The Prime Minister says the government is reviewing the licence conditions of 7a convicted terrorists freed from prison following the attack on London Bridge on friday, amid criticism of the attackers Early Release from prison. Usman khan, who killed two people and injured three others, before he was shot dead by police, had been released halfway through a 16 year sentence he was serving for his role in an alqaeda inspired plot. He was out on licence and wearing an electronic tag when he started attacking people at a conference on prisoner rehabilitation. Our Political Correspondent Susana Mendonca has been following the mornings Political Developments in the wake of the attack. The Prime Minister is also talking about toughening up sentencing, and specifically hear he has been talking about automatic Early Release, and there has been some dispute between which government is responsible for letting people out earlier, with the Prime Minister putting the blame on labour and labour and others coming back and saying that it is rules that the conservatives put in place. And borisjohnson was challenged today on andrew marr about why the conservative government did not change rules sooner. And he was making it very clear that he sees himself as being a Prime Minister of a new government, distancing himself somewhat from the actions of the previous administration, and it was very much an exercise in deflection, with the Prime Minister refusing to apologise for various things. We are going to bring in tougher sentences for serious sexual and viola nt offenders, that is what we are going to do. Lets talk about your record. I absolutely deplore the fact that this man was out on the streets. I think it is absolutely repulsive, and we are going to take. That repulsive thing happened under the conservatives. It was conservative legislation and a conservative regime. Would you like to apologise to people . I would respectfully repeat to you that his release was necessary under the law because of the automatic Early Release scheme under which he was sentenced, and that was brought in by labour with the support ofJeremy Corbyn and the rest of the labour party. Earlier this year. I opposed it both in 2003 and in 2008, and now that i am Prime Minister, i am going to take steps to make sure that people are not released early. But you need to answer some serious questions. In 2019, the chief inspectorate of probation said of the Probation Service, under the conservatives, he said, probation is not working as it should, it is not working well enough for the most troubled and troublesome people in society when they and the wider public deserve better. Would you like to apologise to people for what has happened to the Probation Service under the conservatives . Obviously i think we should be investing more in the criminal justice system, and i. So you made a mistake as a government . No. Jeremy corbyn, labour leader, meanwhile saying that a lot of this lies in the cuts that have taken place to services over the years . We heard borisjohnson saying it is not about cuts to the Probation Service. The labour partys point of view is very much that this is as a result of almost a decade of austerity, cuts to policing and the Probation Service, and Jeremy Corbyn focus on that line of attack as a result of what we have seen in the past couple of days with this terrorist attack. He was asked on sky news whether he thought that convicted terrorists should serve a full sentence. It depends on the circumstances, it depends on the sentence, but crucially, depends on what they have done in prison. So, not necessarily then . No, not necessarily, no. I think there has to be an examination of how our Prison Services work and crucially what happens when someone is released from prison. Because i need to know whether or not the parole board were involved in his release. Apparently, they were not. They make that statement quite quickly after yesterdays terrible incident. Secondly, there was apparently no Probation Service involvement in monitoring this former prisoner who after all had only served half a sentence and he came out i think a year ago and there has to be an examination of what goes on in the prison because prison ought to be a place where people are put away because of major, serious offences, but also a place where rehabilitation takes place. Jeremy corbyn. Meanwhile, the liberal democrats are saying that this should not be a political football. And theyve been saying that the government are misleading the public on this, making a point that if this individual had been convicted now, he would not have been released early because the parole board would have had a role in it, but you have also got chuka umunna from the liberal democrats saying that what needs to happen is the parole board needs to be properly funded, and it shouldnt be used as a political football. Clearly, the system needs to be looked at. But the facts are this. The assailant, the person who committed the attacks here, wasjailed under a regime inherited by the Coalition Government from a Labour Government and then he was released early under a conservative government. So, this happened under governments of different political persuasions and the changes that need to be made, frankly, i think the focus has to be on properly funding the parole board, properly funding the Probation Services, and let us remember, i think the Prime Minister has been dishonesty. Those things were cut under the liberal democrats when you were part of the coalition. Like i said, this is why it is difficult to try and play political games with this. And let us not forget, actually, that if this particular individual had been convicted for doing what he did now, he would not have been released early, he would have to serve at least two thirds of his sentence, and he would have only been released if the parole board deemed that he didnt pose a threat to the public. So, i think lets draw a line under the silly political games being played with this terrorist incident