GLOVERSVILLE -- The Gloversville Common Council voted 6-1 at its organizational meeting Jan. 1 to adopt council rules for 2022 that change the council's committee structure to prevent a council quorum of four members from attending the non-public three-member council committee meetings.Fourth Ward C
