In the meantime, the day job always goes on and today we are continuing our conversation with the administration on legislation that puts Families First. We are very proud of the work that the congress did last week with 8. 3 billion legislation to meet the needs of social and Health Services organizations, state and local government, testing, all the rest of that. Testing, testing, testing, so very important so we can have an idea of the size of the challenge but also that we can meet the needs of those who test positive. Today we will bring today, well bring to the floor our Families First legislation, which is what we talked about as soon as we finished the appropriations bill. Listening to our constituents, listening to health care professionals, listening to governors, mayors, etc. Families first legislation together, it has free coronavirus testing. By and large for almost everyone in the country. Were having some discussion were having some discussion about that with the administration of maybe some people they want to pay but by and large free corona testing so that everyone will be tested and no one will say i cant afford it so i cant and thats not a good idea when it comes to Public Health. Paid emergency leave with 14 paid sick days. Very essential as we deal with his challenge, Public Health challenge that we have. Enhanced unemployment insurance, the first step that will extend protections to furloughed workers. Strengthen Food Security initiatives, very important. Kids, get their Food Security from being in school. If schools are closed, we have to make sure that the food gets to the children. The food is already paid for and allocated appropriated for. Its just a question of getting the food to the children. That has some cost to it. We also have to get thats the school lunch program, etc. But in terms of snap, Food Assistance for seniors, people with disabilities, helping the nonprofits who are on the forefront of helping people ave access to food at this difficult time. And then clear protections for our frontline workers who are orking in infectious environments, possible infectious environments so that they the osha regulations are a protection for them. And increased funding for medicaid. The fmap. Thats the initiative that gets money to the states to force medicaid that is used hopefully through the counties and the rest which deal with many of these Health Issues to as we go forward. Its about putting Families First. We did the big the major investment last week. We are very proud of that. Strongly bipartisan. Already signed into law. Families first. And there will be other initiatives that we want to work with the administration on that may be necessary as we go forward. Some that need more discussion, more impact in terms of what is the collateral benefit or Collateral Damage to stopping the spread of the coronavirus. Now, let me just get back to testing, testing, testing. So very important. To take inventory, to understand the biological the spread of the virus. Nd also to meet the needs of the people affected. m very pleased, also, that we were able to pass a bipartisan isa bill in the house. Thats a hard thing to do. Know that from my intelligence experience. And that we were able to pass representative slotkins war ower resolution. Rep lees legislation of repealing the aumf is how we go forward. Nd rep khannas military action. So as we go forward, i want to thank the members for the ipartisan legislation that was successful this week on the floor. In case you were going to ask, no, i dont think Bernie Sanders should get out of the race. I think im a grassroots person, a Party Grassroots california of the democratic party. I know the enthusiasm of supporters for candidates and they want to see it play out for the ideas, the causes that the candidates advances, for the opportunity for people to show their support. I congratulate both of the candidates as they go into debate on sunday. I wish them both well. I am very pleased that were getting a chance, a narrower field, to being close to but whoever emerges, their point of view for our party is very important. With that ill take questions. Reporter it sounded like youre open to changing the bill or at least tweaking for some of the republicans or white house concerns. When you guys vote this afternoon, are you planning to release your members to go home . Will you Keep Congress in session until there is a bill on the president s desk . Speaker pelosi well, we have a whether we go home or not is more related to the what the house position, the capitol the house physician, the capitol physician says, the sergeant at arms and the police chief and the rest say about what could come next that we have to deal with. Because they make statements every day based on the current state of affairs in the community in which we exist here in washington, d. C. So i do think some of the suggestions were having to move quickly because who knew we would be in this legislation . We passed a bill last week. We knew we had to do more. We had to get it onto paper. When we had it and we shared it with the republicans, they made some changes to it. Were negotiating with secretary mnuchin. He has some suggestions. All very reasonable. I think none of them is would prevent us from moving forward with the bill. We just have to, though, in the world we live in have language so we can go to rules so we can go to the floor. I dont think wed wait until theres a signed bill. We will do our work, as i aid. Changes that have been suggested, i dont think theyre unreasonable. There are options we considered in our own caucus, some of them, and we went one route. They want to go the other route. Thats fine. We will have done our work and we would hope that would be an incentive for the senate to move quickly because senator mcconnell leader mcconnell sked me to work with secretary mnuchin. We are. He had his concerns. Were addressing them. I hope they dont move the goal post. Reporter to be clear, do you think you can work this bill out today and pass that with changes and then the idea is that the House Speaker pelosi i am not saying anything. We are here to pass a bill. When we pass a bill, we will