The house Problem Solvers Caucus held a meeting to discuss a proposal to reopen the country after the pandemic. The briefing was held via conference. For our rescuing plans future, all members of the caucus worked so hard on this, i am grateful for everything everyone did. We are all dealing with the coronavirus impacting us in different ways. In the counties that make up my district, we have had more than 1100 deaths affecting families and nursing homes. If i can speak for new jersey, all of our frontline workers and dutch have sacrificed so much. I want to thank our families and businesses for doing the same. Bounds,us knows no which is why this this last week when i accepted the appointment to the White House Task force to reopen the economy, i said i would work closely with allstate officials. I, not see i to to workwhy this back checklist was thought of. We are grateful to live where we live, in the greatest nation in the world. If we continue to work as one, we will beat this virus. With that, i turn that turn it over to tom reed. Thanks to our members of the Problem Solvers Caucus who have worked over the last three, four weeks on this plan. We have gotten the consensus that as we rollout this plan, i hope everyone in the press recognizes, in order for us to officially endorse this proposal, it takes 75 of us to agree as a body to support it. We far surpassed in terms of when we put this around for a final vote over the weekend. If you have here, as josh plan tod, a twopronged take on the Health Care Needs of the country Going Forward so we can open up america safely and it do it in a manner that is safe enough for us to get back to work. This is not a linear checklist per se. This is a multidimensional virus,h focusing on the but also focusing on the economy in terms of stabilizing the ,conomy, providing for recovery and recognizing it will take some stimulative policy in order to reignite the economy given the tailspin that it was put in when the virus obviously shut down the 22 trillion American Economy overnight and the amount of money went from a thousand Miles Per Hour to zero. This is a collaborative approach. Caucus has been meeting virtually, multiple times a we have had seven meetings, for bicameral meetings with our Senate Partners working with us, and it was from all that dialogue, all that time together having, discussing, and experts from across the country way in, i will tell you, the work that was put in here is substantive, it is all thought well thought out in my humble opinion. I know means is it our way or the highway. Framework. To be a it is going to take regulatory proposals. Working with the white house is critical to the success of this plan and it will also take things like the central bank and being a cheerleader for what they are doing on that front. Multidimensional, multipronged plan that is before the nation to at least give some indication that if you are sincere and you wanted to put partisanship aside, you can roll up your sleeves and you can get to a consensus position that will gain republican and democratic support in order to take care of the country, and get america back to work Going Forward. I am humbled to be a part of this group and i will tell you, i respect each and every one of my colleagues who have stuck out andck set next the leadership they have demonstrated that is inspiring to people like myself. Every member has been given an opportunity to say a few words. The first one i have on our side is Brian Fitzpatrick then we have a list that i believe each member has been given and we will go through the list. This document is an excellent one. I am proud of everyone. I think everybodys goal here is how do we advance to separate prongs to this recovery . How do we preserve health and public safety, keep everybody safe and at the same time in a very responsible way get our economy back up and running . As we have seen, any time you put a massive picture package together like the care package and it is being implemented, it was implemented quickly, you are going to have major problems. We have seen major problems on both fronts. We have seen major problems with ppe and on the economic side we have seen problems with ppp. Ourof the things i hope caucus will take a lead on, which i know we will, is fixing inequities in the paycheck protection program. That. D to replenish there are problems with the program itself that need to be fixed. There has to be a distinguishment between the mom brokerageores and the firms. The problem with the ppp was the worksheets people had to fill out made no distinguishment on the amount of revenue lost. Operated have an owner daycare who is financially insolvent who is completely shut down of all Economic Activity and the program made no distinguishment. That is why you have shake shack for example getting 10 million, which they chose to give back. For those of you who are new to one of our press conferences, the problem solvers is 25 democrats and 25 republicans findg to Work Together to we are trying to Work Together. Ideologicale our purity, putting aside partisanship and trying to find problems we all the face are complicated and this is as complicated as they come. Complicated on the health side and complicated on the economic side. We came together and came up with a six page document of the problem solvers checklist. We have a detailed list of what we need to do in order to reopen the economy. We need to recognize that the economy and reopening the economy is very different in my home. I represent the north shore of long island in new york city then it is for north dakota. It is different in new york state in my district, downstate, then it is from our dish for our cochair from upstate new york then it is for our cochair from upstate new york. This checklist needs to apply to each place. We need rapid and ubiquitous testing. We are not there yet. We need to test not only people with symptoms, not just taking temperatures, test people who are asymptomatic. They could be carrying the open up business, we have been upstairs and they are carrying the disease and giving it to other people and we are back where we started. Everyone on this call agrees and everyone in the country should agree that the worst thing we can do is reopen, not have the checklist we are talking about in place and then we go down this road again. Then economy will be people will really lose their confidence in the government. We all want to reopen the economy. To get backto try to normal. Hopefully we will be better and we will be stronger and kinder and more loving. Together. Get going it is no time for protests or partisanship. It is time for democrats and republicans to Work Together. Several of us on the problem solvers serve on a task force, a Bipartisan Task force the