and just focus on what needs to happen to make sure it doesnt happen again. And of course there are those who are saying that this shouldnt become a political issue, but we are less than two weeks away from a general election, a very crucial general election, and so it is something that all of the Political Parties are being questioned on, and will have an opinion on. Susana mendonca. And the liberal Democrats Foreign Affairs spokesman chuka umunna will be taking your questions on brexit and the upcoming general election at 2 30 this afternoon. Send us your questions on twitter using the hashtag bbcyourquestions, or you can email them to to yourquestions bbc. Co. Uk. The secretary general of the un, antonio guterres, has called for greater political will to tackle Climate Change. He was speaking ahead of the 2019 un Climate Change conference, known as cop25, which formally begins in madrid tomorrow. Mr guterres praised young people for their efforts to improve the environment and said subsidies on fossil fuels should be scrapped. The road map to stay below 1. 5 degrees is still within reach. The technologies that are necessary to make this possible are already available. And the signals of hope are multiplying. Public opinion is waking up everywhere. Young people are showing remarkable leadership and mobilisation. What is still lacking is political will. Political will to put a price on carbon. Political will to stop subsidies on fossil fuels. Political will to stop building coal powered plants from 2020 onwards. Political will to shift taxation from income to carbon, taxing pollution instead of people. We simply have to stop digging and drilling and take advantage of the vast possibilities offered by Renewable Energy and nature based solutions. Offered by Renewable Energy and nature based solutions. Antonio guterres. Rugby star Gareth Thomas says he wants his everlasting legacy to be greater awareness of hiv, after revealing his own positive diagnosis back in september. The former wales rugby captain has been speaking to prince harry in an interview for the Terrence Higgins trust, as part of world aids day. Youve got a new purpose in life and youve turned a negative into a positive. Yeah. And ill tell you what i feel like. And this is the truth, mate. I always felt that my life was to play rugby and to represent wales, which i did with all the passion i have, right . But i actually feel that my rugby gave me the platform to actually do what im doing now. And i believe what i do now, like, what i do now is really what i care about. Because theres not many people from a simple life like ive come from who could have the power to change other peoples lives. Thats, like. Its one of the most fulfilling things. It blows me away. I sit down with my parents sometimes and we look at my trophy cabinet, which im really proud of. Its big. Yeah, its big, its big. But i look and i think, you know what, theyll gather dust and theyll go away and theyll be forgotten about. But id like to think where we go on this journey of education and breaking stigma around hiv is something i will have a legacy everlasting. There is a 2030 goal and youve now just signed up as a commissioner. Yes. Im going to be a commissioner to sit on a panel with a group of people, we have a common goal that in ten years time within england there will be zero new transmissions of hiv. Now, this whole thing might be bizarre anyway, like, were sitting in a rugby ground, me and you having a chat about hiv, talking about zero transmissions of hiv in ten years time. Like, i cant believe that were actually at a point where thats a reality. But it is. It is a reality. And its something that, for me, its my next step. We know theres a hell of a lot to do but what youve managed to do in the space of, you know, six or eight weeks has been transformational. Genuinely transformational. As you said, we should all know our status. And if its treated just the same as any other virus thats exactly what should be happening. Yeah. From my perspective, all i can do is thank you for the difference that youve made and the lives you are saving on a daily basis now. And you will have every single one of us backing you the whole way. Youre not in this alone. Youre not. You now know that. I know. You put the trust in the british public. And quite rightly. You know, they support you all the way. Gareth thomas speaking to prince harry. More protests are taking place in hong kong today as pro democracy demonstrations continue. Police fired tear gas as thousands of protesters marched to the american consulate to express gratitude for washingtons support for the movement. Thats after a decision last week by President Trump to sign a bill that supported the demand for greater freedoms. Our correspondent in hong kong, nick beake, explained earlier what us support means to the protestors. I think it has certainly given a big boost to the Pro Democracy Movement here. Just talking to people, they felt that they have secured two victories in the past week. The first one came a week ago when their candidate did very well in the district elections here, winning 17 of the 18 councils in hong kong. And then as you mentioned, President Trump during the week signed off this bill which basically many people see this is taking the side of the people who are on the streets once again today, so they did have a spring in their step as they marched through the streets. As you mentioned, there was some violence, on a pretty low scale, really. The police fired a bit of tear gas. They also used pepper spray at one point after coming under attack from some protesters. But we have not seen the widespread violence of previous weekends and during this long five or six months of crisis for hong kong, and i think thats because there is a sort of debate at the moment among the Pro Democracy Movement. People are saying, what do we do next . They feel that theyve shown that theyve got the wider support of the hong kong people through the elections last weekend, and they feel theyve got