Killing at least a dozen people according to a City Counselor, dozens more injured in two shootings last night at a restaurant and Bowling Alley in lewiston, maine about 45 minutes north of portland. Police are searching for this man, 40yearold robert card, declaring him a Person Of Interest in the shootings. The sheriff released these photos for identification. You see him there holding a high powered Assault Style rifle. Officials tell cnn that card is in the u. S. Army reserves. Card is considered Armed And Dangerous. If people see him, they should not approach card or make contact with him in any way. The shelterinplace order that currently stands in lewiston remains. A vehicle which was a vehicle of interest in this incident was located in lisbon and we are now also asking residents in lisbon to Shelter In Place. Officials say schools and municipal offices in the area will be closed today. Lets bring in cnns athena jones with the latest. Athena, good morning. What more do we know about this Person Of Interest in the case and this ongoing manhunt for him . As you mentioned, robert card 40 years old, the commissioner of maines department of Public Safety calling him a Person Of Interest and Person Of Interest only on at this point in time. But it is also clear that authorities dont know where he is. We know that this shooting began unfolding last night around 7 00 p. M. At those two locations about ten minutes apart by car. Within a couple of hours, authorities had released this photo and several others, other angles, in order to get the publics help in identifying this man. They also released a photograph of his vehicle which was later found in the town of lisbon nearby. And this is a relatively small area. Lewiston, neighboring town of auburn which is also under shelterinplace order, were talking a population of about 60,000. Mayor of auburn saying this tragedy will affect everyone in the community. We know there will be a Press Conference, at least one is scheduled for 10 30 a. M. We hope to get an update on a number of things including the number of dead and the number of wounded. And any updates on where authorities think that this man may be. As you mentioned, robert card, 40 years old, he is a member of the u. S. Army reserves and certified Firearms Instructor. You can see him there. He clearly has a long gun, ar15 style rifle and was able to do quite a bit of damage at those two locations. We also know from witnesses that were talking about victims of all ages. The mayor of auburn talking about the folks at the Bowling Alley, that was the location of the first shooting. We saw many people running from that location. And the mayor has said that there were children there. So he said the age ranges from 12 to 90 years old. And so still much to be discovered. We hope to learn more in about 5 1 2 hours at this Press Conference from police. We know that the atf and fbi are helping local Law Enforcement. President biden who was briefed last night of course directed federal help to the state. We are unclear about the connection robert card may have had to these two locations, to this restaurant and the Bowling Alley. So there is a lot of questions still to be answered. But of course this tragedy overwhelmed local hospitals. Again were talking about a community that is not very large. There are a number of Trauma Centers in neighboring towns, but we know that hospitals had to call in all off duty staff to deal with this tragedy and authorities set up what they are calling a Family Reunification Center at a Middle School in auburn to help serve the families who have questions or who are concerned about where their loved ones are. Just absolutely devastating. Lets just to give people who are just waking up to this news, you mentioned it started to unfold at 7 00 p. M. Last night. The bar and grille said my heart is crushed, im at a loss for words. In a split second your world gets turned upside down. We lost great people in the community, how can we make any sense of this. So not only are they grappling with the grief as they said in that heartfelt post, but also there is still this fear cont continuing. Certainly. Is this a frightening sort of thing to be experiencing. And we heard that from witnesses in those towns speaking to us on the air last night. Shelter in place still in effect for lewiston and lisbon, that is where cards vehicle was found. A white suv. So unclear where he might be. We heard from Law Enforcement with 9 passage of time, he could be far from the location of those two shootings. It is just unclear. Because the Person Of Interest has not yet been located, this will leave the Community Still already having to heal from these terrible wounds and deaths and tragedy, they are also having to live with this ongoing fear. And so certainly a community on edge this morning. Absolutely. Athena jones, well be back with you throughout the hour. For more insight about what happens next, lets bring in ken gray professor of Criminal Justice from the University Of New Haven and former fbi special agent. Ken, thank you very much for being with us this morning. As athena was just telling us, robert card is military trained, he is a certified Firearms Instructor and he has recently reported Mental Health issues. Can you help us understand how this would change the approach for Law Enforcement who are trying to find him . Yes, well, good morning, kasie. This is very fluid situation as was said. This is a Person Of Interest. They have not definitely made the can eksonnection to mr. Car this event, but certainly looks like he may become a suspect in this case. Card is a Firearms Instructor, member of the National Guard there, so he is a very dangerous person, a person well trained with this weapon. He first entered a Bowling Alley and shot up the Bowling Alley and then moved to the bar and grille where he he shot a numbef people