president made. We have shared our bipartisan checklist as to how to reopen the economy with the white house. When we disagree, we will push back. Testing of asymptomatic people and the importance of setting up sit systems for contact tracing. When someone comes back into the others, we infects will have to trace who they came into contact with. Need to ramp it up to a much more sophisticated and large system to contact testing. There is a whole bunch of other ideas. I want to thank my colleagues for their good work. I want to thank those for helping here in new york. Everyone in the country is suffering and going through very tough times but we have had over 30 of the cases and almost 40 of the deaths have taken place in new york and we hope our colleagues will help us to help our hospitals and help our state and local governments who are getting hit so hard. O the curb to get deliveries we have to impose on ourselves customers at any Retail Establishment we go to, i think the mayor of new york bill de blasio no shirt, no shoes, no service, no face mask we need to have a face mask until we have a vaccine. Dearast thing i have a friend who is severely ill. He went on a respirator earlier this week. I hope he is still here. He is one of the first people in got sick from a past person who received a plasma transfusion from someone who is formerly sick. First of all, being part of the Problem Solvers Caucus is such an important part i am a freshman and it was the first caucus i decided to join because i came to washington hoping to Work Together to solve problems and clearly this pandemic is unprecedented. The stress and devastation that it is inflicting upon our economy, especially in nevada is in the unlike anything and he of us have experienced. The package and roadmap we have put forward, to me, what is important about this is that it is not just shortterm. It is longterm. How are we dealing with the Public Health crisis, but also how are we looking longterm at the impact on our economy and how will we take the necessary steps not just to reopen the economy but what will we learn in terms of our supply chain and how we will be prepared in the future . People always complained that congress does not do things in a bipartisan manner, yet we were able to put forth three unprecedented sized packages to help the american public. This caucus had an important part to play and all of those and i am sure as we look to reopen the economy, it will continue to play a role. This is our first step. Headed monster. It is a Public Health crisis on the one hand and an economic crisis on the other. Bouncing between life and livelihood will not be an easy one, but this offers us an indepth guide on how to reopen the country while keeping people safe. This checklist is not a onesizefitsall person but rather a multifaceted strategy that sets National Benchmarks whileopening the u. S. Acknowledging our regional differences. We need to accept that covid19 will be part of society until we have a vaccine. More importantly, we need to plan for it. Importance of testing to covid19 cannot be overstated. Talk aboutd to supply chains and financial insensitive incentives to bring overseas manufacturing back to the u. S. The supply chain for ppe needs to ramp up and cover workers in all essential sectors from food service to school to the public sector. The checklist will also make it possible for businesses to compete, provide historic investment in our nations infrastructure will do just that. We have been reaching out to mayors and folks here to understand how we can better help should we manage to put together that infrastructure package. The world of economics flows at light speed. We have got adversaries standing on the sidelines, adversaries like china and north korea who are willing to fill in the gaps that are created. We have got to create a way to be nimble, to be quick, to be responsive. You heard tom say earlier, this is not a onesizefitsall. It cannot be because every district in the nation is different, but we have to be responsive in a way that helps all americans. Beennk, if anything it has pointed out how difficult that largen you have a very federal government like we have. To trimwe see the need regulations, to get the obstacles out of the way so we can empower the ingenuity of spirit of the american people. It is the problem solvers i believe who will lead that effort. With that, i commend everyone for what they are doing. I look forward to getting our economy back open. Is one of the things that is particularly concerning me now is people are afraid. Theyre afraid theyre going to get sick. They are afraid they will not be able to get tested. They are afraid they could die. They are also afraid about how they are going to live, how they are going to put food on the table, when they are going to go back to work. That combination of fears is making for some very raw feelings, a lot of terror, a lot of fear. We are starting to see protests and we have to find a way and this is a group that thinks a lot about it is how do we protect the basic liberties of our democracy and protect the common good at the same time. I think that thought process went into drafting this. I worked with mr. Upton. Fred and i talked several times a day. If not more than that. Trying to make sure everything we do is bipartisan. One of the particular problems i am focused on is how do we reopen . We have an auto ecosystem in real trouble. Auto workers are anxious to get back to work, but they are also scared go back to work. I think all of us are going to you had to go just like you have to go through an xray at the airport, a lot of us will be getting our temperatures taken at places never thought about. From restaurants to our places of work. People can walk around asymptomatic and a temperature is not going to catch someone who is contagious. Aredo we make sure they safe in facilities where people are on top of themselves . Fred and i are working on these issues. That is an example of the work we need to support and things we must work on together in a nonpartisan way. To figure out how we are going to deal with this nationwide. Thank you. Thank you, debbie. We want to herod texas we are continuing to see more cases each day, and we are seeing an increase in cases in my district, flatten the curve, and making sure we are still protecting our families. It is not over. We are far from it. But reopening our economies must approach, notrst a politics first approach. That is why i am proud to support the problem solvers plan to make sure that we are following best practices for Public Health and reppo testing and helping Frontline Health care workers. If communities are able to achieve these best practices servant sooner than others, they should be allowed to do this.
