The project would generate 7,410 traffic trips daily, according to the proposal.
Another likely point of controversy will be a road proposed through the center of the project, connecting Kanner Highway to Willoughby Boulevard, according to site plans.
Costco officials declined to comment on the proposed Stuart store or Thursday's presentation.
The project is to come to the City Commission following Local Planning Agency action, and needs commission approval. The commission would take up the proposal no sooner than its May 24 meeting.
Thursday's meeting is 5:30 p.m. at City Hall, 121 SW Flagler Ave.
