this really quickly. Six buildings, the first one, the biggest London Bridge station. This is an old station that is been given a new lease on life. An extra hundred feet of architecture and engineering as they dug into the via ducts, the big messy via ducts and made a new concourse and somehow kept the station running in the process. Is there to build the station and nine sections. For those who do not know the station, we knew it is the best station to miss my train because it was a confusion of corridors. It was nearly impossible to find your way around now its a big open space with escalators soaring up to the platforms and they connect much better. Its engineering ifeel, we look connect much better. Its engineering i feel, we look too closely added, i dont feel it is as beautifully finished as some of the other projects. It is an amazing feat of engineering. When the truly is building is beautiful as the opera house. This is a very modest su btle opera house. This is a very modest subtle architecture, its like a beautiful music box that is just been hidden inside the 17th century and it is the antithesis of what you would imagine an opera house would be. It is another hidden building as well, next to it and yorkshire is a western it is the Sculpture Park one that melts into the landscape. The architect says it is a very carefully constructed concrete wall at one site and you go through an entrance and theres a beautiful glass wall looking after the landscape another one in the landscape, the distillery. This is a show off building, it is an extraordinary roof, one of the most complex roof structures in the world with over 2000 pieces of scandinavian, the showpiece. With over 2000 pieces of scandinavian, the showpiecem with over 2000 pieces of scandinavian, the showpiece. It has a meadow on the top. Someone has said that it is a bit teletubbies. It is showing of the engineering the brand of the whiskey. When they went to the nominated buildings there was a big cheerfor the next one, and we are talking about the first time ever, Council Houses, a couple of been nominated for the sterling prize. What is this about . Is so unusual to be able to have architects to be able to design a 100 social housing. It is the development of houses and flats that have that standard, the highest environmental standard you can get. You are not even allowed to have your litter box in the door. Know, perfectly sealed. Very low energy though. Hundred £50 a year which i would go for that considering what my energy bill is. The back of the houses for children. Kids apparently love living there, the relationship between the homes to the streets, the flats or front doors in the street, along the back of the house its its really interesting example of what is possible social housing now. And the last we to talk about, the courthouse. It is so strange, entirely made out of cork blocks and avon stuck together, their dispositive by gravity stop we do not really think of court as a Building Material and this is a real experiment and Sustainable Design in the blocks were cut and then self built by the people who lived in the house. Is this a model that others could have cork houses at the end of it . Or is this just could have cork houses at the end of it . Or is thisjust in could have cork houses at the end of it . Or is this just in architecture thinking they can do it. it . Or is this just in architecture thinking they can do it. I think there are serious about exploring there are serious about exploring the possibility. They bought a cabin a couple of years ago now they bought a house and whether it is, they level up. So out of these six, which one of these stand out to you in making a difference to architecture . I think the housing in terms of being a beautifully resolved place. What is resolved mean . These architects, theyve gone over every single detail what it is to make a good place to live and importantly they are not just on about her looks and feels, but tenure, who lives there and how they afford to live there and the right to live there, it is an exemplar in that way in terms of the housing process. Do you think this can be a model for lots of houses . process. Do you think this can be a model for lots of houses . I like to think that it could be, and think it shows what can be done. A house in the client hopes very strongly that the client hopes very strongly that the government is watching, they wa nt to the government is watching, they want to do this for a long time. had such a bad experience at London Bridge station and the congress wasnt there concourse. It is spectacular when you go inside, isnt it . I have been Walking Around it and isnt it . I have been Walking Around itand are isnt it . I have been Walking Around it and are thinking something about this may deserve to win and to be able to tackle this, they call it heart surgery, this extraordinary. 0pen heart surgery, jogging was one of the phrases they had to do this over the past six years and they had faced quite a bit of disruption, but everything, the platforms, the whole lot whether submitted passengers going through. It is designed and build contract. Looking at how they did it, they cut through the middle here at all of these escalators that they put in there, the new concourse and even then they had to make it look beautiful. A big canopy over the top but they felt having these ribbon platform canopies would do it. We are now reaching the point where we are going to find out the winner of this years sterling prize, presenting on stage at the moment and i think we will hand over to her and alan jones, moment and i think we will hand over to her and alanjones, the president of the riba for this years sterling prize. Thank you. It has been a privilege to visit