Handed . Agreement bill had been paused, handed 7 the timetable agreement bill had been paused, handed . The timetable for it had not been authorised by parliament stop loose there was this otherworldly thing at westminster with their time by the nhs and other things they just skip talked about and they had an awful lot to answer for the last two years, our lives be a lot quieter if it dropped into the teams job blue and Boris Johnson, they all tried to, there was love scoffing at the idea, a coffee get the idea but then actually, hes out there trying to do it will stop did you listen to what he said . Lets have a watch. The way to get brexit done, if they genuinely want more time to study this excellent deal, they can have it but they have to agree to a general election on december the 12th and that is the way forward. Because this has been going on for a long time without a majority and it is refusing to deliver brexit and it is refusing to deliver brexit and it is impossible to deliver legislation that it is impossible to deliver legislation thatitis is impossible to deliver legislation that it is time, frankly, that the opposition summed up the nerve to submit themselves to the judgement of our collective boss which of the uk. But it is not standard behaviour. You are essentially trying to blackmail parliament with the threat of an election in order to go through your bill. This is the biggest thing, that this country has done for decades and decades and decades. You could to say, as long as its takes to get through this line by line and parliament. Are they not be the responsible thing to do . We have had three and have yea rs. Do . We have had three and have years. When they had the opportunity to debate the actual deal, the other day, they could find enough speakers to fill the debate. This is something that has been super gone through in a democracy. But we are saying is there is going to be more time now allocated for all mps to come together and look at it and starting from now, tonight if necessary , starting from now, tonight if necessary, write the way through to where parliament would rise up on november the 6th, there is a long period to debate and discuss the provisions of this withdrawal agreement. Would people want to know is that if there is that extra time is that if there is that extra time is that if there is that extra time is that parliament really needs it. If this reminds me of his attachment to the backstop. We are already talking about erotic mastication. The question you are putting their to the Prime Minister saying, come on, this is such an important moment to the country, it certainly should just give them time to digest the bill and have a vote. That is what eve ryo ne bill and have a vote. That is what everyone in the eu is certainly asking to stop when diplomat was at me and saying this is the man who wa nted me and saying this is the man who wanted to get brexit done and now he wa nts to wanted to get brexit done and now he wants to put it on hold to have a general election. I had to share it with you the words in spanish for black i guess it is down to 25 eu member, which language, the bigger picture, we heard for the first time the Prime Minister talking about leaving with a weeks time is not going to happen and are thus pretty inevitable for a while. And that really matters because those his political modus operandi. And that is him admitting that for the first time and although not that any memberof time and although not that any member of brexitcast, there is a tiny chance of the eu may say no to the extension, but thats not going to that now. The golden rule of reporting on breaks in the last three years has been whenever there is an apparent moment of clarity, it might turn out to bea moment of clarity, it might turn out to be a little more misty. Absolutely because its beyond his control. At the timetable that Boris Johnson would like, if mps would ta ke johnson would like, if mps would take him up on his offer on a couple of days to look at the bill and ill be amazed if anyone thinks that is going to happen. That will be on monday. It could start tonight. Let me try to be clear through the mists. This is his dream scenario. The eu says a tiny extension and parliament says, we have to get it through than. That is a deal versus notice scenario. In that case, they may not push for a general election that they would still try. They are much more likely for a long delay, which will talk about in the second, borisjohnson pushes which will talk about in the second, Boris Johnson pushes them which will talk about in the second, borisjohnson pushes them on monday to vote for an election on december the 12th. If they vote for an election, the government will bring back for some fun scenes looking at the brexit bill and they think they could get that through to november the 6th, which is when parliament would dissolve. In that is in parliament would dissolve an election day as Boris Johnson parliament would dissolve an election day as borisjohnson is talking about right now is seven weeks today. Then a jump in and say, so weeks today. Then a jump in and say, sol weeks today. Then a jump in and say, so i think the earliest possible brexit day you could have under that idealized timetable would be the 15th of november. Because they get approved on the 14th of november. they do not approve this request, they do not approve this request, the government will not bring the bill back and there will not be more debate of this deal and essentially, plans to go on strike. They would not bring any more government business, there were not bring anything us to the house of