there. An he moved then to lisbon and dumped his car. We dont know if he got into another vehicle there or a boat or if he went Into The Woods there. Still a very fluid situation where this is still early on in the investigation. But im really amazed how much information is already known here with just less than 12 hours away. You are amazed that so much information is known. It is unusual for when Something Like this happens for them to put so much out about a Person Of Interest partly because there is concern about copycats or encouraging others to take actions like this. I mean, what do you make of how much information we have . To put out this amount of information early on means that they are looking for further identification information, possible Location Information on him, somebody that may have seen him or know him or know where he might be going to. This kind of information is very helpful to Law Enforcement in trying to locate somebody very early on here in this investigation. Additionally they have already obtained records to show that he had had Mental Health issues, that he had threatened to shoot up a National Guard base there in saco, maine. And that he had spent two weeks inside a mental hospital, or some type of hospital for the Mental Health issues here. And so again, this is very early on. Very fluid. But this is all very useful information and the search for mr. Card. So, ken, were hearing that the fbis Boston Division is saying that they are ready to assist with anything, you know, resources, whatever is needed for the police, the local police in these areas. Evidence response, tactical support. What kind of coordination might unfold here and what might federal Law Enforcement be able to bring to the table when you know you have a Person Of Interest with all of these skills that local Law Enforcement might need . So boston fbi could put agents into the field to august mgt augment the search. 9 s. W. A. T. Team can provide assistance. And you have to remember that fbi is not just washington, d. C. , they have presence throughout the country. And maine is part of the Boston Division. So they already have a presence there in maine in their resident agencies. But they can bring manpower to bear, they can bring in the Evidence Response team, they can bring in the s. W. A. T. Teams. They can provide all kinds of assistance to assist Lewiston Police in this search. So manpower, evidence collection, and investigation. They can also put a lot of investigators in the field go out and interview people to assist in this ongoing situation. Ken gray, thank you very much for the insight you were able to offer. As soon as i turned and saw it was not a balloon, he was holding a weapon, i just booked it down the lane and i slid basically where the pins are and climbed up through the machine and was on top of the machine for about ten minute until the cops got there. Absolutely terrifying that man describing the horrifying scene at a Bowling Alley where a man opened fire there and then went to a bar. 22 are dead and a manhunt is under way for robert card. Police say he is considered Armed And Dangerous and they are asking residents to Shelter In Place. Omar jimenez is joining us by phone. Of course you rushed there overnight and you have made it to the scene. You can tell us what you see now and walk us through what we know . Reporter yeah, kasie, were about a block away from the bar, the Restaurant Bar grille which is one of the shooting locations. Police have it blocked off right now. But to give people a time line of how the evening unfolded, it was around 7 00 p. M. Local time last night where two shootings were reported in lewiston which is just north of portland maine. Of course Law Enforcement began to scramble. Local County Sheriff put out photos of the armed suspect and then said that they were investigating two active shooter incidents. And later on police specifically named a Person Of Interest, again, we dont know if it is the same person in the initial photos that were put out, but robert card named as a Person Of Interest by police on social media, someone that they are continuing to look for right now. And it has left people in this community in a shelterinplace warning and many on edge. I can tell you when we got to our hotel, you know, after making the overnight journey here, we couldnt get in unless we showed our i. D. Up against the glass of the door. Even still the attendant that came to check our i. D. Was sort of hiding behind cover because he wasnt sure who we were. I mean, he told us how tense it was for him just being in an overnight position not knowing who may walk up to the doors of the hotel. And so that kind of gives you a sense of how some people are feeling here in the area as this manhunt continues. And of course as hospitals are dealing with this mass casualty event across two locations as we understand. So this is not a huge town. It is safe to say that the suddenness of the amount of people that need care would be very very least potentially overwhelming for some of the crews. And so this will be something that will be ongoing throughout the day. Obviously were in the very early stages just past 5 00 a. M. Local time here. But obviously a situation that many people here in town are nervous about and are hoping can come to a safe conclusion soon. Yeah, omar, that is a really illuminating anecdote you experienced when you went to go check into your hotel. Can you talk a little bit about where this area is, what these towns are like, how big they are, how small they are . All these residents will be waking up, schools will be closed, they will have to keep their kids at home because they are concerned about where this Person Of Interest might be. Reporter yeah, so lewiston, maine is just north of portland, maine. Just about 30 miles or so. And it is actually the second biggest city in maine. Around 