Cap greet happy april 1. I hope you will play at least one prank on somebody, radical joe today, and find something to laugh about. Note, today is National Census day. You might ask why we need to proceed with a census right now, dont we have bigger things to with our battle against covid19, and my answer is yes, were in the biggest battle of our lifetimes against covid19. It is important to look young and to take the moment to think about our future. It is incredibly important to be sure that every illinois newborn babies to greatgrandparents, is counted in the census. Justenses is far more than a survey. It will determine how much of your tax dollars we get back and the federal government, it will help decide how it had for the next decade. Based upon our 2010 census count, illinois today collects over 34 billion per year in federal funding for Vital Services like education, business investment, childcare, workforce training, transportation, and health care. If we fail to count everyone in illinois, it could result in the state losing over 195 million per year in federal funds for each 1 we undercount ourselves. Worriedhat people are about the covid19 pandemic. We are facing an invisible enemy. I understand there are a lot of unknowns. I think this is also illustrated how connected we all are. How important it is that we keep the Structural Foundation of our society wellfunded. And well fought for. One of the best things you can do to help our state in the long run, to help nurses and First Responders and teachers and delivery drivers and everyone else is to continue to stay at home. Everyone counts, no matter where you used to live in a matter what language you speak, no matter how old you are, you count. We are happy to have you in the state of illinois. I also want to talk to you about health care. I have used the platform to describe the efforts my administration is making to expand and semper Fi Health Care access for our residents in the time where everyones individual health care is essential for collective wellbeing. Effort, i joined republican and democratic governors in asking the federal government to open a special enrollment of the formal care act, to expand health care to americans during Unprecedented Health challenges. We have at least 800,000 uninsured people in illinois. Over 500,000 of whom could potentially sign up for the aca tomorrow, if the federal government opened up special enrollment. Some white house officials are saying that the president will not be reopening the insurance marketplace in response to the coronavirus. Frankly, this is leadership malpractice. We need as many people as possible to have access to health care, to seek out testing , if we are able going to be able to fight and eliminate covid19 is a major risk to our people. The trumpe note, administration passes continued pursuit of a legal case to destroy the affordable the a formal care act, which has provided health care to tens of millions of americans, is a special insult to the people of this nation at this moment. At aek to kill the aca, time like this, or ever, undermines everything that we are trying to do to keep people safe. For illinoisans who were laid off because of covid19, i want them to know they are eligible to roll and role in the aca because of a clause in the act allowing those experiencing a qualifying life event to enroll at this time. Demographic data to keep ourselves honest to ensure that equal access occurs. The number of beds and how many vendor ventilators. Urfaces these seem minimal but they are courageous actions that will eventually end the pandemic. Blessed to be under the governor and his talented team. Partnersntion business who are all weathering this event. There is not a vaccine yet and currently no specific treatment, though a child under way. We do have signs telling us that social distancing works. It is one of our best strategy is to get on the other side of the unprecedented event. It is everyones behavior that will turn the tide. If you are tired after hearing the list, imagine all of the work that went into getting all of the organizations in the understanding of how important artists and art organizations are to the state of illinois and our society. Mentioned but i wanted to make sure you knew how involved she was in that. The governor will repeat the questions so everyone on the live stream can hear. I will. Please stand by put that forward to everyone. Its unclear, to be frank with you. Listening to the best minds that we can to get the right answer. Right now we extended our stay at home and all the other orders to april 30. Going i have said, were to continue to evaluate every day whether well need to extend that at any point. Think that that seems like the right period of time. Again, not knowing exactly when we might peak and come off of is a very which important point at which well be making new evaluations. Dible]. Rter [inau someone not symptomatic prior to having symptoms could be and the earlier guidance that you are ill, you should probably wear a naofk protect others. With that logic, should all people be Wearing Masks if they prior to contagious knowing that theyre even going to be symptomatic . Doctor, can you repeat the first question . Im sorry. The first question was perspective on the heightened number of deaths. Said, k i think i have i hope i have said every day that we knew we would see more we would see knew more deaths. So, as we develop more cases, we are going to have more deaths. I cant tell you i cant the number that it will be obviously each day. Know generally following data that we have from around the world, unfortunately we have a lot of information from all the situations, cases from around the world. Know that approximately 20 requiring hospitalization and more care and that about 5 require i. C. U. Care. Know that the mortality rate is somewhere between maybe 1 and 3 . Think our numbers are, unfortunately, going to bear and we will see growth in the number of death. St unfortunately until we get to that peak and hopefully we have done all that we can, all that