commons there will be like, we are not playing. Every single day, and Boris Johnson said this on the record, on the edge your fringes of the play for the last few weeks, on the record, nudist his campaign every day, they will bring a motion to the house of commons to try to get mps to vote for an election. To that mean theyre not turning up at Prime Ministers questions . That would, though it may not putting forward any legislation but whether they would actually do that is a different question. But that is the question as of today, give me an election, and i will let you look at the bill and if you do not, i am not getting the bill and im probably going to take my ball home and the lot of mps are going to think this is unbelievably petulant and obstructive and certainly not conventional behaviour. It puts them ina right conventional behaviour. It puts them in a right old dilemma. And legally, he probably can, but can he be accused of not fulfilling the office that he holds the viewjust goes on strike . Its one thing of the Prime Minister says hes not going to send them to any eu meetings, which he did keep sending a lot of ministers to eu meetings. I dont see how you can to eu meetings. I dont see how you ca n force to eu meetings. I dont see how you can force a government to bring in legislation. I am sure there are many lawyers will be only too happy to correct us but i suppose there could be ministerial code breaches in all sorts of things, but you cannot make a government try to change the law, which is basically what theyre trying to do. The ultimate threat that they will always make a scenario like this is this is in shambles, lets have a general election, which is what the government is trying to engineer. And from a constitutional point of view, we do not have a constitutional majority so they must bea constitutional majority so they must be a general election. What makes a very quickly, this timetable that you have spelled out which i written out on a yellow branded sticky note. Actually, it is completely likely that none of this actually happens other than just the very first bit, which would be influencing no. Exactly. And the timetable. How likely is the opposition to say, go on, have your election . A lot of them are holding their cards relatively close to the chest and not being as they see, helping the Prime Minister out and are able to hide behind the fact that we have not heard from where you guys are, specifically about the length of the delay and that frames absolutely everything else, doesnt it . And rapid fire week , or is there a window into which an election could happen . This is very much like we have seen from the rest of brexit is that the eu is sort of hanging back because he wants to know what is happening in the uk. And what they wa nt happening in the uk. And what they want is what extension to and so tonight, there is talk by some and we know there which to announce tomorrow and friday, but should be hold on until monday to see what happens in the uk . Here, they are also trying to keep all eu countries on board and it will come as no surprise that france is the one sticking a spanner in the works. That language that is coming out of paris. It is not coming out of paris, it is coming out in another place. They are guessing about the french position as well, although i heard that there was back channel chat between the Prime Minister and. They say that Emmanuel Macron texted him saying that he wanted a short extension. I do not know whether or not that is true but there is a view based on, there is a general view that he is pushing for short extension. There was a flurry of excitement this afternoon because the french ambassador was seen going into downing street. We were told by downing street a little later that this was a routine appointment, a new ambassador in town lived and scheduled for sometime and talked exclusively about longer term things. She had a pair of clark shoes on, just to complete the look. I think we may be hearing from the French Embassy about that one. Cases tell you Something Else and then picking get to where they were talking about to keep everybody happy. Because of this, it is not a real romance, but because of this meeting of minds between emmanuel brexitcast and Boris Johnson over the shorter extension, there being dubbed by some here is the odd couple. Which i find quite interesting image. The chuckle brothers. Im sure a lot of people who got to know them of the years would have reached for that. By the way, we have a new mix of bbc sounds. Now that is what i call brexit and it is a load of brexit related tunes. Its about 70 minutes long. 20 songs they have now been suggested by brexit cast members. In the carpenters, weve onlyjust begun. The carpenters weve only just begun brexit will not be done on the day it happens, we will have left the eu, this phrase one. But there will still be talks about trade and security. I love this song. Still be talks about trade and security. I love this songlj still be talks about trade and security. I love this song. I do too, it is amazing. I have to say, i would prefer on top of the world by the carpenters stop that is a great tune looking down on creation. That is what we call brexit when it is over. Weaning away from the eu on tomorrow, friday or monday is that sounds like there will not be a special summit or they will do this by written procedure, so you will not see everybody in here for a special summit, cut to everybody coming here for a special summit. How does that work . Phone calls . When the written procedure is the act of implementing the decision. You just have the ambassadors and