36,000 people. So while second biggest city, but not the biggest city overall. That said, as you mentioned, schools closed, universities also doing the same thing just because the shelterinplace orders are still out. There is a matter of safety for these residents and not knowing exactly where this person is, whether it is a Person Of Interest or police have actually identified a suspect here. And so at the very least as people are waking up, they are going to be waking up to likely a different picture than what they saw when they went to bed. At the very least, one that wasnt resolved when they went to bed if they happened to stay up late and stay on top of all of the latest developments. And so whenever anything like this happens, you know, it takes patience from the public, but it also puts the public a little bit on edge as they wait for Law Enforcement to do the job that cant just be done in a few seconds. They also are utilizing every resource they have at their disposal. We know that state police is also helping in this investigation and of course among the leaders in trying to find this person or potentially multiple people. And so at this point, like i said, it is very early in the day right now, but police and Law Enforcement have been working overnight around the clock to try and get this to some sort of safe conclusion. But obviously when you look at what has happened and what police have told us have happened, over a dozen People Killed at this point. Many more injured across two locations. One at a Bowling Alley recreation center, the other at a bar and grille. We dont know the motivation. There is so much more to learn in this particular case, but at the very least it is scary for a town that does not see violence of this scale. No town should see a violence of this scale, but this town in particular does not see something Something Like this, it is a shock to the residence here and again i believe that once they wake up, they will be hoping that they can come to a conclusion soon. Residents are being told to Shelter In Place with the ongoing manhunt to find the Person Of Interest. Laura coates spoke with someone in the community as it unfolded last night. What did you tell your daughter who was with you . I cant imagine as a mother how to make sense of it and to relay that to a child. I mean, we have open dialogue. So we talked about it. She started crying and saying this is a scary world we live in, mom. And im like i know. And my older kids were talking about getting backpacks, the bulletproof backpacks because it seems like there is always some sort of threat at the school. Just starting to be stuff like that gets real when something so big happens. Like okay, that really could be our school next. Every mothers who nightmare including mine. There is a Press Conference set for 10 30 this morning where we expect to get more details. But lets were joined now by Law Enforcement analyst Andrew Mccabe who is up early with us to try to help us understand a little bit more of what is unfolding right now. Were just getting this information in, but Law Enforcement in maine has put out a remarkable amount of information about the Person Of Interest. We dont often hear as many details as we have here. But the reality is it is a live situation and they put out a photo of a gunman with an Assault Style rifle and the alert is for a man named robert card. You can help us understand what the unfolding manhunt looks like behind the scenes. What are Law Enforcement agencies doing right now both at the local and federal levels . Sure. So it is crucially important as you mentioned that Law Enforcement continue to push as much information to the community as they can. The community is an essential part of this phase of the investigation, which is simply a manhunt. They are trying to locate and obviously apprehend this individual. And it is a witness of a reflection of just it is a bit of a reflection just a few weeks ago when we spent ten days or so tracking the manhunt for the escaped prisoner outside of philadelphia. If you think back to that experience, this one is going to be substantially different because here the person they are looking for is from the area. He lives in maine. He is a reservist. He works out of a Military Base in saco which is a little south of the lewiston area where were currently focused. So this is someone who in addition to being highly trained from his military experience, in addition to just being in the military, he is a Firearms Instructor and tactics instructor. Obviously incredibly capable and lethal with this weapon. He has access to things like transportation. He has access presumably to a telephone so he can monitor those things that are being said about him, the information that is being released about him as the search is ongoing. He locally probably has numerous friends, Family Members, associates in the area. He knows the roads. He knows the surrounding, very rural country that surrounds lewiston and stretches out presumably in every direction. So this is a very, very tough manhunt for all of the Law Enforcement resources, everything from Lewiston Police all across your local Police Agencies that are no doubt engaged in this as well to of course Maine State Police and then federal assistance from the fbi, atf and others. Andrew, you mentioned the extensive training he has as an Army Reservist and not just someone who is in the military, but somebody who is actually teaching other people how to use weapons, tactics around those weapons. That is significantly more training than most of these officers that are going to be trying to hunt him down has. Mine what does that mean for them . Yeah, thats right. And you can see it. What does th them . Yeah, thats right. And you can see it. The way he is holding the weapon, the way he is moving in the photographs weve seen so many times since last