They called the police again they are now refusing to confirm any information. They say they are still gathering. It is quite a murky picture on what has happened. As you can see from the pictures, that officer draws his gun and then he was scuffling, with one man dressed in a white hoodie and then another dressed in black approaches him and then he points his gun to this black man and fired one shot. That man fell down and then we hear two more gunshots being fired and then two people were detained by police on the ground and taken away later on. As we await further details on that person, give us further details on that person, give usa further details on that person, give us a bit of context. What was happening in the area this morning . Authorities in australia have declared a state of emergency, with weather conditions expected to worsen significantly in the next 2a hours. 64 bush fires are still burning and several of them are edging closer to the outskirts of sydney. At least three people have been killed in New South Wales and authorities fear more lives are at severe risk. Heres freya cole. Authorities in australia arent taking any chances. Theyve issued a state of emergency in both New South Wales and queensland as bushfires of wreak havoc for a fourth day. That there is no doubt that the fire danger that we will see in and around sydney is unprecedented. Because under these conditions fires will start incredibly quickly, they will spread very, very rapidly and we dont want people in the path of them because there is the potential for them to be killed. Firefighters are bracing for the worst ahead of tomorrows dangerous forecast. High temperatures, strong winds, and low humidity are a deadly mix during a bushfire emergency. The message to residents is to leave now while they can. For many its a difficult decision, but theyve been warned help may not be available when the fire arrives. What do you reckon, mate . Not cool, mate, not cool. Thousands of people have been displaced. Theyre camping out in makeshift Evacuation Centres and have been told they cant go home until its safe. Its just the worst thing ive ever seen. Honestly, the front that was coming at us there was nothing you could do about it. So lost a few friends in the fire, lost all the possessions. Possessions are nothing. Its the people that count, eh. The fire is also claiming the lives of countless wildlife. As many as 350 koalas have perished after flames tore through sanctuary in bushland. Firefighters are working around the clock and are starting to wear out. Extra volunteers from interstate, new zealand, and even the military are being called into help during australias moment of need. Freya cole, bbc news. Joining us from the fire ground near taree in New South Wales is Senior Channel seven reporter bryan seymour. The line is a little delicate but we will give it a go anyway. Just tell us will give it a go anyway. Just tell us whats happening where you are. Today we are in the eye of the firestorm. Conditions are cooler today but tomorrows catastrophic warning for the greater sydney region is the first in history. It is unprecedented. It extends up to the hunter region and we have just heard to the illawarra. To the north and south of sydney in New South Wales was up affecting countless thousands of homes. Today is an opportunity to jump on the spot fires, for homes to be prepared, for people to pack their cars ready to flee. Modern homes are not designed to withstand these fires. That is the message from authorities. There are 870 firefighters on the ground. To give you an idea of the scale of this feierabend in the last week. I million hectares bone. That is about one million football fields. And many more under threat with tomorrows strong winds, high temperatures, and high humidity. Gusts of up to 80 kilometres per hour. Humidity below 10 . Gusts of up to 80 kilometres per hour. Humidity below10 . Expected to cause conditions not seen before in sydney and New South Wales. So, really, today is about batten down the hatches, clearing the grounds around these houses, clearing gutters of dry tender, and trying to salvage whatever personal items people can before they flee to the Evacuation Centre s tomorrow. They are already potentially calling it black tuesday. It is not looking good. There were warnings a couple of days ago, the Emergency Services there simply may not be able to reach everyone if people dont take personal responsibility and flee. Do you think that message is getting through now . Look, it is. And as a couple of things playing into this. We are told to prepare an act, that is have your bush by emergency plans in place. The bushfire extends right into the suburbs here in australia most of the capital city. People do have a bushfire plan. But many people overconfident about what they can achieve and want to stay and defend homes, understandably. You cannot do that in this type of fire. That is the message. The other thing is during the year there are Hazard Reduction burns to reduce the dry fuel in the bushland so that these fires dont get so intense stop there hasnt been as much of that leading up to this fire season and the land already burnt here is more than the last three fire season s combined and we are onlyjust starting into summer. So it is more than the Emergency Services can handle if it does come to fruition and all the expectations are, the predictions are that it is going to bea predictions are that it is going to be a terrible day tomorrow for New South Wales. We are running out of time. One more quick question. I know you have plenty of experience reporting on these matters. Develop viewers the world a sense of perspective, how unusual, how different are they this year . Everyone they have spoken to has said it is unprecedented. Even an indigenous