Returning to the middle east. Since the start of the Israel Gaza War in october, jewish settlers have increased the rate at which they have been setting up illegal outposts in the other palestinian territory, the West Bank. According to the un, in that time over 1,500 palestinians have been displaced from their homes. For over six mOnths, Bbc Eye investigatiOns has been following the activities of settlers living in illegal outposts and can reveal new details about support they have received from an israeli state linked organisatiOn. Emir nader reports. Here in the occupied West Bank ayesha and her Husband Nabeel say theyre being forced from their home. This is the man shes accusing a settler named Moshe Sharvit. But Moshe Sharvit paints a different picture of his presence here. He lives in an unauthorised settlement in the West Bank. Its whats known as an outpost, illegal under both israeli and Onal-law'>InternatiOnal Law, and outposts like moshe� s, which are often farms, give Settlers Access to huge areas of land. Its outposts like these that are rapidly expanding since the beginning of the war in gaza, and are increasingly linked to violence and the On'>Mass ExpulsiOn of palestinian families, while pushing israeli settlements deeper into the West Bank and taking cOntrol over vast swathes of land. Bbc Ons'>Eye InvestigatiOns has analysed data and verified the locatiOn of 196 outposts across the West Bank. Almost half were set up in the last five years. We join Ayesha And Nabeel again as they return home, two mOnths after they were forced to leave. Moshe sharvit, the settler who they say forced them out, appears again. Earlier this year, Moshe Sharvit was amOng a number of settlers sanctiOned by the uk and the us for violence against palestinians in the West Bank. Weve discovered how an israeli government funded divisiOn of the Onist-organisatiOn'>World ZiOnist OrganisatiOn has dealt with some of these settlers. Documents obtained by an Israeli Ngo show how the wzo has allocated large areas of the occupied West Bank to settlers. They forbid the building of any structures. But we found a pattern of settlers who have established their outposts On these lands. Its a body which runs very, very, very big part of a land which had been expropriated by the israeli authorities in the West Bank to defend israeli settlements or settlers. And we have seen some powerful groups in israel support the rise of these outpost settlers, including two ministers in the On-government'>CoalitiOn Government who are settlers themselves and have sought to legalise them retrospectively. Here in the uk, an independent review has found that the body that inspects schools in england and wales, ofsted, was � defensive and complacent� in its respOnse to the death of Head Teacher Ruth perry. She died by suicide after learning that the watchdog was downgrading her school. Ofsted� s Chief Inspector has accepted most of the review� s recommendatiOns, as our On-editor-bra'>EducatiOn Editor Bra nwen jeffreys reports. Ruth perry had a happy family life, a job she loved. Last year, the primary Head Teacher took her own life. An ofsted inspectiOn an inadequate grade shattered her mental health. But ofsted was defensive and complacent, says this report. The On-secretary'>EducatiOn Secretary says it shows the need for change. It� s deeply cOncerning, and it underlines the view that i� ve held for some time about the need for wider reform of ofsted. The measures that i� ve set out in terms of moving away from those One word judgments are Only the first step in terms of the change that we need to see. And i� m determined to work with the new Chief Inspector to drive forward that change, and to have a culture that encourages openness and transparency. Ruth� s sister, julia, has campaigned for that change. In the mOnths after the death, ofsted made no attempt to cOntact the family. Its a complacent, On'>Defensive OrganisatiOn that has been incapable of self reflectiOn, that will not listen to criticism, and has been doing untold harm as a result and getting away with it. Do you think that the inspectiOn came to the right cOnclusiOn . I do. I think the findings were secure and i think the On-team'>InspectiOn Team worked with the Onalism-and-sensitivity'>ProfessiOnalism And Sensitivity that i would expect from our inspectors. Ofsted� s boss at the time was amanda spielman. She defended their approach. The bbc has asked her for an interview about this report, or any respOnse to its many criticisms of ofsted leadership at the time. She has refused both requests. Ofsted now has a new boss he says he wants change, and headteachers say he� s taken the first steps. Since the new leadership has taken over the reins at ofsted, we� ve seen a real Sea Change in their openness and their willingness to take On change, and we� re looking forward to working with Sir Martyn to make sure that we can co cOnstruct the future. The government says by next september there will be a report card, a very different look at how Ofsted Reports will look and essentially a broader look, more descriptiOn On some of these areas that a school needs to be inspected On.