evening. Just simply the way he holds the weapon up to his shoulder, placement of his hands on the Foresd Foregrip of the weapon, the pistol grip on the back. He has the weapon slightly tilted down, he is looking out over the top of the front sights, the Optical Devices that aid in making the Weapon Firing of the weapon more accurate. I mean, those are all the hallmarks of someone trained in the tactical use of this military weapon. So trained to enter buildings, trained to look for threats, trained to prioritize targets and individuals that he decides to eliminate. This is a very, very serious a person with serious skills. All those same skills that he used last night to wreak havoc on this town, he still has those abilities and he can now train them on the Law Enforcement officers that he undoubtedly knows are looking for him. So even when they come to a point where they believe that they have him kind of pinned down to a certain area, the stakes on that confrontation that will inevitably result are enormously high and you can bet that every Law Enforcement officer engaged in the search knows that if they come across this guy, it will be life and death for him or them any s second. A stark way to put it. But extraordinarily clear. Thank you for helping us understand it that way. Can we talk briefly about the people in this area in lewiston, what they are going through, what they should be doing . Obviously this is a lot of people under shelterinplace orders and they extended it to lisbon, another town where he was from. Waking up to this is absolutely terrifying. What should people be doing to keep their families safe . Yeah, it really is. It is the kind of thing that will really weigh on people progressly a ly safely as the situation continues. Obviously the best thing do in all these towns is to stay indoors. Stay inside. Keep your doors locked. Keep your cellphones around, keep everything charged. Make sure that you have enough food to eat, things like that, but if at all possible, just stay in the house. Dont even go outside. If you see anything, it is important to stay aware of your surroundings and aware of what is going on, noises, suspicious vehicles in or around your residence and your neighborhood, call those things into Law Enforcement right away. But i think that it is also important for folks to remember that this may not be resolved in the next few hours or even today or even in the next few days. It is not strange at all for a manhunt situation like this to stretch on for, you know, a week or more. Certainly weve had examples of a few in the last few years that have gone on several weeks. Hopefully that doesnt happen here. But we have to kind of steel ourselves for the worst possible event. Very good warning. And i also want to update our viewers, we have a new count according to sources, multiple Law Enforcement sources, 16 people were killed in these Mass Shootings in maine overnight, dozens of course wounded. We did have a lewiston City Counselor who had previously told cnn that 22 people had been killed. So that is of course something that well continue to update throughout the day ahead of this 10 30 news conference. Andy mccabe, before i let you go, can you also help us understand, i mean, this guy was known to Law Enforcement. He had he was previously hospitalized reportedly around Mental Health issues. There were threats to shoot up this National Guard base in saco, maine. Is there anything will what could Law Enforcement have done differently in this case . That is a great question and one that will continue to be asked as we learn more information about him and the days and weeks of leading up to this event. But maine is not the best place to be if you are hoping for really proactive Law Enforcement intervention in someone who seems to present a threat, but nobody is sure about that. Maine does not have a red flag law or an extreme risk law. Those laws are on the books in several states and they enable Law Enforcement or even Family Members or people around someone who perceive that someone seems to be on the edge and presenting a danger to themselves and others, you can enter veeb and have their weapons taken away for a limited period of time to give that person the opportunity to get some Mental Health treatment and restabilize themselves. Maine does not have that. Also people are wondering how is it possible to obtain a firearm if you are someone who is active definitively receiving medical treatment. That is also not an impediment to purchasing a firearm in maine or anyplace really else in this country. You can be excluded from purchasing a firearm if you have been adjudicated a mental defective, but theirs the court to basically involuntarily commit you to Mental Health treatment. And we dont have any indication that that happened in this case. So simply struggling with emotional issues and Mental Health issues, seeking help voluntarily, none of those things interfere with your possession or purchase of firearms. Not in maine and really not in many other places either. So it is very relevant facts to us to understand like what might have driven this person to take this horrible, horrible act. But in all likelihood, he possessed that firearm lawfully. We dont know when he purchased it. That is something that well find out as we go on. But the overwhelming likelihood is there is not really much of an issue there. All right. Andrew mccabe, thank you very much for all of those insights you offered us this morning. Reporter as you can imagine, this is a community that isis n in mourning but also remaining on high alert as they now Shelter In Place as the search and manhunt continue for the accused shooter in this case. I want to walk you around the scene here. This is down by the Bowling Alley, this is as close as pooem police are allowing us to get. Weve been here all night and weve seen a number of