make a judgment about what comes next. And well see the manner in which the bill is passed. I am not giving any travel arrangements. I know you are busy this weekend but thats not what were about. Reporter obviously these are things you can do immediately. What are the broader things you might see doing in a couple of weeks . Speaker pelosi lets get this bill passed first. The fact is, its like the house is on fire. People are concerned about their of course, their health and the health of their children. If they are losing their jobs because nobodys coming to the restaurant or whatever it is, then we have to be there with some help for them. F their children cant go to school because the school closed, how do they afford childcare . Well, this legislation affords them the opportunity to stay home. On somewhat of a paid leave for a while. So, again, this is were addressing the realities of life, of family life in america, putting Families First. Were not planning a schedule or anything else until we get that until we get that done. Again, we had in our bill last week, the provisions for the Small Business administration to provide loans to businesses that were under duress, whether they lost their market overseas or their supply change overseas, whatever it happened to be. We thought that was an Important Initiative to have in the bill. They may want to do more. Thats something we can talk about. But even if you have your Small Business loan so you can pay the rent on your store or your estaurant or your facility, if you dont have customers, you till have a problem. Thats why when we do the tanf not tanf. The snap, the food stamps, when we do the insurance, when we have paid sick days, paid family leave, that money will be spent immediately. Injects money in the economy, creates jobs, is a stimulus. This is not without an opportunity to stimulate the economy. In fact, when we did the american reinvest and recovery act, we asked the rosa delauro in particular asked the economists, name some of the hings that we could do immediately that would be stimulus to the economy . Raise the minimum wage, were not doing that here. Ut unemployment insurance, paid leave, food stamps, etc. , because, again, it goes to people who have a need. And earned income tax credit, refundable. Maybe some things well talk about in the future. Yes, sir. Reporter one of the issues the minority leader talked about has to he believes that ompromise could take place within the next 24 to 48 hours. If it doesnt, the republicans are willing to stay and work this out. Peaker pelosi families have needs that i just described. Weve made the proposal, which we started on sunday and put out there. Listening to governors, mayors, nonprofit organizations, educators and the rest, this is what families need. They made suggestions to the language. Were making agreeing to most of it because theyre ot theyre not that different. So we dont need 48 hours. We need to just make a decision to help families right now. Because we have to operate, not as business as usual, but in an emergency status where we have to get the job done. Reporter if the decision isnt made, will you stick around . Speaker pelosi i am not sticking around because they dont agree to language. Were agreeing to much of what they have look, first of all, Mitch Mcconnell called me and said, you work with the secretary. Thats it. Now the House Republicans are saying they are not in the loop. Well, we sent them the language. Its not about that. Its about putting people and Families First. Everybody could have a complaint about this or that. Save it for another day. We can have an afteraction review how we got into this situation. Save it for another day. Right now, we have to find our common ground, Work Together to get this done as soon as possible because we have other needs. We have to address this issue further. Its some things they might want in this bill that arent there, there could be another ill shortly down the road. We didnt do everything last week with 8. 3 billion but we did a great more. Now were doing more and were fully prepared to do more. Were responding to their concerns. We dont want them moving the goal post, and thats it. Yes, nancy. For the next month and if so, was it wise [indiscernible] Speaker Pelosi i had a conversation with the Vice President and dr. Fauci last night when they called to inform me of this. Dr. Fauci said it was a scientific medical decision. I have a great confidence in dr. Fauci. Its just strange because they are saying its because easy to travel among these countries. But they are separate from the u. K. You can just get in the chunnel and youll be in the u. K. Again its a decision they made. Its ramifications well see whether its worth the trouble. Im here about what we can do to go forward for americas putting Families First without having a criticism of one of the other things the president is doing. I do think, chuck and i leader schumer and i said in our comments last night, testing, testing, testing. Thats the only way you are going to learn about the how this has spread. Es, sir. Reporter you said earlier this Week Congress is the last line of defense. Beyond the recess, if it came to it, how prepared Speaker Pelosi last line of defense . Reporter i heard you say that at some point. Speaker pelosi a line of defense. I dont know if its the last. Reporter how prepared is congress to work from home, potentially if it were to come to that. Speaker pelosi we have been briefed by the chief administrative officer, by the chief of police, by the sergeant at arms, by the capitol attending physician. By our leader on the House Administration committee, zoe lofgren, about what preparations have been made for remote work. That is something that we are actually encouraging people to be prepared for. They may choose to be prepared to do that. It isnt a requirement yet, but it is that we want people to be prepared. We are buying the technology, he training, all the rest to make sure that everybody is up o par on that. Our writing of legislation, our exchange of ideas, that wont stop the work of congress because by the time we come to the floor its the tip of the iceberg there is