the six buildings on this riba sterling prize list. Those who build or work inside of them. Selecting a winner from such a stellar and diverse selection of finalists was incredibly difficult responsibility for over 20 years now the Riba Stirling price has set the benchmark for Architectural Innovation and raised the bar for Environmental Standards along the way and am very pleased that this year possible s shortlist is arguably the most sustainable ever. Given that the uks responsible for so given that the uks responsible for so much of our carbon footprint, the way we design and construct buildings as to transform if we are going to mitigate the most challenging issue over time, climate change. In these buildings provide some inspirational ideas and solutions. Earlier this year, the Riba Stirling joined the declaration and we are calling on the uk government to have a compulsory for a new and refurbished buildings to achieve higher Environmental Standards. The time for war and words is over, this is an emergency that we must all take responsibility without delay. applause it is now my pleasure to hand over to the chair of the sterling prize jury to the chair of the sterling prize jury to announce the winner of the 2019 Riba Stirling price. applause as chair, i congratulate every single one of the entrance. There are all amazing single one of the entrance. There are allamazing in single one of the entrance. There are all amazing in their own different ways as we saw earlier. But there can only be one winner and it is my absolute honour to announce the winner of the 2019 stirling prize. And the winner is, congratulations. Jubilant celebrations. Congratulations to the north of york centre, combines familiarity with traditional victorian terraces with the domestic architecture. Goldsmith street, the development of Council Houses goes to the standards, the highest possible standards, the highest possible standards and their energy bills provide £150 a year if you live there. Speaking to the residence, they love having a house like that to go to. A special player for the children. In the innovation so great that you cannot even have a letter box in your front door. It has taken them around 11 years to get this off them around 11 years to get this off the ground that have been various ups and downs but one residence that we wa nt ups and downs but one residence that we want streets back in norwich and so we want streets back in norwich and so they went for this. Winner of the Riba Stirling price. Ijust want i just want to ijust want to say i just want to say that we ijust want to say that we would not be standing here if it wasnt for the vision of the Norwich City Council. And throughout the process, the first they had a competition for counsel housing and they put us on the shortlist with hardly any record and they then selected the best design and they cast the vote and they pushed us further and wanted us to do some the more ambitious and when the chips are down and over budget, they let us leave the process and they then went for a traditional contract because he wanted to ensure that these houses we re really wanted to ensure that these houses were really high quality and met the Environmental Standards that they we re Environmental Standards that they were aiming for. And they knew that was the best way to do it, sol think all those decisions compounded and really led to the quality of the project. So that is it from Norwich City Council which absolutely thrilling. There been some very brilliant people working on this from all of the consultants, everyone in the office who have to say particularly to james and henry could have lived and breathed this project and also make norwich their second home. I would also like to congratulate carter. The builders for achieving 100 certified passive house standard building. applause atan house standard building. applause at an unprecedented scale, think you guys. And together we worked very ha rd to guys. And together we worked very hard to bring it in at £1850 per square metre and i think that is important because it is a project at that price which demonstrates that with teamwork, we architects, builders, we can do it. And there are clients they can do it too. We we re are clients they can do it too. We were lucky enough to conceive this project 11 years ago. Things have changed since then, they are more extreme. I think we will know we have a climate and species loss emergency so measuring have a climate and species loss emergency so measuring and body carbon has to be the next step. applause i think it is good that the ministers here today, will be asked for is we want government to regulate. We need you to set up a level Playing Field so we are not seen as level Playing Field so we are not seen as the now so called christies in the room christie. Many of us here today our purpose here is to create buildings that people love and so finally i would like to think are generous and welcoming residence in particular, i would like to think louis, chloe and peter and john and joanna for being so peter and john and joanna for being so welcome to all of the busybodies in the room. So thank you, everyone. Congratulations, congratulations everyone. The winner of this Riba Stirling price and now is a good moment to have a look at goldsmith street. Goldsmith street, norwich. The first time the housing has been shortlisted for breaded ands top architectural reward. And taking on the tour was one of the residence. It isa the tour was one of the residence. It is a modern take on an old idea, the terrace house, except this one is very cheap to run. Turning the heating on twice a year, since ive been here, yeah. Have a look at how thick these walls are. These houses are designed to be low