police cars and evidence Response Teams heading down this street to the scene. It is about a quarter mile downs road is where that Bowling Alley is. And of course this is all the search for the 40yearold robert card is on, that search mainly being focused in a neighboring town of lisbon prks but a shelterinplace is in place no matter what here in lewiston and also lisbon where police found his car but not him. Of course all of this started to unfold around 7 00 last night when the gunman opened fire inside two businesses. Eyewitnesses describing people seen running away from the Bowling Alley. A woman who lives nearby is sick to her stomach saying this is a tight Knit Community and everyone knows everyone else. So that is what makes this even more difficult. A tight Knit Community that has just been hit with such a massive tragic event. To give you more perspective of the response, it looks quiet behind me, but it most certainly is not. We were driving up here about a 2 1 2 hour ride and dozens of police cars were flying past us from communities all across new england of course coming to help in the search which is still very much under way this morning with a community now hoping that this suspect is caught. Ken, thank you very much for being back with us. You heard rob there with those details. He was driving up from boston overnight seeing cop cars, Law Enforcement coming from all over the region. Can you help us understand what they are all doing, what they are looking for right now . Absolutely. So in a situation like this, what happens is you set up what is called a unified command. Unified command means that there is representatives in there from Law Enforcement agencies, from the Lewiston Police, from the sheriffs office, from the state police, from the fbi, from the atf, all of these different Law Enforcement agencies and also First Responders are in there providing investigators, providing personnel to conduct the manhunt. And so there is a lot of coordination going on here to try to find mr. Card and to try to arrest mr. Card. Here is the thing though. Card is what is considered to be a pseudo command dough. That is the terminology for mass shooters. They often use military style weapons. And pseudo commandos often end up in a Suicide By Police Type Situation where they want to encounter Law Enforcement, they want to end their life with a shootout with police. So this is a very dangerous situation. Not only for the people of lewiston, but also for Law Enforcement in their search for him. He is still very dangerous, he is still armed. And should be considered very dangerous. Yeah, ken, can you talk a little bit about the differences in the training that this man would have had . I mean, we shoulduld underscore is a u. S. Army reservist, a Firearms Instructor and tactical use of firearms. That kind of training and knowledge is not something typically given to local Law Enforcement that may find themselves in encounters with help. You right. I was a Tablctical Instructor f the fbi and a person that goes through training will be very proficient with their weapon, they will be able to be able to deal with the tactical situation and that makes it doubly dangerous for Law Enforcement because not only are they trying to track him down, but then they have to also deal with the person that may have equal or better training, better firepower than the officers that will be encountering mr. Card when they find him. So, ken, were set to hear at 10 30 this morning from the Maine State Police. That is obviously just about five hours from now. This community will be kind of waiting in the meantime for that kind of information. What would you expect that they are going to be talking about trying to communicate when they do go before the public later today . So they are going to be providing uptodate information as to the search for mr. Card, they will be providing information concerning the victims, both the number of people who have died in this encounter, and also for the number of people who have been injured. Also information about victims families about where they can go for assistance. So there is a lot of different moving parts in this. And again, this is a very fluid situation. But i expect for an update to be limited with the amount of information that they put out. They have already put out a lot of information for an early on part of an investigation like this. But that is to keep the public safe to provide them information that will help them keep away from mr. Card in the event that he should be in their area. Last night after the news of shootings excuse me, the Mass Shooting in maine, some of the states representatives spoke out in support of their community. One of those congressman jerry golden, he started off his statement by saying like all m mainer, im horrified. This is my hometown. Elena train is joining me. We also heard from senator king and senator collins as well as the other congresswoman from maine. They are obviously in mourning today. King and collins said that they got calls from President Biden. What else do we expect to hear as reaction pours in today . Reporter i think like the rest of the country, these lawmakers are still trying to figure out what exactly this situation is. They are waiting to hear from that Press Conference and Law Enforcement later this morning and they are still gathering information. But all saying that they are horrified by what happened. Angus king says he is on the next flight home. He spoke with President Biden as did susan collins. All speaking directly with joe biden and he offered the federal assistance. And i think that they are just really right now trying to figure out what happened. But i think that the Bigger Picture and what were going to see from capitol hill today is what we often see after tragedies and Mass Shootings which is how can we prevent there moving forward.