we can in terms of staying home and doing all these mitigation efforts so that the is lower than what was originally anticipated. Was dditional question regarding the c. D. C. s guidance. They said 48 hours. You said three days. 48 hours potentially before onset of symptoms that could potentially be transmitting the virus. Best way to e, the not get ill is to stay at home. Right . Its to stay at home. If you wash your hands twice a day, youre doing a great job. Hands five your times, 10 times a day, you are doing an even better job. The frequently touched surfaces. All of these measures, obviously, are helpful. When we say cover your cough, the point is to not let the droplets go on to the person standing in front of you or the person youre in front of you. So the covering your cough, covering your sneeze and the social distancing are essentially similar to the advice of wearing the mask. The idea of wearing the mask, a would be to keep those droplets potentially from spraying on others. Understand what youre saying is logical and so we want most that to do the they can to prevent, you know, potentially infecting others before they know it. And we know that covering your staying away from people and potentially some kind of covering of your mouth and nose would potentially be helpful as well. Dible]. Rter [inau are working closely alongside our Public Health federal partner, the c. D. C. We know that well see they are looking at guidance now. Be come coming forth with our guidance as well. The ant to be ahead of curve in doing all we can to protect the people of illinois. Reporter are those guidelines right now [inaudible]. Ok. So, the information in terms of in terms of there, what masks can do show that, of course, if something is going to cover droplets and help the spread u know , of droplets, that would be helpful. We know that is part of a well as on strategy as staying home and social distancing as well as washing your hands as well as the Infection Control practices. We know that not one practice alone will do it. We need the full cache of all of these practices. Everything will be additive, cumulative and helping decreasing the spread and flattening the curve. Reporter [inaudible]. Any update on [inaudible]. Yes. So, we had 127 that were tested. There were some test results at are still pending. But we did have we sent some different places so some of the tests are still mending. We had like ine, 45 of the tests that i have that are back were positive. Do have 19 individuals that different alized at hospitals throughout the state and were working with area hospitals to make sure that if additional people require hospitalization, they will get a local ransferred to hospital to get the services that they need. R [inaudible]. 19 inment hos, yes. Dible]. Rter [inau yes. Reporter governor, a number the governor of case in particular, had a [inaudible] coming from chicago, other hospitals. Ing you considered institut for kind of selfquarantine people traveling from hotspots like new york, new orleans, south florida . We would certainly encourage people who are moving about the country, if theyre coming home planning to stay here that they should, in fact, stay at home. They should try to selfquarantine. You know, were not identifying people, marking them that they from one particular place or another. Because, you know, honestly, although you might say that someone from new york is a higher percentage perhaps of the truth m new york, is that this virus really knows no bounds. And an come from anywhere have it. You can come from anywhere and not have it. So, we are encouraging everybody to stay hole. That is really the purpose of the stay at home and i guess i to something that the doctor said, while the question about masks, is it effective to wear a mask . Sure. More effective than not wearing a mask. But it does not replace staying at home. Is the best ome mitigation strategy. Please, stay home. Reporter [inaudible]. Thinking ow, were about these things all the time. What are the best strategis . We looked to the c. D. C. To start with, right . These are tremendous scientists who have been working on these things for many years. You know, how viruses get transmitted and so on. Obviously have terrific expertise right here in illinois. So, we sort of take the c. D. C. And then the expertise that we have in the state of illinois, meld that together and try to come up with the best answers. Sometimes were ahead of the c. D. C. With the answers that we come up with. That is certainly something. I would not discourage people from Wearing Masks. I think that there is some that it can be w effective. Are we thinking about changing policy again . Were evaluating these things every day. One of the ways we can tighten policy. You heard just the other day that we gave guidance, we worked with the grocers to give guidance in Grocery Stores because we were seeing so many people packed together. People not always, you know, following social distancing guidelines. And so the Grocery Stores did quite a lot. They put marks on the floor, many of them, showing what six apart o you could stay from one another and so on. Repeated , i havent the questions i get asked. Im getting that from my press secretary over there. We are u know, constantly looking at things like whether you should wear a mask. Whether gloves are effective. How often you ought to be wiping down surfaces in your own home. People think, gee, im alone in my own home or with the same people. Really need to wipe down those surfaces . Guess what . Everybody is touching different things, right . Maybe en they go and sit in the same place they sat three hours earlier, but now youve got things on your hands perhaps that youre transferring to surfaces and or someone lize it else transferred it to a surface in your home and youre and then touch your face. It is very important that people wash your hands, wipe follow our es, social distancing guidelines when you go outside. Ok. We have to get to some questions from online. Online, yes. Are you considering taking action to delay the deadline