a room and they basically sign up to a piece of paper and that is all. It just means not having a summit. But it is going to be an extension that is the maximum end date in the minimum end date and is pretty obvious that it will be the 31st of january because that was wolves and the letter and generated by parliament, so it is not a purely political decision, just as easy for the eu to sign up to that one. And hide behind it because it is neutral. And the minimum date, the earliest brexit data and im looking back at my sticky note and if you could have them leave on the 15th of november, that would please emmanuel brexitcast. Because that is what he wa nts brexitcast. Because that is what he wants and if this is what we see, it is 15 followed by this, which gives emmanuel brexitcast the letter to climb down which is very important because he has isolated himself over this. His isolated himself recently over all sorts of things, so he needs an elegant ladder to climb down that this will provide him with one. And when i saw all of this, when is the earliest brexit date thatis when is the earliest brexit date that is why is it the 15th of november because i can imagine emmanuel brexitcast doing the same thing on his privatejet back from reunion. Probably coming back overnight, i guess. Reunion. Probably coming back overnight, iguess. It reunion. Probably coming back overnight, i guess. It may be the sticky note will be able to transfer. He certainly does not have clark shoes. Have they worked out of what theyre going to do . Take no deal off the table and we will absolutely support an election. I have been calling for an absence of the lesson because this country needs one in order to deal with all of the social injustice issues. But iio of the social injustice issues. But no deal must be taken off the table. There is a vote on monday on december the 12th, general election. 0ver december the 12th, general election. Over the you tell them to do . The European Union will decide whether or not there will be an Extension Granted or not and that extension will obviously encompass whether there is a no deal or not. It could be december the 12th. Take no deal of the table, eu answer tomorrow and then they will decide. So that kind of seems clear, i think. But the twist is, there are loads of lumber mpsi twist is, there are loads of lumber mps ijust twist is, there are loads of lumber mps i just do twist is, there are loads of lumber mps ijust do not want labour mps that do not want an election. And then theyre going to turn it down for now . That is a tricky position overtime. For now . That is a tricky position over time. Particularly given what they are talking about overtime for they are talking about overtime for they had to ensure that no deal was taken they had to ensure that no deal was ta ke n off they had to ensure that no deal was taken off the table to ensure that would not happen on the 31st of october and the Prime Minister came back with a deal that they did not like were about to hear from brussels about an on january. So they are accused of moving the goalpost and many in the camp, they think it is not an unfair accusation to suggest. Because that is the sense in government. There is no way they will be able to back the bill. Yes, they got a majority of mps who wanted to talk about it and look at it and scrutinise it. But the cabinet minister was saying to me la st cabinet minister was saying to me last night that some the labour mps who want to vote for the deal are already starting to say, you know that amendment, i think youre going to give me a concession on that, maybe i should get a little bit more. But obviously, all sides in this, frankly, have been changing the goalpost so the time. But what that tells me is that there is no trust anywhere and that is the problem. What about trust and said the conservative party itself . There are talks about splits inside the party. Those who want the general election and those who say no, we have this new deal, we really should give it a fair chance in parliament. How deep and real are those splits. They have been deep and the past couple of days. And at what i supposed be interesting is how people digest this borisjohnson suggestion to the extent of which he has pitched it to keep both sides of the argument in the tent. The Northern Ireland secretary was saying publicly in front of the committee, on wednesday and then today on the windy cabinet. On the way end. Saying we should give a fair reasonable chance to get this, give a fairwind fair reasonable chance to get this, give a fair wind to getting the deal through. I suppose it is for the people i can interpret this idea as being able to do that. And promising a little bit of extra time, it gives a little bit of extra time, it gives a little bit of extra time, it gives a little bit of political, gives it a little bit of political, gives it a little bit of political, gives it a little mini victory, one of those metal should give him a supermarket saying well done, everybody. You get a few little more days to say hey, we gave parliament more time to get oii we gave parliament more time to get on with it. But there is division for this and there are some cabinet ministers alongside julian smith i would much rather say, letsjust put all of our efforts and are trying to get this bill through. But i talked to a lot of ministers about it yesterday and it is not the majority of you, and it is not the viewer numberten and majority of you, and it is not the viewer number ten and there are some elements of this government that are more gung ho and some that are more cautious in the overall calculation