International Support as well from the united states, significantly. And they are saying, look, do we take stock, hang back, try and come up with a better strategy which will bring us some sort of political reward . Some people are saying that. On the other hand, they are saying, no, we need to keep going, and if that means violence being the answer, then we have to do that. And so i think there is a bit of discussion, certainly online people are trying to work out what to do, and this is not an obvious movement with designated leaders. I think at the moment people are taking stock, and the latest we hear tonight in hong kong is that many people have now gone home for the night. Normally this might be the point at which things escalate. Maybe there are a few pockets of tension, but in the main this is a pretty peaceful city tonight. Englands captain smiling once again. This might be his most important test century, his 17. His last tonne came in the caribbean nine months ago. He has not managed to escape the heat since. Poor performances in the ashes followed by low scores in the opening test in new zealand saw him drop out of the worlds top ten batting rankings for the first time in five years. His captaincy question, so was his ability. But this was a performance that began to answer the critics. An innings that showed glimpses of his natural talent, and the occasional nervy moment. It was an innings of endurance, of grit, of patience. Roofs roots test century, and he has appeared to rediscover his form. Roots test century, and he has appeared to rediscover his formm was huge forjoe, who has had a tough year with the bat so far, and there has been a lot of talk about him. When you come under the spotlight like that, to respond in the fashion that he has today shows a lot of character. I thought he was very convincing right from the word go. Two wickets late on combined with a rain delay meant root and england still have plenty of work to do. 106 runs behind heading into day four. But they have never lost a test match when root has scored 100. There will be nowhere to hide for englands captain as he aims to maintain that record in hamilton. Im joined by david toube, head of policy at quilliam, an organisation which works to combat extremism. Thank you very much forjoining us. We are hearing from the politicians in response to the attack on friday. The Prime Minister is talking about there being longerjail terms for those convicted of terror offences. How helpful would that be . The failure has not been on the length of the jail term but in the process of the jail term but in the process of de radicalisation and supervision after his release from jail. Ian aitchison conducted a review of the radicalisation and treatment of terrorist prisoners in 2016, and he found absolutely desperate systemic failures from the top management to the bottom Prison Chaplains and prison officers, so again, the problem is essentially one of resourcing and expertise, and that is where the failure is and that is where resources and effort needs to be put. The phrase Early Release, then, implies that people are let out of prison and that is it. What really happens when someone is on Early Release on licence . Every single prison sentence has a period of detention and a period of supervision, and that is the same for every type of offence including terrorist offences. The problem i think is in the language you use to describe it, because when people hear the word Early Release, they think someone is simply being let out scot free, but in reality what is happening or should be happening as they are effectively being monitored, and can be recalled to prison at any stage. How did azman can manage to carry out this attack on friday . Usman khan carry out this attack on friday . Given that he was on licence and an electronically tagged . No system will ever be com pletely tagged . No system will ever be completely successful in detecting liars, but what we do know from the aitchison review is that the system is not detecting those sorts of offenders and judging the sincerity offenders and judging the sincerity of their rehabilitation. How difficult is it, then, to tell whether somebody really has given up those radical ideas . The one thing that you need is people with experience and expertise in this area, and the prison and a service does not have that expertise. It does not have that expertise. It does have it in relation to sexual offences, but this terrorist sphere is one where huge amounts of extra effort is going to need to be put if the government is going to seriously combat the risk of terrorist reoffending after release. There are 230 such people in prison at the moment. They are going to have to be let out at some stage. We have to have a system that is fit for purpose, and we dont at the moment. Ware will we draw those experts from . They have to be trained up. What Ian Aitchison found was that there was effectively an ad hoc approach to evaluating these things that had been developed by prisons themselves. We have universities and think tanks like quilliam which are capable of advising governments on how you go about these things, and thatisif how you go about these things, and that is if anything more important than keeping people in prison for longer. People have to be kept in prison, and people deserve to be punished, but at some point they have to be let out, and when they are have to be let out, and when they a re let have to be let out, and when they are let out, they must be properly judged to be safe and no longer a risk to the public. What do we know about how usman khan was radicalised initially . We know about his associations to our, and we know about his associations with other extremists who told muslims that they had to fight and defend the caliphate, and that was the Muslim Association of britain which is an organisation which unfortunately has become mainstream, and it has partnered with politicians and Civil Society organisations, and i saw that last weekJeremy Corbyn said he