energy, you are designed to be low energy, you are not even allowed a letter box in case and lets out some heat. But one of the crucial elements was this. You can call it that. Somewhere for the children to play with their friends. I think we have a real problem with lack of social connectedness and this housing is thinking a lot about how we can encourage social connections. People meeting each other. And also encouraging children to eat outdoors with the play outdoors. Encouraging children to eat outdoors with the play outdoors. They are never going back to a flat. When he first walked into it, did you, what did you think . I would love one. And, yeah, i managed to get one which is really good. We are here for the long run, which is really good. We are here forthe long run, i which is really good. We are here for the long run, i think. Goldsmith street, a traditional idea of the modern twist and some very low bills. And there it is, the sterling prize for architecture joints me now, you were the odds on favourite, werent you . I think we are ranked outsiders initially. What do you think was coming there, because there was a big cheer when you one tonight. I think people are recognising how we are not going to solve the housing crisis about money being spent on quality. So delighted now, im guessing. This is about may be more than just one development, isnt it. Theres a big cheer in the idea of counsel housing. isnt it. Theres a big cheer in the idea of counsel housing. I think people want to see councils creating good housing again and this is a project thousand the right place at the right time but for this award, i feel unfortunately it is rare for councils to be developing in front of such high standards. And we had that inevitable process we have to cut costs. Do you explain passive housing. Lots of. And needs very low admission most of that is standing with it. That is pretty impressive, i would like that as well. What amazed me was seeing kids out playing. I think it probably was inspired by our memories of childhood we were allowed to play out freely in rome and you are safe and love those memories, the back alley ways are the overlooks and safety. This seemed to be working pretty well, children are meeting each other. 11 years, bison taken such a long time . Why has it taken such a long time. So many, i think what happened was the government changed the financing structure for the local authorities, which meant that norwich looked again at the scheme and realised that perhaps they could do it themselves and out a lot of councils are now on the journey. What has changed that allows councils to build this because for the longest time theyre not building anything, what is happened here . They can borrow money to build themselves again and fora borrow money to build themselves again and for a long time, social housing is being provided by Housing Associations and councils werent able to put their own maintenance. And i think hopefully will see some counselling and House Building and i think hopefully will see some counselling and House Building again and one thing that we discussed that it came to see a downing and goldsmith street. A lot of residents love these councils. They probably will arrive to buy them. With this become a private estate in years to come . I would like to think not because it designated the counsel housing for the past years and a note norwich is losing houses as fast as they can build them and enter in scotland have rescinded the right to buy it at like to see england to the same. right to buy it at like to see england to the same. I think i am torn on this, the problem is because we cannot replace the housing, sol would like to see all types of accommodation because i think councils are being unfairly penalised because they have to keep up penalised because they have to keep up the pace of their surroundings. So thrilled for norwich. So thrilled because we have been plugging away at this for very long tonight and yet, throat, means a lot. It is amazing the council has even made it onto the shortlist, sol amazing the council has even made it onto the shortlist, so i am slightly shocked so hopefully, it will encourage people. Congratulations to both the mets of a final at goldsmith street itself because it is quite a settlement when you actually begin to look at it. The houses are about a hundred overall and we are single aerial view at the moment, a mixture of flats and houses, built to the highest possible standards of the environmental insulation and also designed to be sociable with children. One of the key things about all of this is that these houses are perhaps not quite as dramatic as spectacular as some of the previous winners we had of the price, theyre certainly not icons or landmarks, but they have a huge chair that happened, that is one reason why they think this could be inspirational, may even a model for the future and could actually influence the lives of millions of people to come in with that, thank you, farewell and good night on this yea rs you, farewell and good night on this years Riba Stirling prize for architecture. Hello, im ros atkins, this is 0utside source. The blame game starts as brexit talks between the uk and eu unravel. Downing street says Angela Merkel told them an agreement was now overwhelmingly unlikely. Berlin says this isnt true the chancellor would always leave the door open. Meanwhile donald tusk says borisjohnson doesnt want a deal. But michael gove says its the eus turn to make concessions. And in setting up these proposals, we have moved. Its now time for the eu to move as well. If it does, then there is still every chance that we can leave with the new deal. Well have all the analysis on an extraordinary 2a hours. Also coming up on 0utside source