so much else work that is going on. With all the respect in the orld for our staff, who do much of that, and our members who participate in that, everybody is not universally at the same place in terms of echnology. Want to make sure they are their personal best when that sets in. Its about i hope much of what we are doing is redundant and that we dont have to engage in some of this. But if we do, we want to be repared. We want to present prevent the spread. So if people have to stay home, they have to stay home. But we also dont want people to panic. Thats why we have based any decisions about the capitol, this or that on what is recommended by the capitol physician and the sergeant at rms and chief of police. I think we have to be very careful about this. People are sick and some people are dying in our country. And globally. And it is kind of shocking to ee the challenges that we have and the decisions that have to be made about people coming together. Whether its sports or the arts or just political gatherings, whatever it is. We have to think in a different way about that. Whether its about personal hygiene or personal contact with other people, we have to be smart about how we do that. Washing our hands for 20 seconds with soap and water. I say that all the time. As a mom. Now its an imperative, its always been important. Again, as i say, what we think about one policy or another, what we really have to do is come together and get the job done. Now we were very clear in our communications about what we heard. When members go home they will hear more from their constituents, from their nonprofits, from their local government, from their Health Care Providers and the rest what other ideas have emerged as important in all of this. And that will be a source of nowledge for when we come back and we could come back any time. Everybody has to stand ready to be here at all times if we have a legislative solution to put forth. But again it cant just spring from what we did before, anything like that. Its about whats current and the challenge that we face with this coronavirus. Ts not about spending a lot of time saying how we got ere. We have to talk about where we go from here. And then we can make changes for the future in how we could prevent or withstand whatever it might be happening in other countries that might spread to our own. I want to salute our Health Care Providers, First Responders, nonprofits that are working to inform people about how they should be tested. In our legislation we enable millions of masks to go out. That was something very important to the dministration. That we would suspend immunity for liability was a very big deal, big concession to the administration on that because weighing the equities it would be important to get those masks out. Even though it provided we have tried to say, ok, we have our its just specifically for the coronavirus. I thank you for your interest in all of this. I want you to wash your hand for 20 seconds. Not just all the time. For no reason at all. And one bit of advice they told me, i was talking to somebody from california, i said my usual thing, a month ago i might have said whoever the nominee of the party well enthusiastically embrace. Then i changed it to whoever the nominee is of the party well enthusiastically elbow bump. But somebody said to me, when you elbow bump you get close to the person. Emergency response, Financial Aid legislation on the coronavirus. But they have yet to move forward on that. That legislation still being negotiated, we understand, between democrats and the white house, republican leadership. Stephen dennis, who covers capitol hill, for bloomberg, tweets that republicans are still resisting the democrats push to require employers to provide paid sick leave. He says that House Republican leader mccarthy wants exemptions for paid sick leave and wants it temporary he was also says about the proposed legislation that House Republicans want Employee Assistance to be in the form of a tax credit. The rules committee had been meeting earlier today, but, again, its kind of in a stand still right now as they work on the language for that. Im glad talks are ongoing between the administration and Speaker Pelosi. Ms. Haley congress can pass Bipartisan Legislation to continue combating the coronavirus and keep our economy strong. On the Senate Agenda today, had been the reauthorization of the Foreign Intelligence Surveillance Act which passed in the house yesterday. They have yet to move forward on that. Theyve been working on an executive nomination. Our top priority as our government and our country is to fight this disease and prevent its spread throughout the united states. The president last night i think took decisive and the correct action that was needed. These measures are in addition to the work that the president took earlier. The president stopping the flight from china has actually saved lives. Now in congress, we have taken some action as well. As many of you know, just last week we passed 8 billion supplemental plan to focus on three major things. The testing, the treatment, and telehealth. Which will help us not only in rural areas but throughout the country as we try to prevent the spread of this disease. Along with this Public Health challenge, were also working on mitigating the economic downturns from this virus as well. The president last night said we are committed to helping those who will face Economic Hardship as a result of work disruptions and illness. The country is looking to the government to come together and meet these challenges. But the bill that we saw that just came forth last night at 11 00 p. M. Comes up short. Theres a couple major problems with it. Heres one glaring problem. Under pelosis bill, the Social Security administration will be set up to administer the paid sick leave program. This will take more than six months so it wont work in time. It also will hamper the administration from putting out Social Security for those who need it right now that are in harms way. This will hurt the very population that were supposed to be helping. It forces permanent paid sick leave for all businesses without exemptions and no sunsets.