man whose relatives go back three centuries, before european colonisation, since we have seen a fire event like this in this pa rt seen a fire event like this in this part of australia. People are angry that more Hazard Reduction burns once done. People who have lived here their whole lives havent seen it this bad. These fires are so intense and fast moving, and as i say, the bushes full of dry fuel, it is the perfect storm of fuel, wind, temperature that is fuelling these catastrophic conditions, unprecedented for sydney. Never before. So everyone here bracing themselves for a very difficult day tomorrow. Thank you very much for that. Bryan seymour there. Bolivias president , evo morales, has announced his resignation after the countrys military urged him to stand down. Viva bolivia 0n the streets of la paz, as the news broke, there was cheering and jubilation from supporters of the opposition. Translation it is totally glorious for us. Were very happy. And long live democracy. Translation absolutely happy. Grateful to god that this dictatorship is over, this tyranny is over. Time ran out for the president when the countrys military took to the airwaves. The head of the armed forces urging mr morales to renounce his mandate, allowing for peace to be restored and the maintenance of stability for the good of bolivia. Stability has been in short supply since last months president ial election. Three weeks of increasingly violent protests as opponents of mr morales accused him of fraud. Evo morales was the countrys first indigenous president , coming to power in 2006. He pursued an unashamedly left wing agenda, aiming to redistribute wealth and combat poverty. For his supporters, mostly the rural poor, he was a hero. But for many in bolivias more affluent cities his policies were a lot more divisive. You have to understand that most of the population in the country has been blockaded, basically, nojobs, no public offices were open. He has now departed the scene. The victim, he says, of a coup. I think that is not ok when you have a vote in april and now in november are you voting another time. Translation im worried about the stability of the country. Im worried about the economy and im worried about catalonia. Spains socialist Party Headquarters tonight. Weeks of negotiation likely lie ahead. What they, what this country fear most, ongoing political paralysis. Jenny hill, bbc news, madrid. In may this year, pakistan was shocked when it emerged that large numbers of people from just one region had been diagnosed with hiv. Within six months, about 12 hundred people in the sindh province in the southeast of the country were confirmed to have the virus. Nearly 900 of them were children. The number of infected people is constantly growing. The bbcs Shumaila Jaffery travelled to the region to find out how the affected families are coping. vt they are frightened and traumatised. A few months ago, in the small village of ratto dero, 32 children were found to be hiv positive. The community is still reeling with horror. Translation our childrens lives are at stake. How are they going to cope with this disease . People hate them. People even discriminate against us. They ask us not to shake hands and not to visit their houses because they fear that they will also get sick. A massive screening was carried out in the whole district of larkana, in southern pakistan. 1,100 people were found hiv positive. More than 800 of them were children under the age of 12, with no Family History of the disease. This used to be the busiest paediatric clinic in the area before the outbreak. It is sealed now, and the doctor who was running it is under trial. The initial enquiry report suggested that he was one of the main sources of spreading hiv among children a charge that he denies. Dr muzaffar ghangro, who is himself hiv positive, was accused of reusing syringes and cannulas on children. He was soon arrested, but was later cleared of the charge of spreading hiv on purpose. He was released on bail and says he is innocent. Translation Health Officials were under a lot of pressure to cover up their incompetency. They needed a scapegoat and they made me one. And it was also jealousy. My practice was popular, so some doctors and journalists made this up. But Health Officials now say that dr ghangro is unlikely to be the sole cause of the outbreak. According to a government report, local doctors reusing syringes and iv needles are to blame. And the government admits that what happened in the Larkana District was a wake up call. Doctors often dont think about the well being of their patients. They give them injections even when they are not required, as a quick fix. And thats not the only issue. One of the Biggest Barriers to containing hiv in pakistan is the strong stigma around the disease. Keeping quiet about things doesnt make them go away. So this time it is very important that we address this outbreak in a proper way and take action which is sustained. The government is trying to address this. For example, they are looking to introduce autolock syringes, disposable devices that Self Destruct and cannot be reused. But poor practices are deeply rooted in the pakistani medical system and will take a long time to resolve. And in the meantime, a whole generation in larkana will spend the rest of their lives living with hiv. The fight against Climate Change has put an urgent focus on Carbon Emissions from aviation, something the industry says its working hard to reduce. But a bbc panorama investigation has revealed how a common practice among airlines, including British Airways, increases emissions. Its called fuel tankering, and it involves filling up British Airways says it has big ambitions when it comes to the environment. We have set ourselves the vision to be the Worlds Leading