My apprenticeship changed my life. And thanks to this government, they have changed five and a half million lives since 2010. Some people view them as second rate, but my mission is to change that. To make an apprenticeship the way you become a teacher, a doctor, a lawyer, even a space engineer. Many will still want to go to university and that will be the right choice for them. And if they do, they should get the education that they paid for. That is common sense, right . Apparently not. It is slightly more complicated than that. It is going to be guidance rather than a specific rule, the Mobile Phones are not allowed in schools, so schools will be encouraged to stop pupils using phones in school time rather than some sort of blanket ban imposed by the government. Well, the Direction Of Travel if you will excuse the pun on hs2 seems to be pretty clear for a couple of weeks, actually, that the government was preparing to axe the leg that is due to go from birmingham to manchester. We have had Government Ministers on bbc news today talking about the cost going up, seeming to suggest that there was a lot to weigh up. And actually, it got to a point where you couldnt really justify the amount that was going to have to be spent on hs2 or on that second leg. I have got to say i have been chatting to people in number 10 over the past couple of hours and they are saying categorically that no final decision on this has been made. There has been no final sign off to cut that leg from birmingham to manchester. But the key word there i think is final. It does still feel to me that that is what is likely to happen, it seems like the government is preparing to announce some other things that it thinks will soften the blow of cancelling that extra leg of hs2. But the government insisting that the actual sign off, the formal decision that we have all been waiting for to happen has not happened quite yet. Well, if you speak to political leaders in the north of england like the mayor of Manchester Andy burnham, the mayor of Birmingham Andy street as well, they are all really pro hs2, they say it will be good for capacity, get more people on the railways, it will be good for the economy, more connection to london, good for a journey times, it would take less time to get from somewhere like manchester to london. There is a Counter Argument we have heard from some conservative mps from the north of england, by the way, saying that actually, it is better to have an east west connection, it would be easier to move from one side of the north to the other side of the north. That is the other side of the north. That is the priority. And i suspect that if rishi sunak does sign this off in the next day or so, that will be what he does, he announces more infrastructure from east to west in the north of england. But politically, this feels like a bit of a slow motion car crash for the government to me, it has been days of speculation know where we have all been talking, will they or wont they come out when will they announce their decision on hs2 . Lots of speculation it would happen last week, it didnt happen. It is now a big Talking Point at this conference in manchester that the government might can at the hs2 line to manchester, while they are in the city itself. It is now possible that rishi sunak makes an official announcement and decision on this at this conference. And i think it will seem a really strange juxtaposition to a lot of people that he has waited until he is in manchester to allow that to happen. fiend waited until he is in manchester to allow that to happen. There was some benefit reform announced and a freeze on Civil Service expansion to try and save money. But at the heart of it is an argument that this is not the right time for tax cuts. And that is controversial here, too. Because we had liz truss turn up early in the day to make the argument again for tax cuts. I suspect that some people will find it a bit strange, frankly, that liz truss is still turning up and making these arguments, given what happened when she was in office. But it is worth remembering a lot of conservatives still agree with her and still think the government is being too timid when it comes to the economy and that if you are going to persuade voters to back you at an election next year, you have to come up with a big offer to stimulate Economic Growth and allow taxes to come down and for people to keep more of their own money. That argument was being made earlier in the day at this conference. The counterargument we have been hearing from the chancellor is, do you know what . It is not the right time, is far better to focus on bringing down inflation, growing the economy, then you have got a bit more space for tax cuts. And if you are at home thinking, why does all of this matter . The simple answer is that this is the chance for the conservative party to show that it has its house in order and it has a plan going into the general election. So far, there have been a lot of internal debates about tax, a lot of internal debates about tax, a lot of internal debates about tax, a lot of confusion about hs2 and rishi sunak has not quite got round to setting out the big fish and he thinks that could win over the country. Chatting to mps and tory politicians of other stripes and some activists, i think there is a lot of frustration at how this conference is going so far. They dont think this has the energy of a party thatis think this has the energy of a party that is about to revitalise itself and start a new period where it is selling itself to the country as a party that has ideas going into the general election. I dont think we should draw to phone a conclusion just yet because the biggest thing at a conference on the final day is the leaders speech, the big Set Piece Events that people really Pay Attention to in the political world to form. But if you are wondering how the tory party is doing, what sort of mood it is in, what sort of front footing it is trying to get itself onto, does it feel to me yet like it has found the Rocket Boosters it needs if it is going to catch up in the polls with the labour party. It is not as despondent as it was last year, thats not the chaos that there was when it felt like the government could collapse at any moment, rishi sunak has in that sense steadied the ship. But this conference is about moving on from steadying the ship to say, here is how we are going to sail it forward. And at the moment, i am not sure conservative activists are getting as much as they want.