for the second installment for payments currently around august 1 or do you think that is one deadline the state cannot afford to push back . That is not a state function. Just to be clear. Heard the question, everybody. So, the fact is these are governments local and county governments. State does not collect property decisions those are made by county governments. Reporter [inaudible]. You have landlords [inaudible] but the landlords, theyre [inaudible]. Well, all i can say is we made changes obviously at the state level. Our income tax date, due date to july 15. Given people ve who owe sales taxs to the state and local governments some leeway there. Of months and so on. So, i think those will be decisions. A lot of it has to do with the and city nty governments and whether they can function without the cash flow that comes at that time d how they would actually get that done. Can you please explain the numbers in a more clear fashion for people on the and then stateville there are also questions about what the National Guard is doing at stateville. So, we had we have tested 127 individuals. Sent those samples were to a university lab. Another 47 were sent elsewhere. We were able to 44 36 were ad a 45 ve which gave us positivity rate. Who are 19 individuals hospitalized and at different throughout the state and theyre continuing to monitor other individuals still in the facility. Ill turn it over the brigadier. Good afternoon. Concerning what the National Guards doing to this stateville penitentiary is really were 30 individuals, primarily medical technicians that will be able to establish tents to separate a t inmates and provide them little bit more distancing and quarantine them off into a area in the prison. Supported s will be by National Guard medical technicians. G some lso providin iary rt within the penitent where both visitors are coming in such as vendors and that and making sure were doing Health Checks before they come into the prison as well as employees that are returning every day. Well be assisting in that area and augmenting that staff that has been depleted the last several days due to the nr us and covid19. To the flu and the koi. D reporter [inaudible]. One of the scenarios is to put the tents into the gymnasium area and then that way we could put eight patients those tents and then that way to get them out of the general infirmary area and segregate the covid19 patients away from the rest of the rest of the patients and then well be able to monitor closely watching their temperatures the real closely and if they need additional help. Reporter [inaudible]. Je. Yes. Brigadier general mike mcneilly. The best brigadier in the country, i might add. [laughter] dible]. Rter [inau all i can say is were working fast and furiously as you know. Theres been an increase in the who are f people eligible for snap benefits. But suffice to say that to the is any delay, ill make sure i work with my staff so we address that. Vitally stand how important it is. Unemployment, snap benefits, w. I. C. , people already on the being able f me not to survive really. We want to make sure we do it as fast as possible. First of the month, you know, to the extent that people are not receiving that, i want to know about it and well make sure to address it. Reporter [inaudible] the 15 r, 12 of [inaudible] what do you say to the families [inaudible] Communications Breakdown inspired the spread within that facility and the staffers who put at risk being [inaudible]. Well, we provided not only do we have a very strong p. P. E. Also provided significant amounts of p. P. E. And there is no doubt and you heard this from our medical experts that sometimes es are te faciliti difficult because of the very nature of People Living in the same facility. But as you know, we provided are folks to you who and ged in that facility who have felt like we are actually running it reasonably well. Things at the t right time. Sometimes, you know, this virus is an invisible virus. You just dont know where its going to come from. Were doing everything we can to separate people out who may have contracted the virus to detect it. Heard general neilly talking about taking temperatures and checking peoples medical situation before they enter a facility. Were trying to do that in as many places as we can. Were doing the best we can. Were certainly trying our best take care of our seniors, or children, people who are, you our care as prisoners, too. Were a dressing it as best we can. In each of these situations, the number one concern is the welfare of the people in our care. So, were providing all the and all es that we can the p. P. E. And supplies that we can in order to address these challenges. Reporters in the room, im working on behalf of your colleagues so im going to try other some of their questions in. We may not have as many cases down state, but already a cluster of cases in taylorville outnumber the available number i. C. U. Beds in town. What is your administration doing to coordinate the response in rural areas with and ical access hospitals should county officials make available er of i. C. U. Beds public . So, our i. C. U. Bed situation in the state, we actually are as you know, this is, as we moved toward the peak of this, be filling up o i. C. U. Beds across the state. It isnt the same in every area. There are critical access hospitals that may have fewer i. C. U. Beds. There are, you know, other hospitals in other areas of the state that may have more availability, just as a percentage of what theyve got. As far as Nursing Homes and making sure that were providing, you know, the right right places, we are working really expeditiously with all the hospitals. Whenever there is whenever theyre moving toward filling i. C. U. Beds or their available beds across a we are trying , to make sure that were either loading the nonacute people who are in the hospital, the hospital, or he were providing additional to have, s for people you know, i. C. U. Capablability. Regard to Nursing Homes, thee are challenging situations so what we do in rsing homes typically, is