was looking at parliament, they could not see a way that it would happen and so if they try to get it through and he got changed beyond recognition, with them to go to brussels, then they would have to go to an election and say we got to get brexit done, but we havent left but iiow brexit done, but we havent left but now we have a deal that parliament changed that now we have to go to brussels and it is all the. Changed that now we have to go to brussels and it is all the. And then everything that is clear becomes cloudy. My head hurts. Labour is saying, give us until tomorrow, until we have seen the terms of the extension and theyre not ruling out on monday either. So thatis not ruling out on monday either. So that is called hedging your bets. It also at the bunch of those do to be oii also at the bunch of those do to be on november the 6th, normal time, flexion political moment of the year it is going to be on november the 6th and people were quite sceptical as to whether i would happen and now we know that it will not. The budget has been cancelled and the big news is, i have a video here and i will show it to you. The leader of her majestys opposition. Dressed as sa nta majestys opposition. Dressed as santa claus. That was wrapped with a w. By. Byebye. Hello there. The weather on friday will feel quite different across the north of the uk. The difference is the arrival of arguably the coldest air weve seen so far this autumn. It will stay mild in the south at least for some of us for another couple of days. The weather picture in more details, a day of blustery showers after a cold start. Some of the showers having a wintry tinge to them up over the high ground in scotland. Further south, rain arrives and the winds strengthen, but it stays dry towards the southeast of england. Mild weather for the most part in england and wales, with temperatures at 16 celsius in both london and cardiff, compared to the chilly eight celsius in glasgow and belfast. The dividing line is this weather front that becomes very slow moving through friday night into saturday, delivering huge falls of rain. We could see up to 120 mm of rain up over the hills of wales, very wet over the moors of southwest england and over the pennines. All this rain could bring the risk of some localised flooding as we head to the first part of the weekend. On saturday, the front itself will push a bit further south and eastwards as the day goes by. Further north, a cold and frosty start with sunshine but plenty of showers moving across scotland, right the way across Northern Ireland and heading into parts of northern england, as well. For more of us, it will get colder with temperatures struggling. Eight celsius in edinburgh, maybe just five celsius in the afternoon in newcastle. 1a celsius in london, so we still hang onto some milder air. Theres an extra hour in bed as the clocks go back, but that extra hour may well be spent underneath the duvet as that colder air works its way towards the south. Northerly winds bringing the risk of a few showers north and east of scotland and on the north sea coast of england, as well. Temperatures for the most part between 9 11 celsius, so it is starting to turn cold or even across the southeast. In the mondays forecast, more of the same in many respects. For many of us, there will be sparkling blue skies after a frosty start. Again, theres the risk of a few more showers being blown in on the prevailing winds across northern scotland, eastern scotland, and down to the north sea coast of england, as well. Temperatures as you were, really. For most in england and wales, 9 11 celsius. A bit colder than that in scotland, with temperatures at seven celsius in aberdeen in edinburgh. Beyond that, the weather gets very chaotic for tuesday. This chaos is sometimes referred to as the butterfly effect. And i think i have a good example of that for tuesdays weather two very different scenarios that could evolve for tuesday. One is more of the same dry, sunny, cold and frosty with a few showers affecting some in the coast with a chilly east to north easterly wind. But there is a very different scenario that sees an area of low pressure on tuesday form, bringing wet and windy conditions. The difference between these two conditions actually starts off in a very small way. This area of moisture in orange some models keep it away from the uk, but some bring it closer into the uk. A small difference, but the significance of this is that in scenario one, the moisture stays away from our jet stream. Whereas in scenario two, it interacts with the jet stream. And then through a feedback process, you can start to see the low pressure form, bringing wet and windy conditions that then pushed northwards across the uk during tuesday and into wednesday. So what starts off as a very small difference between the model like chaos can grow to give us very different scenarios. Which one of these two comes out as being the winner on tuesday . We arent sure. You will have to stay tuned. The Prime Minister calls for mps to back an early general election on thursday december 12th. Boris johnson says if they vote to go to the polls, he will give mps then more time to debate his brexit deal. Its time, frankly, that the opposition summoned up the nerve to submit themselves to the judgment of our collective boss the people of the uk. An election needs the support of two thirds of mps, but labour is remaining tight lipped and wants an answer first from the eu about a brexit extension. The principle is take no deal off the table, eu answer tomorrow, then we can decide. Well be asking how likely a december election really is. Also tonight.
