Corporation cannot levy penalty for unauthorized occupation of building unless there is specific legal provision: Kerala High Court

Chief Justice A J Desai observed that Corporation cannot levy penalty for unauthorised occupation under Section 242 of the Kerala Municipality Act, 1994 (Act) unless building is unlawfully constructed.