would invite the Muslim Association of britain to downing street if he we re of britain to downing street if he were elected as pro minister. I published a paper last month for the commission for countering extremism which talked about the perils of mainstreaming islamist organisations that promote the caliphate, and this isa that promote the caliphate, and this is a good example of what that risk is. And looking at that issue of keeping terrorists in prison permanently, for life, how likely is it that that could become law of borisjohnson is it that that could become law of Boris Johnson is prime it that that could become law of borisjohnson is Prime Minister after this election . That is clearly possible and probably the right thing to do in relation to prisoners who have committed terrorist atrocities, but the problem with usman khan is that he was planning it, you cant put somebody in prison for life are preparatory acts, you have to have a degree of proportionality, and that is why the emphasis needs to bejudging when they are safe to be let out under an extended sentence regime rather than keeping them in prison for ever. David, thank you very much indeed for coming in. Jeremy corbyn has warned people cannot be kept safe on the cheap, following the London Bridge attack. Speaking in york in the last half hour, mr corbyn said the government could take action to make acts of terror less likely, and said labour would always do whatever was necessary to protect people. Our correspondent Frankie Mccamley is there. Jeremy corbyn was giving that speech in the shadow of fridays terror attack, that was in the front of his mind and a lot of politicians minds. He mind and a lot of politicians minds. He began by paying tribute to the victims, the families, all of those involved in the attack, the Emergency Services and the members of the public that he described as extraordinarily brave, those people who intervened, put their lives on the line to stop the attacker from injuring or killing anyone else. Interestingly, he backed the use of lethal force towards usman khan, saying that the police do have the right to use lethal force when someone poses a risk to the public. And thenJeremy Corbyn went on to talk about keeping the people safe, and people have the right, he said, to know how the authorities will be keeping them safe. And like you said, that cannot be delivered, safety cannot be delivered on the cheap, he kept repeating that message, referring to the years of cuts and austerity towards the police force, the Probation Service, specifically about the Probation Service saying that the part privatisation of that back in 2014, he described as resulting in disaster. And he really questioned what kind of contribution those cuts could have had to fridays attack, and we can hear what he said about that now. Our Public Services are the glue that binds our whole society together. Community, policing, the Probation Service, the Mental Health service, Youth Service and social services all have a vital part to play in this as does our education system. When the Public Services are cut back as they have been during the past decade of austerity, they leave behind huge gaps. And that can lead to missed chances to intervene in the lives of people who go on to commit absolutely inexcusable acts. Well, the government has announced a review into licensing conditions. The Prime Minister has said he is going to end this Early Release for terrorists, those who commit the worst crimes, saying that they are going to serve a minimum of 14 yea rs. Going to serve a minimum of 14 years. I did ask mr corbyn what he thought of that, should usman khan have had a longer sentence, a tougher sentence . He said there shouldnt be a knee jerk reaction to everyone, there shouldnt be a one size fits all answer. Frankie mccamley, thank you very much. Its been revealed that a loud bang heard by People Living in parts of south east england overnight was a sonic boom from two raf jets. Hundreds of people across north london and the Home Counties were woken up by a loud bang that many said sounded like an explosion. The noise was generated by two Royal Air Force typhoons, which launched from coningsby in lincolnshire and intercepted an unresponsive aircraft which later re established contact. Lets have a listen to recordings viewers have sent in. Boom it would make you wonder, wouldnt it . I slept through it now its time for a look at the weather with sarah. It has been a cold and frosty start to the 1st of december, the first day of meteorological winter. It is looking mostly dry and sunny now, just one or two rogue showers as we head into the afternoon across parts of east anglia, the east coast of england, but most other places looking dry, bit of patchy cloud here and there are lingering through the day, but feeling pretty chilly, with temperatures only about 2 8d, but fairly light winds and some sunshine to compensate. More cloud put it in for northern ireland, scotla nd put it in for northern ireland, scotland and rein in the north west, not as cold in the north west as it was last night, but a sharp frost across england and wales, with temperatures down to 4 for quite a few spots. Cold and frosty with some mist around first thing, another cold day with highs of 6 9 degrees. Goodbye. Hello, this is bbc news with martine croxall. The headlines. After the attack at London Bridge, the Prime Minister says the licences of 74 other people out on Early Release after terror offences are being reviewed. I absolutely deplore the fact that this man was out on the streets. I think it is absolutely repulsive, and we are going to take. That repulsive thing happened under the conservatives. It was conservative legislation and a conservative regime. Failure to recruit has left huge staffing shortfalls with staff supervising more cases than ever expected, posing, again, a serious risk to our security. You cannot keep people safe on the cheap. Applause. Two people, including 25 year old jack merritt, were killed in the attack by a man