Airline group on sustainability. Over the last three years, our fuel Efficiency Programme has saved over 200,000 tons of c02. But a British Airways insider has decided to blow the whistle on one way the industry puts saving money before saving the planet. He is worried speaking out could cost him hisjob, so wants to remain anonymous. I believe them to be misleading passengers to think that British Airways is more sustainable than it actually is. He told us about a practice known as fuel tankering that causes unnecessary emissions. So heres how it works. The cost of Aviation Fuel differs between destinations and airlines can save money by filling up with fuel where it is cheap, so they dont have to buy fuel where it is more expensive. The problem is, more fuel means heavier planes, and heavier planes. Mean more Greenhouse Gas emissions. British airways can save hundreds of pounds per flight doing this, but the bbc has seen dozens of internal documents that show sometimes, it saves about a tenner. For such a big company, such as British Airways, to be trying to save such small amounts while emitting so much extra c02 seems unjustifiable in the current climate. It sounds to me like hypocrisy. It is, its exceptionally hypocritical. I have been a ba employee for a long time. Im very proud to be part of ba. But in all honesty, it makes me sad and disappointed. British airways told the bbc this is a classic example of Corporate Green wash and shows that they are willing to turbo charge the Climate Emergency even for very small additional benefits to their bottom line. Tankering is an industry wide practice. Ba told bbc panorama it is responsible for just 2 of the additional emissions tankering generates in europe. It would be easy for European Airlines to drop the practice. Stopping tankering would raise costs a little but would cut a lot of c02 emissions, an estimated 900,000 tons every year. Justin rowlatt, bbc news. A reminder of our top story this hour. A hong kong activist has been shot by police using live ammunition and has been taken to hospital. He is said to be in a Critical Condition. We will bring you more on that as we get it. You can reach me on twitter. Im lvaughanlewis. Dont be fooled by sundays sunshine. Theres more rain on the way this week, and to areas that really dont want any more. This is how thejet streams looking this week. Its taking aim at the uk. Its on a more southerly track than it might be at this time of year, nestled within these dips, we find areas of low pressure bringing wet weather, and the uk is staying on the northern side of the jet stream, and that means in the cold air. A chilly week to come. So this is what we can expect this week from this weather pattern. I am afraid low pressure will be around with further rain at times, cold enough for some hill snow. It will often be windy, low pressure, temperatures below average and frost occasionally overnight. And this is how were starting the day. A wintry start to the day across northern parts of scotland. Weve seen wet weather throughout the night, the bulk of that clearing away. It has delivered some snow to relatively modest hills north of the central belt in scotland, so could be quite tricky over some of the higher roads first thing. The bulk of the wet weather just clearing away from eastern parts of england. Could be gusty winds with that, as it clears. Then following on behind, yes, brighter skies, sunny spells around, but there are these showers, most frequent towards the north west of the uk. Heavy, thundery, wintry on hills, could see some hail as well. Pushed in on brisk north westerly winds, some will travel all the way east and south across the uk, but relatively few across southern and eastern parts. So in the afternoon, more on the way of dry and sunny weather to be found here. Temperatures for the most part in single figures, feeling colder than it did on sunday, because theres a strong wind. 0vernight and into tuesday, see the showers still keep on coming in here, some clearer spells to the south and east. All down to this area of low pressure still close by on tuesday. Its likely to push a longer spell of wet weather south across the uk, and from monday into tuesday, we will see the rain totals mounting into the peak district, some snow to the high hills here, but that could influence the flooding. So we will keep an eye on that. There is the spell of wet weather moving south on tuesday, what is clearly another cold day. A bit of a lull to start wednesday, with frost and freezing fog patches, but another area of low pressure comes in, some Better Weather for northern ireland, wales, South West England on wednesday, then thursday, this band of rain sitting through parts of england and wales, and it could well be raining in some of the areas seeing the worst of the flooding at the moment. Weather warnings in force, details on our website. If youre concerned about more rain where you are, you do really need to keep across the forecast as we go through this week. This is bbc news, the Headlines Police in hong kong have shot a protester at point blank range using live ammunition. It happened during the morning rush hour at an intersection in the city. Thereve been clashes as pro democracy activists try to disrupt transport by setting up barricades. Australian authorities declare a state of emergency in both New South Wales and queensland. It comes after warnings that bushfires in the country could also pose a catastrophic threat to sydney. Strong winds, high temperatures and low humidity is predicted in the coming days, meaning the crisis is far from over. The president of bolivia, evo morales, has resigned after nearly 1a years in power. The head of the army had called on him to go following last months disputed election victory which sparked widespread protests