if the nursing home will allow the separation of people who are covidpositive from people who arent, in other words in or erally separate wings separate floors, were attempting to do that. And certainly there is a many of ne going on in these facilities to make sure and p. P. E. That has been distributed across the cilities to make sure that were keeping people as safe as possible. It is hard, as you know in a nursing home situation, to move some people. Their re just because of current medical condition. Again, trying to isolate those who are not sick and dont have covid19 from do, you o are sick and know, is something that, again, were working at constantly all we really ecause dont we want to make sure that the infection doesnt spread. To reporter who is going staff the Mccormick Place facility if its needed and are you getting the numbers of Health Care Professionals you staff the 3,000bed facility . Let me say just broadly, there are not enough Health Care Workers in the workforce today. You have the capability, if you are someone nearing the end of your medical training, whether it is a nurse or ctor, if you are somebody who has been inactive but had a license at one time and if you are somebody who lives in another , but works in state as a Health Care Professional and are willing perhaps to do some of your work in illinois, we need you. So, that is my broad answer. With regard to Mccormick Place, we have been in process of those health me of care professionals, taking who work professionals with contracting entities. There are companies out that there that have Health Care Professionals on contract with them and they actually contract care s of Health Professionals to organizations just in normal times. And so weve done some them in order th to staff what we need at Mccormick Place. Once again, we have we believe that we have enough to staff the first 500 beds, which will be coming online this coming week. Or during this week, i should say. But, you know, we have some for we need ning beds but more. There is no doubt. Reporter is there a list of locations where people in illinois can get tested . I actually dont know what if there are. Know we have drivethru facilities, but remember that way to get tested is you have to contact your Health Care Professional, whoever that may be. Or if you dont have one, and your ave one thats doctor, you can certainly contact the department of Public Health in your county to how you can re connect with a Health Care Professional and over the phone determine what the symptoms are whether or not you would qualify and then sometimes get a flu test or some other vital test, other than a covid test, because they are so limited, the number of covid tests. Once that happens, you get get there y a slip to in a drivethru facility or hospital or even from your own doctor, a swab taken. Because remember where your swab is taken and where the actually, you know, determined whether you have it or not are often in different places, unless you happen to be at a hospital. Are you considering calling the General Assembly to meet or to meet lse virtually . So, the General Assembly talking about how they might be able to ccomplish a General Assembly legislative session. It is something that i think very important to do. Its hard to do. There are 177 members of the General Assembly and were people to stay home and not congregate in groups of more than 10. So, some governors might think this is a dream that you cant get your legislature together. Things that we need to get done in the state of illinois so im hoping that how l be able to figure out we might be able to get them meeting and i know that the king about that as well. How do you recommend churches handle Easter Sunday services . Well, i would suggest that need attend Services Online. Their hurches should try best to provide a connection on the internet. Be the best way in order to make sure that youre by the stay at home rule, which is so vitally important. Nd how important worship s especially in these moments. But it can be done virtually suggest that people should never despite the get re on easter to maybe together and celebrate together and worship together, i would still tell people please stay home and please stay home. Contact your pastor to find out if they have Services Online in or hey can participate at least view. This will be our last question. Have you been in contact with leaders and ive Budget Committee khaers to talk about a revised fy21 budget if any major changes from your Budget Proposal do you think the state would need . I dont think i could list would need nges that to be made to the original budget. Was put et proposal together in january, presented weeks and weeks the Coronavirus Crisis came upon or how serious it was. I have had conversations with various members of General Assembly and leaders just to gin you know, we are obviously working on our end to figure out what is the revenue shortfall . What are the challenges that were going to go through. Well o we think that begin to see revenue return and make estimates of that that i couldnt tell you two the ago we would extend stay at home rule that we put in place. It. Ere still working on thank you, everyone. Thank you. Up this afternoon, well hear from louisiana Governor John Bel Edwards as state sees an increase in coronavirus cases. That is live at 3 30 eastern. A little bit later, President Trump will hold a briefing on the pandemic with reporters at the white house. At 5 00 watch that live p. M. Eastern here on cspan and online at cspan. Org or with the free cspan rao app. Know at least y 50 to 60 people here in my area do not have funds to stay in motels. And they put the 5 00 curfew if you are and caught out, it is 500 to 1,000 if they catch you. Are these people supposed to do . These superhumans who have had the virus, can they give the plasma and help someone else . I cant believe all the girlfriends and boyfriends out there are going to maintain interact for, you know, weeks and months. I dont know. This is not an uncommon problem, in new york city and lack of bath
